GRI Project No. 5721 i EXECUTIVE SUMMARY Former Rushco Food Store #4 is located at 1901 West Innes Street in Salisbury, Rowan County, North Carolina. The property operates as a petroleum retail facility and convenience store. During due diligence activities conducted in October 2021, reportable soil violations were identified at the site, and an LSA was required by NCDEQ. There are two 10,000-gallon gasoline USTs and one 7,500-gallon gasoline UST currently in use at the site with three associated gasoline dispensers. The surrounding properties are commercial, residential, and institutional. According to the information determined during receptor survey activities, no water supply wells were identified within 1,500 feet of the site. Public water is available to the site and surrounding properties within a 1,500-foot radius of the site. A MMPE event was conducted at the site between October 9 and October 13, 2023, on monitoring wells MW-1, MW-4, and MW-6. A total of 3,960 gallons of affected ground water was recovered during the MMPE event. No measurable free product was recovered during this MMPE event. No free product was observed in any of the vacuum wells or observation wells. The average fluid recovery rate was 41.25 gallons per hour. Based on mass-removal calculations an additional 507.77 pounds or 82.54 gallons of vapor phase hydrocarbons were removed at an average rate of 0.86 gallons per hour. Based on this information, the risk classification for the site should remain intermediate risk. MMPE events should continue to be conducted at the site until contaminant concentrations are below the GCLs. Semi-annual ground water monitoring should continue at the site. GRI Project No. 5721 1 1.0 SITE HISTORY AND CHARACTERIZATION GRI presents the results of the October 2023 MMPE event and the November 2023 ground water sampling event at the Former Rushco Food Store #4 site, located at 1901 West Innes Street in Salisbury, Rowan County, North Carolina. A topographic map of the general site location and the surrounding area is included as Figure 1. These activities were conducted in accordance with GRI Proposal No. 23-486, which was submitted to the NCDEQ on August 2, 2023, and was approved as Task Authorization No. 48124-4 on August 3, 2023. State correspondence is included as Appendix A. The site is currently owned by Sampson Bladen Oil Company, Inc. and is operated by Han-Dee Hugo as a petroleum retail facility and convenience store. Two 10,000-gallon gasoline USTs, one 7,500-gallon gasoline UST, and associated pumps and product piping are active at the site. UST owner/operator information and UST system information are included as Table 1 and Table 2, respectively. The Registered Tank Report is shown below: Seven Type II monitoring wells (MW-1 through MW-7) and one Type III monitoring well (TW-1) were installed at the site during previous ground water assessment activities. A Site Map showing the locations of the monitoring wells and the structures on-site is included as Figure 2. 2.0 MMPE EVENT An MMPE event was conducted at the site by AES under the supervision of GRI beginning on October 9, 2023, and ending on October 13, 2023. Monitoring wells MW-1, MW-4, and MW-6 were used as extraction wells during the October 2023 MMPE event. The MMPE equipment included a liquid ring pump, a 6,000-gallon capacity tanker, flexible vacuum hoses, 6-inch diameter discharge stack, 1.5-inch diameter PVC stinger pipes and associated couplings and pipe fittings to manifold to three wells simultaneously. The MMPE system was rated for 25” Hg at 280 CFM. All extraction wells (MW-1, MW-4, and MW-6) were gauged and sampled prior to the start of the event. Samples were collected prior to the start of the MMPE and submitted for laboratory analysis of VOCs using EPA Method 602. Elevated concentrations of benzene, toluene, ethylbenzene, xylenes, MTBE, naphthalene, and IPE were reported in the ground water samples collected from MW-1, MW-4, and MW-6. The stinger pipe depths ranged from 24 feet to 26 feet in MW-1, MW-4, and MW-6 over the course of the event. Well construction and gauging information is presented in Table 3. A summary of the MMPE sample analytical results is included in Table 4. A copy of the laboratory analytical report is included as Appendix B. Monitoring wells MW-1, MW-4, and MW-6 were each vacuumed continuously for the 96-hour event. During the event, measurements of relative humidity, temperature, vacuum, exhaust velocity and off-gas concentrations were recorded at the discharge stack a minimum of two times per 24-hour period. Vacuum at the extraction wells ranged from 16 to 17 in. Hg. System vacuum ranged from 22 to 23 in. Hg. The effluent velocity ranged from 1,100 to 1,150 feet per minute. The system temperature ranged from 120 to 136°F and relative humidity ranged from 44.0 to 60.0 percent. The VOC off-gas concentration ranged from 8,800 ppm to 18,000 ppm during the event. No free product was measured in any of the wells associated with the MMPE event. A summary of the gauging data obtained before start up and at the conclusion of the MMPE event is presented in Table 5. A copy of the MMPE report and calculations is included as Appendix B. Of the total liquids extracted, no measurable free product was removed during the event. Based on 96 hours of operation, the average liquid recovery rate was 41.25 gallons per hour. Based on mass- removal calculations, an additional 507.77 pounds or 82.54 gallons of vapor phase hydrocarbons were removed. Based on 96 hours of operation, an average of 0.86 gallons of vapor phase hydrocarbons were removed per hour by the MMPE system. A summary of free product recovery data is included in Table 5. Summaries of MMPE event information and cost analysis are provided in Tables 6 and 7, respectively. At the conclusion of the MMPE event, all wastewater was transported to a permitted facility for disposal. Copies of the disposal manifests are included in Appendix C. GRI Project No. 5721 3 Approximately 30 days after the conclusion of the MMPE, ground water samples were collected from MW-1, MW-4, and MW-6. The concentrations of benzene, toluene, ethylbenzene, xylenes, MTBE, naphthalene, TAA, TBA, 2-hexanone, isopropylbenzene, IPE, MIBK, n-propylbenzene, styrene, 1,2,4- trimethylbenzene, and/or 1,3,5-trimethylbenzene reported in the ground water samples collected from MW-1, MW-4, and MW-6 exceeded the MACs. The reported concentrations of benzene and MTBE reported in the ground water sample collected from MW-4 exceeded the GCLs. Free product was not observed at the site. In general, contaminant concentrations in ground water were reduced after the MMPE. A summary of the post-MMPE sample analytical results is included in Table 4. A copy of the laboratory analytical report is included as Appendix B. Based on these results, the MMPE was successful at removing petroleum contamination from the site. 3.0 CONCLUSIONS  An MMPE event was conducted at the site from October 9 to October 13, 2023 on MW-1, MW-4, and MW-6.  A total of 3,960 gallons of affected ground water were recovered during the MMPE event. At the conclusion of the event, no free product was measured in any of the wells associated with the MMPE event. The average liquid recovery rate was 41.25 gallons per hour. An additional 82.54 gallons of vapor phase hydrocarbons were removed at an average rate of 0.86 gallons per hour.  Based on this information, the risk classification for the site should remain intermediate risk. MMPE events should continue to be conducted at the site until contaminant concentrations are below the GCLs. 4.0 LIMITATIONS This report has been prepared for the exclusive use of Rusher Oil Company, Inc. for specific application to the referenced site in Rowan County, North Carolina. The assessment was conducted based on the scope of work and level of effort desired by the NCDEQ and with resources adequate only for that scope of work. Our findings have been developed in accordance with generally accepted standards of environmental practices in the State of North Carolina, available information, and our professional judgment. No other warranty is expressed or implied. The data that is presented in this report is indicative of conditions that existed at the precise locations sampled and at the time the samples were collected. In addition, the data obtained from samples would be interpreted as being meaningful with respect to parameters indicated in the laboratory report. No additional information can logically be inferred from this data.
