GRI Project No. 3992 i EXECUTIVE SUMMARY The Corner Store is located at 896 Oakridge Farm Highway in Mooresville, Iredell County, North Carolina. The site is currently owned by Race City Exxon, Inc. and is operated by D Mart, Inc. as a petroleum retail facility. Two releases were discovered at the site during UST removal activities in 1995 and 2000. Currently, one 12,000-gallon gasoline and two 6,000-gallon gasoline USTs are active at the site. The adjoining properties are a mixture of single family residential, and commercial properties. According to the information determined during updated receptor survey activities conducted on June 27, 2023, eleven, potable water supply wells were identified within a 1,000-foot radius of the site and one inactive, non-potable water supply well was located within a 250-foot radius of the site. Municipal water at the time of the receptor survey was available to the site and some, but not all, of the surrounding properties. A CAP prepared by Applied Earth Sciences, Inc., dated March 8, 2004, was approved by the NCDEQ on April 10, 2007. The CAP recommended in-situ air sparging combined with soil vapor extraction technologies to remediate impacted soils and ground water. The remediation system was installed in the spring of 2009 and started on April 7, 2009. The remediation system at the site was deactivated in March 2014 and a passive remedial method implemented in September 2016. On September 14, 2016, oxygen release material, in the form of socks, was placed in air sparging wells AS-1 through AS-4 and monitoring wells MW-1A and MW-6. The socks have been periodically replaced. On June 27, 2023, four monitoring wells, three air sparge wells, and two water supply wells were gauged and/or sampled. No free product was observed at the site. An unknown oil that appears to be used cooking oil based on field observations was present in AS-4; therefore, AS-4 was not sampled. The concentrations of benzene, toluene, xylenes, MTBE, and/or 2-hexanone reported in the ground water samples collected from MW-1A, MW-6, and AS-2 exceeded the MACs. Concentrations of MTBE and/or acetone not exceeding the MACs were reported in the ground water samples collected from water supply wells WSW-3 and WSW-11. All reported contaminant concentrations were below the GCLs. Although the reported concentrations of 2-hexanone in the ground water samples collected from MW-6 and AS-2 exceeded the MAC, this is not considered a petroleum constituent. Based on this information, the risk classification for the site should remain high risk. GRI recommends the continued use of oxygen release compounds in site monitoring wells and semi-annual ground water monitoring. GRI Project No. 3992 1 1.0 SITE HISTORY AND CHARACTERIZATION GRI presents the results of the June 2023 ground water sampling, sock replacement, and updated receptor survey activities at The Corner Store, located at 896 Oakridge Farm Highway in Mooresville, Iredell County, North Carolina (Figure 1). These activities were conducted in accordance with GRI Proposal No. 23-279, which was submitted to the NCDEQ on June 2, 2023, and was approved as Task Authorization No. 15139- 47 on June 5, 2023. State correspondence is included as Appendix A. The site is currently owned by Race City Exxon, Inc. and is operated as a retail facility and convenience store named D Mart #6. During the removal of a 550-gallon kerosene UST on January 16, 1995, a petroleum release was identified at the site. One 8,000-gallon gasoline UST, one 5,000-gallon gasoline UST, two 4,000-gallon gasoline USTs and one 550-gallon kerosene UST have been removed from the site. Currently, one 12,000-gallon gasoline and two 6,000-gallon gasoline USTs are active at the site. UST owner/operator information and UST system information are included in Tables 1 and 2, respectively. The Registered Tank Report is shown below: The site and surrounding area are a mixture of single family residential and commercial properties. A copy of the Land Use table is included as Appendix B. The site contains two buildings (the store and a storage garage) and is primarily capped with concrete, asphalt, and grass. The overall topography at the site is relatively flat. No surface water bodies were identified within a 500-foot radius of the site. Ten Type II monitoring wells (MW-1 through MW-10) and four replacement wells (MW-1A, MW-3A, MW-4A and MW- ___________________________________________________________________________________________ Prepared by: Geological Resources, Inc. GRI Project No. 3992 2 5A) were installed at the site during previous ground water assessment activities. A Site Map showing the locations of the monitoring wells and the structures on-site has been included as Figure 2. On June 27, 2023, GRI personnel conducted an updated receptor survey. Eleven potable water supply wells (WSW-3 through WSW-5, WSW-8 through WSW-12, WSW-19, WSW-21, and WSW-23) were identified within a 1,000-foot radius of the site and one inactive, non-potable water supply well (WSW-2) was located within a 250-foot radius of the site. The ground water sampling event conducted in December 2015 detected a benzene concentration above the MAC in water supply well WSW-2. The well owner was notified, and bottled water was provided. On January 7, 2016, a GAC filtration system was installed on WSW-2. The residence using water supply well WSW-2 was eventually connected to municipal water on July 18, 2018, and well WSW-2 is currently inactive. Municipal water is currently available to the site and some, but not all surrounding properties. Receptor information is provided in Table 3. Adjacent property owner information is presented in Table 4. A Site Vicinity Map showing the adjacent properties and a Zoning Map showing the zoning information have been included as Figures 3A and 3B, respectively. During the removal of a 550-gallon kerosene UST on January 16, 1995, a petroleum release was identified at the site and issued Incident No. 15139. During the removal of two 4,000-gallon gasoline USTs, one 5,000-gallon gasoline UST and one 8,000-gallon gasoline UST on November 3, 2000, a subsequent release at the site was identified and assigned Incident No. 22782. During initial abatement activities, approximately 500 tons of gasoline impacted soils were excavated from the UST basin and approximately 50 tons from beneath the dispenser island. The two releases at the site are considered to be commingled due to their proximity – the kerosene UST and the three gasoline USTs were located in the same UST basin. The two incidents have been combined and reported under Incident Number 15139. One incident (Incident No. 40553) has been reported on an adjacent property. Copies of the NCDEQ Incident Reports are included as Appendix C. GRI Project No. 3992 3 Two CAPs have been submitted for the two incidents: the first in 1997 and the second in 2004. An in-situ AS and SVE system was installed in 2009 and operated until 2014. Please note that no projected milestones were established in the CAPs. Based on this information, the site was classified as high risk. 2.0 PRESENTATION OF CURRENT SITE ASSESSMENT INFORMATION/ COMPARISON TO HISTORICAL ASSESSMENT INFORMATION Soil assessment was not conducted during the current scope of work. Historical soil quality information and soil excavation information is included as Appendix D. On June 27, 2023, four Type II monitoring wells (MW-1A, MW-4A, MW-6, and MW-10), three air sparge wells (AS-1, AS-2, and AS-4), and two water supply wells (WSW-3 and WSW-11) were gauged, purged, and/or sampled in accordance with NCDEQ guidelines. An unknown oil was encountered in AS-4; therefore, this well was not sampled. Based on appearance and smell, it is believed that the unknown oil is used cooking oil. The well cap and previously installed o-sock canister were missing from the well and a cooking oil container is located approximately 30 feet from AS-4. Depths to ground water in the Type II monitoring wells ranged from 36.03 feet to 42.59 feet below TOC. Relative ground water elevations in the Type II monitoring wells ranged from 56.91 feet to 57.62 feet. Ground water flow was generally convergent towards MW-1A with an average horizontal gradient of less than 0.01 feet per foot. Well construction and gauging information is presented in Table 5. The EHC-OTM socks were replaced approximately every 6 months through July 2020. Due to repeated damage to air sparge well AS-3 from truck traffic, well AS-3 was abandoned on August 30, 2018. On June 8, 2021, and January 27, 2022, the EHC-OTM socks were removed from the above listed wells, excluding MW-6, and replaced with new EHC- OTM socks. The EHC-OTM socks were replaced in wells MW-1A and AS-1. Due to technical difficulties with the YSI probe, dissolved oxygen readings could not be collected during the June 2023 ground water sampling activities. Historical dissolved oxygen and temperature readings are included in Table 6. Ground water samples collected from the monitoring wells were submitted for laboratory analyses using EPA Method 6200B. No free product was observed at the site. The concentrations of benzene, toluene, xylenes, MTBE, and/or 2-hexanone reported in the ground water samples collected from MW-1A, MW-6, and AS-2 exceeded the MACs. Concentrations of MTBE and/or acetone not exceeding the MACs were reported in the ground water samples collected from water supply wells WSW-3 and WSW-11. All reported contaminant concentrations were below the GCLs. A summary of the analytical results for ground water samples collected on June 27, 2023, is presented in Table 7. A Ground Water Quality Map based on the June 2023 data is included as Figure 5. A complete report of laboratory analyses of the ground water samples collected from the monitoring wells during the June 2023 sampling event is included as Appendix E. The site is in the Charlotte Belt Physiographic Province of North Carolina. The water table has a seasonal high depth to water of approximately thirty-nine to forty-three feet BGS. 3.0 FREE PRODUCT REMOVAL Free product has not historically been present at this site. 4.0 NATURAL ATTENUATION / NATURAL SOURCE ZONE DEPLETION STATUS No natural attenuation monitoring plan is currently in place at the site. ___________________________________________________________________________________________ Prepared by: Geological Resources, Inc. Air sparge well AS-4 could not be sampled due to the presence of and unknown oil in the casing. Based on appearance and odor, the unknown oil is assumed to be used cooking oil. The assessment was conducted based on the scope of work and level of effort desired by the NCDEQ and with resources adequate only for that scope of work. Our findings have been developed in accordance with generally accepted standards of environmental practices in the State of North Carolina, available information, and our professional judgment. No other warranty is expressed or implied. The data that are presented in this report are indicative of conditions that existed at the precise locations sampled and at the time the samples were collected. In addition, the data obtained from samples would be interpreted as being meaningful with respect to parameters indicated in the laboratory report. No free product was observed at the site. The concentrations of benzene, toluene, xylenes, MTBE, naphthalene, methyl chloride, EDB, methylene chloride, 1,1,2,2- tetrachloroethane, and/or 1,2,4-trimethylbenzene reported in the ground water samples collected from MW-1A, MW-6, AS-2, AS-4, and VE-1 exceeded the MACs. A concentration of MTBE not exceeding the MACs was reported in the ground water sample collected from water supply well WSW-11. All reported contaminant concentrations were below the GCLs. Based on this information, the risk classification for the site should remain high risk. GRI recommends the updating the receptor survey information (last updated in 2002). In addition to the receptor survey update, GRI recommends the continued use of oxygen release compounds in site monitoring wells and semi-annual ground water monitoring.
