Dear Mr. Jarboe:

The Division of Waste Management, Solid Waste Section (Section) has reviewed the Permit to Construct
application for Phases 1B-1 and 1C-1(FID 1832842) submitted by Carlson Environmental Consultants, PC
(CEC) on behalf of Wall Recycling. Phase 1C-1 is proposed to be a vertical expansion and Phase 1B-1 is
proposed to comprise approximately 4.3 acres in the current LCID stockpile area. Both phases are located
within the facility footprint that was evaluated in the Design Hydrogeologic Report approved by the
Section in 2009 (DIN 9063). CEC concluded that further hydrogeologic investigation was not needed.

There are presently one upgradient monitoring well (MW-19) and two side gradient monitoring wells
(MW-15 and MW-16) available to monitor groundwater conditions associated with Phase 1B-1. Two
landfill gas monitoring wells (GW-4 and GW-5) are present along the proposed western waste boundary.
CEC does not propose to install additional groundwater or landfill gas monitoring wells.

The Section agrees with CEC’s conclusion that additional hydrogeologic investigation is not necessary and
that there is no need to install additional groundwater and landfill gas monitoring wells. The previously
approved Design Hydrogeologic Report satisfies the criteria required in 15A NCAC 13B .0538(b) for the
construction of Phases 1B-1 and 1C-1. Please contact me at [phone] or by e-mail at
