HomeMy WebLinkAbout110044_CAMP_Hercules_VIMP Compliance Review_20240531v1May 31, 2024 Sent Via E-mail Scott Carr Camp North End 300 Camp Road Charlotte, NC,28206 scott@camp.nc Subject: VIMP Compliance Review CAMP/Hercules Brownfields Site Building 27/28 Multi-Family Apartments Charlotte, Mecklenburg County Brownfields Project Number 11044-07-060 Dear Mr. Carr: The North Carolina Department of Environmental Quality Brownfields Redevelopment Section (DEQ BRS) received and reviewed the Vapor Intrusion Mitigation Plan (VIMP) Building 27/28 Multi-Family Apartments- Revision 2 dated May 30, 2024 submitted on your behalf by Hart & Hickman, PC. DEQ BRS has determined that the VIMP was prepared in compliance with the DWM Minimum Mitigation and Sampling Requirements for Reuse dated May 2024. Therefore, this submittal satisfies the requirements of Land Use Restriction number 4 in the recorded Notice of Brownfields Property. Consistent with Brownfields Agreement requirements, a crucial element of public health protection for this design is the professional engineer’s seal on these documents, attesting that the proposed design will effectively mitigate the potential for vapor intrusion on the property and safeguard public health. The safe occupancy of the building will be evaluated upon system effectiveness, sub-slab soil gas sampling, and indoor air sampling as required by Sections 4 and 5 of the VIMP. In addition, DEQ BRS reserves the authority to require confirmation of efficacy in the future. Please be advised that this design compliance review from DEQ BRS does not waive any applicable requirement to obtain any necessary permits, licenses or certifications which may be required from other state or local entities.
