Dear Mr. Andrews:

The Division of Waste Management, Solid Waste Section (Section) has reviewed the Landfill Gas
Monitoring Plan (FID 1853497) for the Pender County Landfill submitted by Cape Fear Engineering, Inc.
(CFE). The monitoring plan was prepared in accordance with an April 30th, 2024, meeting with County
personnel where it was established that landfill gas monitoring had not occurred at the facility and a
monitoring plan was required.

CFE proposes to install six landfill gas monitoring wells (LFG-1 through LFG-6) along the southern, eastern,
and northern waste boundaries. Landfill gas monitoring wells are not proposed to be constructed along
the western waste boundary due to the presence of Long Creek. The Pender County Animal Shelter is the
only on-site structure and CFE proposes to monitor ambient air for landfill gas. Monitoring wells will be
constructed in accordance with 15A NCAC Subchapter 2C and will be completed at depths above the water
table in the unsaturated zone. Monitoring well and ambient air monitoring will be conducted on a
quarterly basis using methodology specified in Section guidelines.

The Section approves the landfill gas monitoring plan, and it may be implemented as proposed. If you
