The facility received a Life of Site Permit on October 22, 2020. The permit will expire on December 1, 2065. PURPOSE OF SITE VISIT: Compliance Inspection STATUS OF PAST NOTICE OF VIOLATIONS: None. OBSERVED VIOLATIONS: None. Page 1 of 4 NORTH CARnLINAD_E Q�� o.n.mm.m m c.w.mmen.i a.i� FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. ADDITIONAL COMMENTS 1. The facility is fenced and is secured by a locking gate when it is not open for operation. 2. The correct signage is at the entrance of the facility listing the facility name, permit number and emergency contact information as well as materials accepted at the facility. 3. White goods and electronics are being accepted for recycling. The electronics are palletized and wrapped in cellophane for transportation to the recycler. The electronics were picked up from the facility at the end of this inspection. 4. The access around the facility is stable and no soil erosion was noted. 5. The closed MSWLF had recently been mown. Several areas of standing water and erosion were observed along the eastern side slope of closed MSWLF. Ensure that the areas of standing water and erosion are repaired as needed to prevent damage to the closed MSWLF. 6. Numerous tires had been deposited on the ground. Several tires have also been pushed into a full trailer and were hanging precariously between the trailer and tire storage area. Mr. Bodenhamer stated that the tire hauler had been contacted to pick up and provide trailers for the tires. Ensure that the tires are removed from the facility 7. Digital pictures were taken during the inspection. Transfer Station (3503) 8. The condition of the tipping floor is consistent with the daily operations of the facility. 9. The transfer station walls were covered with dirt and grime and are in need of cleaning. As per 15A NCAC 13B .0405 (11), ensure that the transfer station building is cleaned with a pressure washer no less than twice per year. 10. The facility has repaired the metal deflector panels at the top of the push wall. Continue to make repairs to the facility as needed and as identified in the to prevent waste from leaving the facility. 11. Windblown waste was identified on the grounds surrounding the facility. Windblown waste was actively picked up during this inspection. Continue to ensure that the windblown waste is picked up and returned to the transfer station daily. 12. The repair of the cracked asphalt roadway has been sent out for bid. The asphalt would be replaced during the same time as the additional repairs identified in the Transfer Station Assessment Report. 13. Numerous vultures were observed on the tipping floor and on the apron, outside of the transfer station building. No vultures were observed on the transfer trailers located in the staging area. 14. A tire was observed on the tipping floor and removed from the waste stream by the operator. Continue to remove unacceptable wastes from the waste stream as they are encountered. Yard Waste Area 15. No unacceptable wastes were observed within the waste stream. 16. Several areas of standing water, which were the result of recent heavy rains, were observed within the yard waste access road. Repair areas as needed so that water is shed from the area.
