The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. All photographs were taken by Lee Hill on May 23, 2024.
2. The facility entrance is secured by a gate and a portion of the facility is fenced to prevent unauthorized access.
In areas where fencing has not been installed, topography serves to limit access as well.
3. Signage was installed at the entrance to the facility showing the hours of operation, permit number, disposal
procedures and that hazardous and liquid waste is not accepted.
4. The access roads were constructed of all-weather material and were being maintained at the time of inspection.
5. Contractors were on site at the time of inspection installing the gas collection and destruction system.
Operations Inspection of the MSWLF Unit (4407-MSWLF-1993)
6. The facility was filling in Cell 5B at the time of inspection.
7. Windblown waste was minimal and confined to the active cell.
8. The working face was compact and of manageable size at the time of inspection.
9. A window air conditioning unit was observed on the working face from a recently dumped load. Facility staff
also saw the unit and removed it from the working face. Continue to remove and properly dispose of any
banned items that are encountered.
10. The side slopes of the landfill had adequate cover. Some small rill erosion was starting to occur in some areas;
however, no exposed waste was observed. Repair the rills to prevent waste from becoming exposed.
11. Facility staff were adding additional soil on the side slopes of Cells 2 and 4 in preparation for seeding, in areas
where the gas collection system was installed. A seeding contractor is scheduled to seed the slopes in the
coming weeks.
12. Waste was observed on and around the stabilizer "wings" on the trailer tipper. Ensure that all waste is
covered at the end of each operating day as required by 15A NCAC 13B .1626(2)(b).
13. The leachate pond was observed from the roadway above and the pond had adequate freeboard at the time of
inspection.
14. Pipe strapping from the installation of the gas system was observed on the top of Cell 4. Ensure that the material
is picked up and disposed of accordingly.
15. A small amount of waste was observed on the access road inside the cell leading to the working face. Ensure
that this material is removed at the end of the operational day.
