PTO for 3212-HHW-2014 issued 5/11/2021; expires 6/11/2024. PURPOSE OF SITE VISIT: Comprehensive Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 4 ADDITIONAL COMMENTS 3212-TRANSFER-2014: The City of Durham Transfer Station property is located at 2115 East Club Blvd and consists of two transfer station buildings, one active, and one closed. The closed building is located adjacent to the active and is used solely for storing trucks/trailers during heavy storm events such as hurricanes and ice/snowstorms. The property also contains the City of Durham Household Hazardous Waste Facility (Permit# 3212-HHW-2014), the Durham Compost Facility (Permit# 3204-COMPOST-1991), and the closed City of Durham MSW Landfill (Permit# 3201-MSWLF-1979). GFL Environmental USA Inc is contracted to operate this facility, which is permitted to receive municipal solid waste generated within areas consistent with the service area of the receiving landfill. 1. The facility accepts waste Monday through Friday 7:30am to 4:30pm and Saturday 7:30am to 12:00pm and is secured by a locking gate when it is not open for operation. Correct signage is posted at the entrance of the facility listing the facility name, permit number, emergency contact information, as well as a list of non- acceptable wastes. 2. The facility permit and operations plan were available on-site. 3. Waste screenings were reviewed up to 5/13/2024. Screenings are performed through random inspections and by cameras installed on the exterior of the scale house. Ensure that waste screenings are being conducted on at least 5% of incoming waste loads. 4. The transfer station tipping floor has two receiving areas separated by a concrete block divider wall; recyclable materials are processed on the left quarter of the tipping floor and MSW is processed on the remaining three quarters. The tipping floor is in generally good condition, as replacement/refinishing of the concrete floor was completed in 2022. Ms. Williman stated that Durham County is considering utilizing the closed TS building for dumping and sorting recyclables, leaving the currently active building solely for processing MSW. Ensure that any changes made to facility operations are submitted to the Section and approved prior to commencing. 6. The waste on the tipping floor is being managed in accordance with the facility permit and approved operations plan. No unacceptable wastes were observed during this inspection. 7. Leachate flows from the tipping floor through scupper holes in each push wall, to floor drains located in each of the truck load-out bays/pits. These drains convey the leachate to oil/water separator tanks prior to city sewer tie in. Scupper holes and leachate drains appeared to be functioning adequately. 8. The interior walls of the transfer station were clean and free of dirt and grime and the overall structure is in good condition. 9. The interior roadways are of all-weather construction, concrete and gravel. Several areas of standing water were observed within the gravel transfer trailer staging and storage area located behind the closed TS building. It is recommended that all gravel roadways be graded and repaired as needed to prevent standing water. 10. The grounds of the facility were relatively clean and windblown waste was being properly managed. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 3 of 4 However, windblown waste was observed within the stormwater basin located to the northwest of the active TS building. Continue to ensure all windblown waste is picked up before the end of each operating day. 11. At the time of this inspection, the sediment filter insert located inside the stormwater drain at the bottom of the hill to the west of the active TS building was filled with waste and sediment, and in need of cleaning. In addition, other stormwater drain filter inserts also contained significant sediment. Ensure that all stormwater drain filter inserts are continuously monitored and cleaned/replaced as needed. 12. Digital photographs were taken during this inspection. 3212-HHW-2014: This facility is permitted to receive Household Hazardous Waste (HHW) generated within the City of Durham and Durham County. Several solid waste management amenities are located within this facility, including collection areas for automotive products, electronic waste, scrap tires, yard and garden products, paints and solvents, household cleaning products, and miscellaneous HHW. The City of Durham submitted a permit renewal request with an updated HHW Operations Plan on 11/30/2023. 1. The City of Durham contracts with Republic (formerly Ecoflo) to manage the operations of the HHW facility. A responsible individual trained in facility operations (Antoine Freeman) was on-site during operating hours. 2. The facility was adequately secured by gates, chains, berms, fences, and other security measures approved by the Section to prevent unauthorized entry. Signs were posted at the entrance to the facility stating the hours of operation and other pertinent information. 3. The HHW was kept clean and organized with the facility layout maintaining a good flow for traffic. 4. Digital photographs were taken during this inspection.
