ADDITIONAL COMMENTS:
1. A Facility Partial Compliance Inspection was conducted as the inspection was conducted late in the day at
closing time.
2. No facility records were reviewed.
3. Facilities are located inside locking gate and fencing.
4. Roads are constructed of all-weather materials. Pavement and gravel were observed and appear to be well maintained.
5. Cell #1 of the closed MSWLF was observed. Some woody stem bushes were growing at the base. Vegetative cover was present and is being mowed and maintained. Some woody stem scrubs were present at the base and should be removed.
6. Cell #2 of the closed MSWLF was observed. Vegetative cover is being mowed and maintained. Some small
pine trees were growing at the base and should be removed.
7. Permanent Edge of Waste Markers were present at both closed MSWLF cells.
8. Groundwater Monitoring wells #5, and #12 were observed labelled, locked, and in good condition.
9. Groundwater Monitoring well data was not reviewed.
10. No leachate breakouts were observed on either closed MSWLF cell the day of this inspection.
11. Side Slopes appear to meet the 3:1 requirement at the Closed MSWLF cells.
12. Side slopes at the Active CDLF do not appear to meet the 3:1 requirement and should be filled and graded or graded as necessary to achieve a 3:1 slope ratio as required.
13. The Active LCID processing area was observed. An area containing land clearing debris and an area containing cement debris was present. Any unapproved wastes should be removed and disposed of
appropriately.
14. It appears that the area designated for wood pallet recycling is currently being used to stockpile inert debris for recycling. Any inert debris with paint, sealants or coatings should be removed, and should be removed and managed appropriately.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any

15. Other waste noted in the designated recycling and pole storage area appeared to be like drilling mud. If drilling mud is being received a waste determination by knowledge and/or sampling data should accompany the load to confirm it is non-hazardous. Sawdust was also observed. If sawdust is being received a waste determination by knowledge and/or sampling data should accompany the load to confirm it is non-hazardous. These wastes are being stored very close to the old borrow pit that is currently serving as a stormwater basin that could overflow to the Waters of the State. Please be mindful of the 25 feet setbacks around designated processing areas to avoid losses of sediment and debris that could fill the stormwater basin and reduce its capacity to hold stormwater.
16. This facility must operate in accordance to the permit and approved operations plan. Any changes to the operations of this facility or processing areas must be submitted to permitting for review and approval before making changes.
