A release from a gasoline underground storage tank (UST) system was reported on November 6, 1997. WILCOHESS, LLC (WILCOHESS) was the owner/operators of the UST system at that time. The site was acquired by Speedway LLC on October 1, 2014 and is currently in use as a convenience store and retail petroleum dispensing facility. Speedway refers to this location as Store #6958. The layout of the facility is shown on Drawing 1.2 The petroleum release was previously under remediation using a soil vapor extraction (SVE) and vapor-enhanced groundwater recovery and treatment system, which was permanently shut down in December 2004 under Session Law 2004-124. Groundwater monitoring was not conducted following shutdown of the treatment system, but the North Carolina Department of Environment and Natural Resources (NCDENR) requested continued operation of a vapor recovery system at the downgradient Willowbrook Hosiery facility. A Notice of Regulatory Requirements (NORR) dated February 29, 2008 directed the renewal of assessment and remediation activities. WILCOHESS decided to perform a renovation of the gasoline station at the subject site in 2005. The renovation included removal of the UST system and replacement with a new system, as well as razing of site buildings and construction of a new building. The UST system was closed by removal, including the removal of associated dispensers and underground product lines. Remedial and monitoring wells were also abandoned and the SVE system was removed for site renovation purposes. Documentation for the abandonment of these wells was previously submitted to NCDENR. Historically, there have been three off-site monitoring wells (MW-21, MW-23 and MW- 24) which have exhibited free product. The wells are located on the adjacent and surrounding properties northwest of the subject site, hydraulically downgradient of the source area of release. After free product was initially detected in the wells, passive skimming devices (absorbent socks) were installed to recover the product. Manual free product recovery activities were then conducted from February through December 2009 and, upon completion, a “Free Product Recovery Report” dated January 25, 2010 was submitted to the UST Section. The report included the results of the free product recovery activities and also provided an evaluation of more aggressive active free product recovery methods. Based on this evaluation, three subsequent Mobile Multi-Phase Extraction (MMPE) events were conducted at the site in June 2012, August 2012 and August 2013. Based on historical free product recovery results and subsequent discussions with the NCDENR, it was determined that additional MMPE events would be conducted at the site on a quarterly basis. The quarterly MMPE events will be conducted over a period of one year, at which time the results will be used to further evaluate the effectiveness of MMPE as a remedial technology. This report documents the first two quarterly MMPE events conducted at the site in April and July 2014, along with the results of the annual groundwater sampling event (April 2014) and operation of the downgradient vapor Active Remediation and Free Product Recovery Report November 10, 2014 Wilco Station #175 (Speedway #6958) Page 2 Burlington, North Carolina recovery system during the O&M reporting period (January through June 2014). Selected historical site information is provided in Appendix A. 2.0 POTENTIAL RECEPTORS No receptor survey update was conducted during the recent monitoring event. No changes in the receptors were noted during field activities. A summary of the CSA receptor survey is presented below. Please refer to previous reports for additional information. Water-Supply Wells • There were no water-supply wells identified within 1,500 feet of the site. Public Water Supplies • The City of Burlington's municipal water and sewer are available at the site as well as to properties located within 1,500 feet of the subject site. The city obtains its water from two surface water bodies, Lake MacIntosh and the Stoney Creek Reservoir. Surface Water • Based upon our review of the Burlington, North Carolina USGS topographic quadrangle map (Drawing 1.1), the closest surface water bodies to the subject site are an intermittent, unnamed tributary of Little Alamance Creek, located approximately 1,400 feet west of the site, and an intermittent, unnamed tributary of the Haw River located approximately 1,000 feet east of the site. Wellhead Protection Areas • No Wellhead Protection Areas were discovered within 1,500 feet of the site. Deep Aquifers in the Coastal Plain Physiographic Province • The subject site is not located in the Coastal Plain physiographic region. Subsurface Structures • There are underground utility lines located in the vicinity of the former UST locations. It is unknown if these lines may be acting as a preferential migration pathway for contaminants. Typically, utilities are buried two to four feet in depth, and the depth to groundwater at the site is greater than 10 feet below land surface (BLS). • It appears that sanitary sewer pipes (and/or the trench in which they are situated) located beneath East Davis Street may have intersected the water table in the past. The elevation (relative to the site benchmark) of the bottom of the sewer pipe is approximately 80 feet. • Free product and contaminated groundwater have historically been present in the basement of the Willowbrook Hosiery building, located approximately 600 feet downgradient of the Wilco 175 site. The free product has occasionally caused vapor problems in the building. Other basements in this vicinity may also be subject to vapor problems associated with free product and contaminated groundwater. 3.0 FIELD ACTIVITIES 3.1 Mobile Multi-Phase Extraction Events The MMPE events were conducted at the site during the weeks of April 14 through 18, 2014 and July 14 through 18, 2014 (two of the four quarterly MMPE events to be conducted at the site over a period of one year). Advanced Environmental Services, Inc. (AES) provided the MMPE services. A summary of historical free product recovery events conducted at the site is provided in Table 3.1. Free Product Thicknesses • Prior to each MMPE, wells MW-19, MW-21, MW-23, MW-24, MW-27 and MW-30 were gauged for gasoline free product thickness. The same wells were then gauged approximately two to three weeks following conclusion of each MMPE event (on 5/9/14 and 8/1/14). The results of the MMPE gauging activities are summarized in Table 3.1, with historical free product thickness data for wells MW-19, MW-21, MW- 23, MW-24, MW-27 and MW-30 provided in Table 3.2. • Monitoring well MW-30 was installed in April 2010 for the purpose of conducting MMPE events, since the property owner would not allow for hose connection to well MW-21, which historically has contained free product. Well construction records for monitoring wells MW-19, MW-24 and MW-30 (from which product was removed during the MMPE event) are provided in Appendix B. Recovered Free Product • Results of the active free product recovery activities are documented in AES’ “Mobile Multi-Phase Extraction Reports” dated April 29, 2014 and July 22, 2014 (Appendix C). In total, approximately 12,902 gallons of product/water mix were recovered during these activities, with an estimated 92.78 gallons of gasoline free product removed as vapor. A historical summary of free product recovery events is provided in Table 3.1. • On-site or off-site effluent discharges: None Active Remediation and Free Product Recovery Report November 10, 2014 Wilco Station #175 (Speedway #6958) Page 4 Burlington, North Carolina • Disposition of recovered liquids: Zebra Environmental and Industrial Services, Inc. facility (manifest included in reports provided in Appendix C) Water Level Drawdown Measurements During MMPE events, water levels were measured in selected site monitoring wells once a day to evaluate the influence of each MMPE event in a lateral direction. The measurements are provided on the MMPE Field Logs in the contractor’s reports in Appendix C. Maximum draw-down is reported on the Event Summary page in each of AES’ MMPE reports in Appendix C. These measurements indicate that lateral influence is being extended to these wells. See Drawing 1.2 for the locations of the gauging wells relative to the extraction wells. 3.2 Liquid Level Measurements Mid-Atlantic personnel collected liquid levels from the wells on April 28 and 29, 2014 using an electronic water level indicator or oil/water interface probe. Liquid level measurements were collected using the procedures described in Appendix D. Monitoring well construction data is summarized in Table 3.3. 3.3 Monitoring Well Sample Collection Mid-Atlantic personnel collected groundwater samples from the wells on April 28 and 29, 2014. Groundwater samples were collected from all monitoring wells (with the exception of MW-19, which exhibited free product at the time of sampling) using the procedures outlined in Appendix D. Monitoring well construction data is provided in Table 3.3. Samples were shipped to Con-Test Analytical Laboratories, Inc. (Con-Test) in East Longmeadow, Massachusetts for analysis. Samples were analyzed by methods shown in the chain-of-custody record provided at the back of the laboratory’s report in Appendix E. . 3.4 Vapor Recovery System Monitoring and Maintenance A vapor recovery (VR) system at the Willowbrook Hosiery facility operated throughout the reporting period. The system consists of a vacuum blower connected to a series of vapor extraction wells located adjacent to the Willowbrook Hosiery building. The system is designed to prevent potential petroleum vapors from entering the building’s basement. Maintenance of the VR system was conducted on an approximately twice-a- month basis. Operation and maintenance logs are kept on file. Inspection and replacement (when necessary) of free product absorbent pads in the basement of the Willowbrook Hosiery facility was also conducted on an approximately twice-a-month basis during the reporting period. Active Remediation and Free Product Recovery Report November 10, 2014 Wilco Station #175 (Speedway #6958) Page 5 Burlington, North Carolina 4.0 DISCUSSION OF SAMPLING RESULTS Summary of Analytical Results The laboratory analytical report and chain-of-custody record for groundwater samples collected during the April 2014 sampling event are provided in Appendix E. A summary of historical groundwater sampling results for selected target compounds is also provided in Table 4.1. Additional compounds (not included in the table) may have been detected in the samples; please refer to the laboratory’s analytical report for complete results. Groundwater samples collected from several site monitoring wells exhibited target compound concentrations in excess of the North Carolina Groundwater Quality Standards (NCGQS). The samples collected from wells MW-21, MW-24 and MW-27 also exhibited benzene concentrations in excess of its Gross Contamination Level (GCL). Description of Current Plume Size and Location During the April 2014 annual sampling event, free product was detected at a measurable thickness in one of the monitoring wells located hydraulically downgradient of the subject site (MW-19). Free product has also historically been present in monitoring wells MW-23 and MW-24, but was not present during the recent sampling and gauging activities. Based on these results, free product appears to be confined to a relatively small area, and in a relatively thin layer, hydraulically downgradient of the site. Isoconcentration maps for benzene and MTBE are provided as Drawings 4.1 and 4.2, respectively. Compared with the results from the previous groundwater sampling events, it appears the size and shape of the dissolved-phase groundwater contaminant plume have remained relatively stable over time (historical isoconcentration maps are included in Appendix A). Future Remediation Corrective action will be required at the site in the future to potentially reach groundwater cleanup goals and ultimately move the incident towards closure. Due to the presence free product, additional soil and/or groundwater treatment may need to be evaluated at several areas hydraulically downgradient of the subject site. However, based on previous discussions with adjacent property owners, installation of a SVE or other dedicated remedial system would likely meet resistance. It is therefore unknown if this is a viable option and, based on these discussions, MMPE continues to serve as an alternative for free product recovery and groundwater remediation at this time. Two additional quarterly MMPE events will be conducted in October 2014 and January 2015, at which time the results will be used to further evaluate the efficacy of this technology. Additionally, we are also evaluating the potential feasibility of a horizontal extraction system, and negotiations are currently under way with off-site property owners in support of this potential remedial technology. Active Remediation and Free Product Recovery Report November 10, 2014 Wilco Station #175 (Speedway #6958) Page 6 Burlington, North Carolina Additional Monitoring Information • Proximity of Plume to Nearest Receptor As discussed previously, free product and contaminated groundwater have been intermittently present in the basement of the Willowbrook Hosiery building, located approximately 600 feet downgradient of the subject site. Based on the historical depth-to-water measurements at monitoring well MW-27 when compared to the typical basement depth (8 ft), it appears that there is the potential for free product and/or vapors to enter basements located near free product areas (MW-19, MW-21, MW-23, and MW-24, historically). The Bateman residence is constructed with a basement, but previous evaluations have not shown evidence of impact. Additionally, it was determined during an investigation (results were contained in a “CSA Addendum Report” dated May 18, 2004) that the sanitary sewer line located beneath East Davis Street could potentially intercept impacted groundwater during high water table periods. We have no historical evidence to suggest that vapors are accumulating in the sewer system. Additionally, FID measurements of the sewer air spaces collected during the April 2013 sampling event did not exhibit elevated readings. • Groundwater Flow Direction Groundwater flow direction across the site is generally to the southwest with a hydraulic gradient (MW-18 towards MW-26) of approximately 0.015 ft/ft. An Estimated Water Table Contour Map is provided as Drawing 4.3. Historical and current depth-to-water measurements and groundwater elevations for the site monitoring wells are provided in Table 4.2. Hydraulic gradient was calculated using the procedure discussed in Appendix D. • Predictive Rate of Contaminant Transport Unknown. It appears that a preferential migration pathway (e.g., a former stream bed, fracture zone, dike, etc.) may exist between the Wilco 175 site and the Willowbrook Hosiery site. This pathway may be allowing accelerated transport of contaminants. 5.0 SUMMARY, CONCLUSIONS, AND RECOMMENDATIONS The activities conducted during the reporting period are summarized as follows: • A vapor recovery system is currently operating at the Willowbrook Hosiery property to remove potential petroleum vapors prior to entering the building; Active Remediation and Free Product Recovery Report November 10, 2014 Wilco Station #175 (Speedway #6958) Page 7 Burlington, North Carolina • Two MMPE events were conducted using monitoring wells MW-19, MW-24 and MW- 30 as extraction points. A total of approximately 12,902 gallons of product/water mix were recovered during these activities, with an estimated 92.78 gallons of gasoline free product removed as vapor; and • Groundwater samples were collected from site monitoring wells and analyzed using EPA Method 602 to provide information regarding contaminant plume movement and attenuation. Based on the results, Mid-Atlantic concludes the following: • It appears that the groundwater directly beneath the Wilco 175 property no longer contains free product; however, a relatively thin layer of free product appears to remain on the water table in an area hydraulically downgradient of the site. The fluctuating thicknesses of free product over time could be attributed to the potential presence of free product in sand lenses associated with the surrounding geologic formations; • The groundwater contaminant concentrations detected in April 2014 appear to be similar to those of sampling events conducted over the previous several years. Corrective action will be required at the site in the future to potentially reach groundwater cleanup goals and ultimately move the incident towards closure; and • The effectiveness of MMPE in removing free product as vapor suggests that a dedicated vapor extraction system may be an effective means of removing the remaining free product from the water table. However, property owners have shown reluctance in the past to allow access to install a dedicated system and, therefore, it is unclear if this could be accomplished in the future. Based on the conclusions, Mid-Atlantic recommends the following: • Performance of the final two quarterly MMPE events at the site in October 2014 and January 2015 (Note: the current scope of work includes performance of four MMPE events over a period of one year); • Evaluation of the need for additional soil and/or groundwater treatment in the areas between the Wilco 175 facility and the Willowbrook Hosiery. The evaluation should consider air sparging, dual-phase extraction, SVE, continued MMPE, or other technology to address free product and potentially impacted soils in the smear zone. At minimum, groundwater contaminant concentrations will need to be reduced to below the GCLs for the incident to potentially be eligible for closure; • Periodic monitoring of downgradient residential structures and sewers for petroleum vapors (using an FID or similar device); Active Remediation and Free Product Recovery Report November 10, 2014 Wilco Station #175 (Speedway #6958) Page 8 Burlington, North Carolina • Continued operation and maintenance of the VR system at the Willowbrook Hosiery facility; and • Continued groundwater monitoring of the site on an annual basis.
