1.0 SITE HISTORY
Dodson Amoco is located at 306 West Center Street in Mebane, Alamance County, North Carolina
(Drawings 1 and 2). The property is currently developed with an automotive repair facility. In
October of 1997, three 1,000-gallon gasoline underground storage tanks (USTs) were removed from
the site and a release was detected. Mark Creel & Associates, Inc. completed the UST closure
activities and associated report. The release was confirmed through laboratory analysis of soil
samples collected during the UST closure activities. Subsequent to the UST removal activities, three
2,000-gallon gasoline USTs were installed in the former UST location at the site in October 1997.
Apex Environmental, Inc. completed an LSA for the site dated March 12, 2004. The site was classified
as an intermediate risk site based on the presence of benzene above its Gross Contaminant Level
(GCL).
Based on the intermediate risk classification of the site, the NCDEQ issued a Notice of Regulatory
Requirements (NORR) dated February 13, 2023 requiring that an additional groundwater
monitoring event be completed.
Pilot completed a Groundwater Monitoring Report for the site dated March 7, 2023. On February
23, 2023, Pilot collected groundwater samples from monitoring wells MW-1 through MW-4 and
DW-1. Laboratory analysis of the groundwater samples detected targeted compounds above
their respective 2L standards, with benzene exceeding its GCL in MW-2.
Pilot was requested by Mr. Michael Tompkins with McLeod Oil Company, Inc. to provide UST
closure services associated with the existing USTs.
2.0 SITE CHARACTERISTICS
The United States Geological Survey (USGS) Topographic Map, Mebane and Efland, North
Carolina Quadrangle depicts the site as an urban area (Drawing 1). The site elevation is
approximately 670 feet above mean sea level. Unamend tributaries to Haw River are located
approximately 1,670 feet southwest of the site. Based on the review of the USGS topographic
map and observations of the general area and site topography, surface run-off would be
expected to flow generally to the southwest across the site.
The subject site is located within the Piedmont Physiographic Province. The Piedmont
Physiographic Province generally consists of hills and ridges which are dissected by a system of
swales and streams. The Piedmont Physiographic Province is predominantly underlain by
metamorphic rock (formed by heat, pressure and/or chemical action) and igneous rock (formed
directly from molten material). The topography and relief of the Piedmont Province has
developed from differential weathering of the igneous and metamorphic rock. Ridges and hills
have been developed in areas of less weathered rock. Because of the continued chemical and
physical weathering rock in the Piedmont Physiographic Province is generally covered with a

mantle of soil that has weathered in place from the parent bedrock. These soils vary in thickness
and are referred to as residuum or residual soils. The residuum is typically finer grained and has
higher clay content near the surface because of the advanced weathering. Similarly, the soils
typically become coarser grained with increasing depth because of decreased weathering. As the
weathering decreases, the residual soils generally retain the overall appearance, texture and
foliations of the parent rock.
In general, groundwater movement in the Piedmont Physiographic Province is from higher to
lower elevations. As such, the presumed direction of groundwater flow is generally to the south
across the site. Based on the presumed groundwater flow direction, areas to the north are
potentially up-gradient of the site.
3.0 UST CLOSURE AND INITIAL RESPONSE
3.1 UST Information
A release was identified during the previous removal of three 1,000-gallon gasoline USTs by
others in October 1997. Three 2,000-gallon gasoline USTs were removed on March 20, 2023.
UST information is summarized in Table 1.
3.2 UST Closure Activities
On March 20, 2023, the pea gravel surrounding the USTs was excavated and temporarily
stockpiled on-site for re-use as backfill unless impacted. Prior to removal of the USTs, Pilot
submitted the UST-3 form to the North Carolina Department of Environmental Quality (NCDEQ).
The USTs were removed by D.H. Griffin Wrecking Company, Inc. (D.H. Griffin) using a track
mounted excavator. UST removal activities were observed by Pilot. Prior to removal,
approximately 154 gallons of non-hazardous liquids were removed from the UST system by D.H.
Griffin using a vacuum truck and properly disposed. Once the residual liquids had been
evacuated, the USTs were purged of vapors, removed from the excavations and loaded onto a
trailer for recycling. A representative of the Alamance County Fire Marshal’s Office was on-site
to approve the UST removal activities. The three USTs were observed in good condition with no
obvious signs of damage or corrosion. Monitoring well MW-1 was inadvertently destroyed during
the UST removal activities, based on it being set into the pea gravel surrounding the USTs.
The UST-2 and UST-3 forms, the Material Manifest for the non-hazardous liquids, and the Tank
Disposal Manifest are included in Appendix A.

4.0 FIELD ACTIVITIES
4.1 Soil Samples - UST Closure
Upon removal of the USTs, six soil samples (T-1 through T-6, Drawing 3) were collected from
beneath each end of the USTs. Upon removal of the dispenser island, three soil samples (D-1
through D-3, Drawing 3) were collected beneath the former dispenser locations. Soil samples for
product lines were not collected since the lines were located directly over the UST and less than
10 feet long. The soil samples were visually classified in the field and screened for volatile organic
vapors using a photoionization detector (PID). The soil samples were placed into laboratory
prepared containers, labeled and transported to Pace Analytical (Pace) in Kernersville, North
Carolina and analyzed for gasoline range total petroleum hydrocarbons (TPH) using EPA Method
8015/5035. A chain of custody record was maintained and is included in Appendix C.
4.2 Soil Samples - Over Excavation
Based on observations and field screening results indicating that impacted soil was present,
approximately 100.29 tons of petroleum impacted soil was excavated from the tank basin. The
release appeared to be from the previous USTs and pre-approval was obtained from the NCDEQ
for the soil removal. Neither groundwater nor bedrock were encountered during the removal of
the approved amount of impacted soil. Additional impacted soil was not removed based on the
previously determined risk classification of the site and reaching the pre-approved tonnage
allowed by the NCDEQ. The petroleum impacted soil was transported to Earthtec of NC, Inc.
(Earthtec) for treatment and disposal. One soil sample (C-1 through C-5) per load of excavated
soil was collected to confirm impact in accordance with NCDEQ, UST Section Guidelines. The
disposal confirmation soil samples (C-1 through C-5) were analyzed on-site via a mobile lab using
ultraviolent fluorescence (UVF) technology by Red Lab. The UVF technology was not utilized to
analyze the stockpiled overburden due to the material being pea gravel. The pea gravel was
returned to the excavation as backfill. The Non-Hazardous Waste Manifests and weight
verification tickets for the impacted soil are included in Appendix B.
Upon completion of the soil excavation activities, confirmation soil samples (N-1, E-1, S-1, W-1,
and B-1) were collected from the sidewalls and base of the final excavation. The excavation was
rectangular shaped with its greatest dimensions being approximately 26.5 feet by 19.5 feet by 19
feet in depth. The approximate locations of the confirmation soil samples are shown on Drawing
4. The excavation was backfilled with imported ABC stone from a quarry in Mebane, North
Carolina and compacted using the excavation equipment.
The confirmation soil samples were submitted to Pace to be analyzed for volatile organic
compounds (VOCs) using EPA Method 8260 and for volatile petroleum hydrocarbons (VPH) using
the Massachusetts Department of Environmental Protection (MADEP) Method.

5.0 LABORATORY ANALYTICAL RESULTS
5.1 Soil Sample Analysis – UST Closure
Laboratory analysis of soil samples T-1 through T-6 detected gasoline range TPH above its NC
Action Level of 50 mg/Kg. Laboratory analysis of soil samples D-1 through D-3 did not detect
gasoline range TPH at concentrations above its laboratory detection limit. A summary of the
laboratory analytical results is presented in Table 2. The laboratory data sheets and chain of
custody record are included in Appendix C.
5.2 Soil Sample Analysis – Over Excavation
Laboratory analysis of soil samples S-1 and B-1 detected targeted compounds above the
Residential Soil Cleanup Levels, with naphthalene being detected above its respective
Industrial/Commercial Soil Cleanup Level.
Each of the confirmation disposal soil samples C-1 through C-5, analyzed on-site by Red Lab,
detected gasoline range TPH above its NC Action Level of 50 mg/Kg. A summary of the laboratory
analytical results is presented in Table 2. The laboratory data sheets and chain of custody record
are included in Appendix C.
6.0 CONCLUSIONS
Based on the field observations and laboratory analytical results, Pilot concludes the following:
On March 20, 2023, three 2,000-gallon gasoline USTs were removed from the site.
Based on field screening results and observations, a petroleum release was identified during
the removal of the UST system that appeared to have occurred from the previously removed
USTs.
Approximately 100.29 tons of petroleum impacted soil was excavated from beneath the USTs
and the immediately surrounding area. The impacted soil was transported to EarthTec for
treatment and disposal. Additional impacted soil was not removed due to reaching the
tonnage pre-approved by the NCDEQ.

gasoline range TPH at concentrations above the laboratory detection limit.

7.0 RECOMMENDATIONS
Pilot recommends that a copy of this report be submitted to the NCDEQ, Winston-Salem Regional
Office for their review. Prior to a property transaction occurring a Notice of Residual Petroleum
(NORP) will need to be recorded.
8.0 QUALIFICATIONS
The activities and evaluative approaches used in this assessment are consistent with those
normally employed in assessment projects of this type. Our evaluation of site conditions has
been based on our understanding of the site project information and the data obtained during
our field activities.

INSTRUCTIONS (READ THIS FIRST)
Complete and return a UST-3 form at least thirty (30) days prior to closure or change-in-service activities.
Completed UST closure or change-in-service site assessment reports, along with a copy of the UST-2A and/or 2B forms, should be submitted
to the appropriate Division of Waste Management (DWM) Regional Office within thirty (30) days following closure activities. The UST-2 form
should also be submitted to the Central Office in Raleigh so that the status of the tanks may be changed to permanently closed and your
tank fee account can be closed out. Note: Tank fees may be due for unregistered tanks.
UST closure and change-in-service site assessments must be completed in accordance with the latest version of the Guidelines for Site
Checks, Tank Closure and Initial Response. The guidelines can be obtained at https://deq.nc.gov/about/divisions/waste-management/ust.
Note: To close tanks in place you must obtain prior approval from the DWM Regional office located in the region where the facility is located.
You must make sure that USTs removed from your property are disposed of properly. When choosing a closure contractor, ask where the
tank(s) will be taken for disposal. Usually, USTs are cleaned and cut up for scrap metal. This is dangerous work and must be performed
by a qualified company. Tanks disposed of illegally in fields or other dumpsites can leak petroleum products and sludge into the environment.
If your tanks are disposed of improperly, you could be held responsible for the cleanup of any environmental damage that occurs.

1. Contact local fire marshal.
2. Plan entire closure event.
3. Conduct Site Soil Assessment.
4. If removing tanks or closing in place, refer to
API Publication 2015 Cleaning Petroleum
Storage Tanks and 1604 Removal and
Disposal of Used Underground Petroleum
Storage Tanks.
5. Provide a sketch locating piping, tanks and
soil sampling locations.
6. Submit a closure report in the format of UST-
12 (including the form UST-2) within thirty
(30) days following the site investigation.
7. If a release from the tanks has occurred, the
site assessment portion of the tank closure
must be conducted under the supervision of
a P.E. or L.G., with all closure site assessment
reports bearing the signature and seal of the
P.E. or L.G. If a release has not occurred, the
supervision, signature or seal of a P.E. or L.G.
is not required.
8. Keep closure records for three (3) years.

Analytical column used for VPH analysis is Restek, Rtx-502.2, 105meter, 0.53mmID, 3um df. Trap used for VPH analysis is Carbopack B/CarboSieveS-III.
