Former Tank & Tummy #6, Groundwater Monitoring Report August 2, 2023i GROUNDWATER MONITORING REPORT Former Tank & Tummy #6 316 South Fayetteville Street Asheboro, Randolph County, North Carolina 27204 Facility ID#: 0-019708; Incident Number: 17644 Priority: Intermediate; Land Use: Industrial/Commercial EXECUTIVE SUMMARY Source information: •Type: gasoline. •Source of the release: A former 8,000 gasoline UST and its associated dispenser. A former diesel dispenser was ruled out as a source because no Extractable Petroleum Hydrocarbons (EPH) or USEPA Method 8270 compounds were detected in soil samples. Naphthalene was originally detected in historical soil and ground- water samples, but was not believed to be indicative of a relevant diesel fuel release at this site. •Amount of release: Unknown. •Active USTs: Five active USTs are currently present on site. •Imminent Hazards: Vapors have not been observed in adjacent buildings since the USTs were removed and a surface-water drainage problem was corrected in 1996. Initial abatement/emergency response information: •Tank Closure: The former USTs were closed by removal in September 1996. These USTs were originally installed in May 1977. •Soil removal, quantity, and disposition: Approximately 1,400 tons of soil were removed from around the former USTs and dispensers. Impacted soil was transported off site to a licensed treatment/disposal facility. •Nonaqueous-phase liquid (NAPL): NAPL was not detected during the Limited and Comprehensive Site Assessments. However, concentrations of dissolved petroleum hydrocarbons have been detected above Gross Contaminant Levels (GCLs). Updated Receptor information •Water-supply wells: No water wells used for drinking were identified within 1,500 feet of the former UST area, and no wells used for irrigation were identified within 250 feet of the former UST area. •Public water supplies: Municipal water is available to the area from the City of Asheboro. The site and surrounding properties within 1,500 feet of the site appear to be connected to it. •Surface-water bodies: The closest surface-water body to the site is a tributary to Penwood Creek located approximately 1,700 feet east-southeast of the site. •Wellhead protection areas: The site is not located in a Wellhead Protection Area. •Coastal Plain: The site is not located in the Coastal Plain Physiographic Province. •Subsurface structures: Utilities are buried around the perimeter of the subject site. •Land use: The site is in a business district in downtown Asheboro, and is zoned as “Business B2”. Summary of June 2023 Groundwater Sampling Results •Free product thickness: No free product was observed during the June 27, 2023 groundwater sampling event. •Site hydrogeology: Shallow groundwater was measured at depths ranging from almost at ground surface to approximately 11.75 feet below grade during June 2023. Thirteen (MW-1 through MW-13) shallow Type II monitoring wells were originally completed to the top of bedrock (auger refusal), to depths ranging from 11 to 25 feet below grade. Two of the Type II monitoring wells (MW-9 and MW-12) could not be found during this latest sampling event. The Type III telescoping monitoring well (D-1) extended into bedrock to a depth of 33 feet below ground surface. A concrete retaining wall that was constructed along the site’s southern and western parcel boundary is potentially affecting the shallow groundwater flow. •Maximum groundwater concentrations detected above NCDEQ Gross Contaminant Levels (GCLs): Benzene (MW-1: 8,700 ug/l) and (MW-4: 65,400 ug/l). •Additional groundwater concentrations detected above NCDEQ NCAC 2L Standards: Lead (MW-10: 23.1 ug/l); 1,2-dichloroethane (MW-8: 1.4 ug/l); IPE (MW-2: 401 ug/l); isopropylbenzene (MW-4: 111 ug/l); MTBE (MW-2: 263 ug/1); n-propylbenzene (MW-2: 223 ug/l); t-Amyl Alcohol (MW-2: 6,150 ug/l); tert-Butyl Alcohol (MW-2: 7,360 ug/l); naphthalene (MW-2: 241 ug/l). •Current extent of dissolved phase groundwater contamination: Refer to Table 2, and Figures 5 through 11. •Impacted receptors: No impacted receptors were identified during the completion of this sampling event. Conclusions: •No water wells used for drinking were identified within 1,500 feet of the former UST area, and no wells used for irrigation were identified within 250 feet of the former UST area. •No free product was observed during the June 27, 2023 groundwater sampling event. •Benzene was reported to be above NCDEQ GCLs at monitoring well locations MW-1 and MW-4 (June 2023). •Nine (9) additional dissolved phase contaminants were reported above current NCAC 2L Standards (June 2023). •No impacted receptors were identified during the completion of this sampling event. Four underground storage tank (UST) systems were removed from the site in September 1996. Soil samples collected during the UST-system closure indicated that a petroleum release had occurred at the site. 1.0 SITE HISTORY, SOURCE ASSESSMENT, AND OFF-SITE SOURCES 1.1 Site Location, Ownership, and Underground Storage Tank System Description The site was previously owned and operated by Tank & Tummy LLC the successor of Pugh Oil Company, Inc. of Asheboro, North Carolina. Pugh Oil Company originally bought the property (an existing gasoline station) in 1983. Records indicated at that time that the property had been a gasoline station for over 60+ years. The one diesel and three gasoline UST systems that were removed during September of 1996 were originally installed back in May of 1977. The current five UST systems were installed on the property later in 1996 to replace the removed systems (Figure 3). The property is now owned by the VK Patel Corporation of Asheboro, North Carolina and the appears to operate as US Gas & Food. 1.2 Historical Release Reporting Soil impact was detected during the UST-system closure. Details of the UST closure were presented to the Department of Environment and Natural Resources (DENR) in the October 1996 UST closure report. Former Tank & Tummy #6, Groundwater Monitoring Report August 2, 2023i 1.3 Historical Initial Abatement Historical initial abatement and source control activities included removing the UST systems and more than 1,400 tons of impacted soil. At that time, petroleum odors were reportedly observed in the office building located to the west adjacent to the site shortly after the USTs were removed. Vapor odors abated after a surface-water drainage problem between the two sites was corrected. 2.0 RISK CHARACTERIZATION AND UPDATED RECEPTOR INFORMATION The site and surrounding properties are in the Central Business District of Asheboro. Land use in the area is zoned as Business (B-2 and B-3). 2.1 Water Supply Wells The site and surrounding properties within 1,500 feet appear to be connected to the Asheboro’s municipal water supply. As part of the updated receptor survey conducted for the completion of this report, thirty six (36) properties within 500 feet of the site were mailed NCDEQ water supply well forms with a letter requesting that information be submitted back to Griffith Enterprises, Inc. A total of thirteen (13) respondents reported that there were no water supply wells were present on their properties. Twenty-three (23) parcel owners did not respond to our information request. In addition to mailing out the NCDEQ water supply well questionnaire forms, Griffith Enterprises personnel walked the 1,500 foot site radius around the subject site looking for potential water supply wells, and performed a telephone interview with the Randolph County Department of Environmental Health’s Wastewater and Water Supply well Program. From our company’s due diligence, no water wells used for drinking purposes were identified within 1,500 feet of the former UST area, and no wells used for irrigation were identified within 250 feet of the former UST area. Former Tank & Tummy #6, Groundwater Monitoring Report August 2, 2023ii 2.2 Public Water Supplies The site and surrounding area are within the Asheboro municipal limits. Municipal water is provided by the City of Asheboro, which obtains its water from Back Creek and the Uwharrie River. 2.3 Surface Water The closest surface water to the site is a tributary to Penwood Creek located approximately 1,700 feet east-southeast of the site. The second-closes surface-water location is an unnamed tributary to Cedar Fork Creek located more than 2,000 feet southwest of the site. 2.4 Wellhead Protection Areas No wellhead protection areas are present in the area. 2.5 Subsurface Structures Subsurface utilities are located on site and along South Fayetteville Street, as shown in Figure 2. These include water, sanitary sewer, and natural gas. Electricity and telephone lines are overhead. 2.6 Land Use The site is located in the Central Business District of Asheboro. The site parcel and surrounding properties are zoned B-2 and B-3 (business). Land use immediately around the site is commercial (offices, restaurants, and retail stores). An apartment complex for senior citizens is located approximately 500 feet east of the site, as shown in Figure 3. Zoning information is shown on Figure 2. Former Tank & Tummy #6, Groundwater Monitoring Report August 2, 2023iii 3.0 SUMMARY OF JUNE 2023 GROUNDWATER SAMPLING RESULTS 3.1 Monitoring-Well Locations and Purpose One (1) Type III telescoping and thirteen (13) shallow Type II monitoring wells were advanced in three phases and completed as monitoring wells MW-1 through MW-13, and D-1. Monitoring wells MW-1 and MW-2 were located in the original UST system source areas. The other wells were completed up-gradient, down-gradient, and cross-gradient of these two monitoring wells. Monitoring well construction information is listed in Table 1. 3.2 Nonaqueous-Phase Liquid (NAPL) NAPL was not observed during the June 27, 2023 groundwater sampling event. 3.3 Site Hydrogeology Topography at the site slopes to the west. Concrete retaining walls are present on site at the western and southern property boundaries. Historical and current groundwater measurements and their calculated elevations are also listed in Table 1. Shallow groundwater was measured at depths ranging from almost at ground surface to approximately 11.75 feet below grade during June 2023. Thirteen (MW-1 through MW-13) shallow Type II monitoring wells were originally completed to the top of bedrock (auger refusal), to depths ranging from 11 to 25 feet below grade. Two of the Type II monitoring wells (MW-9 and MW-12) could not be found during this latest sampling event. The Type III telescoping monitoring well (D-1) extended into bedrock to a depth of 33 feet below ground surface. A groundwater elevation contour map developed from the June 27, 2023 water-level data is shown in Figure 4. As show in Figure 4, the shallow groundwater at the site appears to be flowing in a radial pattern, and potentially is being influenced by the presence of the concrete retaining walls Former Tank & Tummy #6, Groundwater Monitoring Report August 2, 2023iv 3.4 Vapor-Phase Petroleum Hydrocarbons Vapors have not been reported in any structures since 1996 after a surface-water problem was reportedly corrected at the site. Vapors had been reported in the adjacent office building to the west in 1996. 3.5 Summary of Groundwater Analytical Results Eleven (11) shallow Type II monitoring wells (MW-1, MW-2, MW-3, MW-4, MW-5, MW-6, MW-7, MW-8, MW-10, MW-11 and MW-13), and one (1) Type III telescoping monitoring well (D-1) were gauged and sample utilizing current NCDEQ guidelines on June 27, 2023. The groundwater samples were placed on ice utilizing laboratory supplied approved containers and then shipped overnight to Pace Analytical Laboratory, located in Mt. Juliet, TN. The collected samples were analyzed for Total Lead by EPA Method 6010, and for Volatile Organic Compounds (VOCs) utilizing EPA Method V6200 + 5 Oxygenates. The results of the groundwater sampling and laboratory analyses are as follows: •Maximum groundwater concentrations detected above NCDEQ Gross Contaminant Levels (GCLs): Benzene (MW-1: 8,700 ug/l) and (MW-4: 65,400 ug/l). •Additional groundwater concentrations detected above NCDEQ NCAC 2L Standards: Lead (MW-10: 23.1 ug/l); 1,2-dichloroethane (MW-8: 1.4 ug/l); IPE (MW-2: 401 ug/l); isopropylbenzene (MW-4: 111 ug/l); MTBE (MW-2: 263 ug/1); n-propylbenzene (MW-2: 223 ug/l); t-Amyl Alcohol (MW-2: 6,150 ug/l); tert-Butyl Alcohol (MW-2: 7,360 ug/l); naphthalene (MW-2: 241 ug/l). •Current extent of dissolved phase groundwater contamination: Refer to Table 2, and Figures 5 through 11. •Impacted receptors: No impacted receptors were identified during the completion of this sampling event. 4.0 CONCLUSIONS The following is a summary of the findings that are contained in this report: •No water wells used for drinking were identified within 1,500 feet of the former UST area, and no wells used for irrigation were identified within 250 feet of the former UST area. Former Tank & Tummy #6, Groundwater Monitoring Report August 2, 2023v •No free product was observed during the June 27, 2023 groundwater sampling event. •Benzene was the only compound reported to be above NCDEQ GCLs and located at monitoring well locations MW-1 and MW-4 (Table 2 and Figure 5). Benzene concentrations are approximately 60% lower than the levels reported in 2003. •Nine (9) additional dissolved phase contaminants were reported above current NCAC 2L Standards (Table 2 and Figures 6 through 11). •No impacted receptors were identified during the completion of this sampling event. 5.0 REPORT QUALIFICATION The activities and evaluations used in this report are consistent with those normally employed in hydro-geologic assessments. This evaluation of site conditions has been based on our understanding of the site and the project information and other data provided to us. This is not intended as a comprehensive explanation, and if you have additional questions please contact your project representative. Results Disclaimer - Information that may be provided by the customer, and contained within this report, include Permit Limits, Project Name, Sample ID, Sample Matrix, Sample Preservation, Field Blanks, Field Spikes, Field Duplicates, On-Site Data, Sampling Collection Dates/Times, and Sampling Location. Results relate to the accuracy of this information provided, and as the samples are received. Abbreviations and Definitions MDL Method Detection Limit. ND Not detected at the Reporting Limit (or MDL where applicable). RDL Reported Detection Limit. Rec.Recovery. RPD Relative Percent Difference. SDG Sample Delivery Group. (S)Surrogate (Surrogate Standard) - Analytes added to every blank, sample, Laboratory Control Sample/Duplicate and Matrix Spike/Duplicate; used to evaluate analytical efficiency by measuring recovery. Surrogates are not expected to be detected in all environmental media. U Not detected at the Reporting Limit (or MDL where applicable). Analyte The name of the particular compound or analysis performed. Some Analyses and Methods will have multiple analytes reported. Dilution If the sample matrix contains an interfering material, the sample preparation volume or weight values differ from the standard, or if concentrations of analytes in the sample are higher than the highest limit of concentration that the laboratory can accurately report, the sample may be diluted for analysis. If a value different than 1 is used in this field, the result reported has already been corrected for this factor. Limits These are the target % recovery ranges or % difference value that the laboratory has historically determined as normal for the method and analyte being reported. Successful QC Sample analysis will target all analytes recovered or duplicated within these ranges. Original Sample The non-spiked sample in the prep batch used to determine the Relative Percent Difference (RPD) from a quality control sample. The Original Sample may not be included within the reported SDG. Qualifier This column provides a letter and/or number designation that corresponds to additional information concerning the result reported. If a Qualifier is present, a definition per Qualifier is provided within the Glossary and Definitions page and potentially a discussion of possible implications of the Qualifier in the Case Narrative if applicable. Result The actual analytical final result (corrected for any sample specific characteristics) reported for your sample. If there was no measurable result returned for a specific analyte, the result in this column may state “ND” (Not Detected) or “BDL” (Below Detectable Levels). The information in the results column should always be accompanied by either an MDL (Method Detection Limit) or RDL (Reporting Detection Limit) that defines the lowest value that the laboratory could detect or report for this analyte. Uncertainty (Radiochemistry)Confidence level of 2 sigma. Case Narrative (Cn) A brief discussion about the included sample results, including a discussion of any non-conformances to protocol observed either at sample receipt by the laboratory from the field or during the analytical process. If present, there will be a section in the Case Narrative to discuss the meaning of any data qualifiers used in the report. Quality Control Summary (Qc) This section of the report includes the results of the laboratory quality control analyses required by procedure or analytical methods to assist in evaluating the validity of the results reported for your samples. These analyses are not being performed on your samples typically, but on laboratory generated material. Sample Chain of Custody (Sc) This is the document created in the field when your samples were initially collected. This is used to verify the time and date of collection, the person collecting the samples, and the analyses that the laboratory is requested to perform. This chain of custody also documents all persons (excluding commercial shippers) that have had control or possession of the samples from the time of collection until delivery to the laboratory for analysis. Sample Results (Sr) This section of your report will provide the results of all testing performed on your samples. These results are provided by sample ID and are separated by the analyses performed on each sample. The header line of each analysis section for each sample will provide the name and method number for the analysis reported. Sample Summary (Ss)This section of the Analytical Report defines the specific analyses performed for each sample ID, including the dates and times of preparation and/or analysis.
