GRI Project No. 5784 ii EXECUTIVE SUMMARY Garrison’s Store is located at 5040 NC 65 in Reidsville, Rockingham County, North Carolina. The site is currently owned by Melinda Martin Hawkins. One 2000-gallon gasoline UST, one 1000-gallon gasoline UST, two 550-gallon gasoline USTs and one 280-gallon kerosene UST were removed from the site in 1988. No USTs remain at the site. In March 1996, a water sample from the site’s water supply well confirmed the presence of petroleum hydrocarbons. In 1997, fourteen Type II monitoring wells and two Type III monitoring wells were installed at the site. A CSA was submitted in 1997 and a CAP approved in August 1998. An AS system and a SVE system were started in August 1999. The system was still in operation in 2004 and deactivated sometime prior to 2008. An updated receptor survey was conducted in November 2021. The adjoining properties are residential or undeveloped land. No potable wells are located within 1,000 feet of the site. Public water is available to the site and surrounding area. On November 24, 2021, six Type II and two Type III monitoring wells were gauged, purged and sampled. Free product was not found during the November 2021 sampling event. Contaminant concentrations that exceeded the MACs were reported in the ground water samples collected from MW-3, MW-5, MW-8, and TW-1. All of the reported contaminant concentrations were less than the GCLs. Based on this information, the risk classification for the site should be reclassified as low. GRI Project No. 5784 1 1.0 SITE HISTORY AND CHARACTERIZATION GRI presents the results of the November 24, 2021, updated receptor survey activities and ground water sampling event at the Garrison’s Store site located at 5040 NC 65 in Reidsville, Rockingham County, North Carolina (Figures 1 and 2A). These activities were conducted in accordance with GRI Proposal No. 21-564, which was submitted to the North Carolina Department of Environmental Quality (NCDEQ) on September 3, 2021 and was approved as Task Authorization No. 15269-24 on October 27, 2021. State correspondence has been included as Appendix A. The site is currently owned by Melinda Martin Hawkins. Four various sized gasoline USTs and one 280- gallon kerosene UST were removed from the site in 1988. No USTs remain at the site. On March 11, 1996, a release was discovered when a water sample collected from the on-site water supply well (WSW-1) confirmed the presence of petroleum hydrocarbons. In 2007, the site connected to public water and WSW-1 is no longer in service. The store is not in use and no petroleum products are being sold. UST owner/operator information and UST system information are included as Tables 1 and 2, respectively. The Registered Tank Report is shown below: In 1997, fourteen Type II monitoring wells (MW-1 through MW-14) and two Type III monitoring wells (TW- 1 and TW-2) were installed at the site. A Site Map showing the locations of the monitoring wells and the structures on-site has been included as Figure 3. GRI Project No. 5784 2 A CSA Report was submitted May 14, 1997; and, a CAP was submitted in March 1998 and approved in August 1998. An AS system consisting of fifteen AS wells and a SVE system consisting of eight SVE wells was started in August of 1999. A report from a previous consultant indicated the system was still in operation in 2004 and deactivated sometime prior to 2008. The actual date of deactivation is unknown. The surrounding area is a mixture of residential, and undeveloped land. The site contains two buildings and is partially capped with concrete and asphalt. The overall topography at the site is relatively flat. In 2013, a Comprehensive Water Supply Survey identified four private wells within 1,500 feet of the site with the closest well approximately 1,150 feet away. Subsequent receptor surveys have indicated the location and status of the water supply wells had not changed. In November 2021, GRI conducted an updated receptor survey at the site. Three of the four properties reported with private potable wells (WSW-4, WSW-5, and WSW-7) do not have municipal water connections. A well survey was provided to WSW-6, but no response has been received at the submission of this report; WSW-6 is located beyond 1,000 feet from the site. Public water is available to the site and surrounding area. Land use in the surrounding area is agricultural and residential. A Site Vicinity Map depicting the locations of water supply wells has been included as Figure 2A. A Land Use Map is included as Figure 2B. Well owner information is summarized in Table 3. Adjacent property owner information is presented in Table 4. Land use information is presented in Table 5. County parcel cards are included as Appendix D. Although GRI cannot verify the accuracy of information obtained from previous reports, for the purposes of this report, it is assumed to be correct. Please refer to previous submittals for further historical information regarding the site. 2.0 PRESENTATION OF CURRENT SITE ASSESSMENT INFORMATION/ COMPARISON TO HISTORICAL ASSESSMENT INFORMATION On November 24, 2021, six Type II monitoring wells (MW-1, MW-3, MW-4, MW-5, MW-8, and MW-9) and two Type III monitoring wells (TW-1, and TW-2) were gauged. Wells MW-2, MW-6, MW-7, MW-10 and MW-11 were not located. Depths to ground water in the Type II monitoring wells ranged from 16.69 feet to 18.73 feet. Depths to ground water in the Type III monitoring wells ranged from 16.69 feet to 18.73 feet. Ground water elevations in the Type II monitoring wells relative to a temporary benchmark with an assumed datum of 100.00 feet ranged from 13.66 to 17.12 feet. Based on this information, ground water flow direction is generally toward the east. The horizontal hydraulic gradient across the site from MW-5 to MW-9 was approximately 0.01 feet per foot. Well construction and gauging information is presented in Table 6. A Water Table Surface Map is included as Figure 4. Ground water samples collected from the monitoring wells were submitted for laboratory analyses using EPA Method 6200B. Concentrations of benzene, toluene, xylenes, MTBE, naphthalene, TAA, TBA, EDB, 1,2-dichloroethane, 1,2- dichloropropane, methylene chloride, n-propylbenzene, 1,1,2-trichloroethane, 1,2,4-trimethylbenzene, and/or 1,3,5-trimethylbenzene that exceeded the MACs were reported in the ground water samples collected from MW-3, MW-5, MW-8, and TW-1. All the reported contaminant concentrations were below the GCLs. A summary of the analytical results for ground water samples collected on November 24, 2021 is presented in Table 7. A Ground Water Quality Map based on the November 24, 2021 data is included as Figure 5. A complete report of laboratory analyses of the ground water samples collected from the monitoring wells during the November 2021 sampling event has been included as Appendix E. GRI Project No. 5784 4 The baseline contaminant mass at the site was determined based on the total BTEX, MTBE and naphthalene concentrations from the November 2018 ground water sampling event, as well as the maximum historical water column height. The November 2018 data were selected because it was the most recent, comprehensive monitoring event. A theoretical contaminant mass area was calculated around MW-3, MW-5, and MW-8 and used in the contaminant mass calculations. The total contaminant mass at the site has increased 1,096% since November 2018. However, this increase is reflective of the decrease in depth to water measured in monitoring wells in 2021. Contaminant mass calculations have been included as Appendix F. A map of the contaminant mass areas has been included as Figure 6. A chart depicting the overall trend in contaminant mass is shown below: The site is located in the Piedmont Physiographic Province of North Carolina. The water table has a seasonal high depth to water of approximately 15 to 20 feet below ground surface (bgs). 3.0 FREE PRODUCT REMOVAL No free product was present at the subject site. 4.0 NATURAL ATTENUATION / NATURAL SOURCE ZONE DEPLETION STATUS No natural attenuation monitoring plan is currently in place at the site. 5.0 CONCLUSIONS  Garrison’s Store is a former retail petroleum facility. No USTs or ASTs are in use at the site. Love Oil Company, Inc. for specific application to the referenced site in Rockingham County, North Carolina. The assessment was conducted based on the scope of work and level of effort desired by NCDEQ and with resources adequate only for that scope of work. Our findings have been developed in accordance with generally accepted standards of environmental practices in the State of North Carolina, available information, and our professional judgment. No other warranty is expressed or implied. The data that are presented in this report are indicative of conditions that existed at the precise locations sampled and at the time the samples were collected. In addition, the data obtained from samples would be interpreted as being meaningful with respect to parameters indicated in the laboratory report.
