Terracon Consultants, Inc. (Terracon) is pleased to submit this letter summarizing
crawlspace sampling activities for the former Albemarle Dump (site). This report has been
prepared in general accordance with Terracon’s work plan for 571RA-16d dated
November 7, 2023, and North Carolina Department of Environmental Quality (NCDEQ)
Approval of Work Plan and Cost Proposal – Task Order 571RA-16d, dated November 9,
2023.
These activities were requested by the NCDEQ Division of Waste Management (DWM),
Superfund Section – Special Remediation Branch (SRB) Pre-Regulatory Landfill (PRLF) Unit
project manager (Unit PM) at 32311 and 32322 Nanny Drive.
Task Order 571RA-16d: Crawlspace Air Assessment – Residential Properties 32311
and 32322 Nanny Drive
Terracon placed radial symmetry diffusive air samplers (Radiello®) in the crawlspace of
each of the residences. The samples were collected to evaluate the potential presence of
chlorinated solvents and Volatile Organic Compounds (VOCs) in the crawlspaces. Three
samplers were placed in each residential crawl space. In addition, one duplicate sampler
and one sampler in an outdoor/background sample location were placed for air sample
collection.

Terracon mobilized to the site on November 28, 2023, to deploy the Radiello® samplers in
accordance with Terracon’s Standard Operating Procedures (SOP), laboratory provided
instructions, and guidance from NCDEQ DWM. Sample location information as follows:

On December 5, 2023, seven days following deployment, Terracon returned to the site to
retrieve the samplers and prepare them for shipment to the laboratory for analysis. The six
residential crawlspace samples, one duplicate, and one background sample were shipped via
FedEx to Eurofins Air Toxics, LLC (Eurofins) in Folsom, California, and analyzed for
chlorinated VOCs (CVOCs) and VOCs via Modified EPA Method TO-17. Field notes recorded
during Radiello deployment and retrieval are included in Appendix A. Sampling locations are
shown on Exhibit 1.
Analytical Results and Risk Evaluation
The laboratory analytical report provided by Eurofins indicated CVOCs and VOCs were
detected at concentrations above laboratory method detection limits. At the direction of the
Unit PM and in accordance with the DWM Trichloroethylene (TCE) Indoor Air Inhalation
Immediate Action Levels (IAL) and Response (TCE Guidance) dated July 2019, Terracon
compared the resulting concentrations of TCE to the Residential IAL of 2.1 µg/m3 to
evaluate the need for immediate mitigation efforts to eliminate and/or reduce exposure
concentrations. Detected concentrations of TCE did not exceed the Residential IAL, and
mitigation efforts were not required. The laboratory reports are included in Appendix B and
results are summarized on Table 1
Although TCE alone did not exceed its Residential IAL, a cumulative risk evaluation was
completed using the July 2023 NCDEQ Risk Calculator. The detected concentrations of
constituents at each sample location were entered into the NCDEQ Risk Calculator. Default
exposure parameter values (e.g., lifetime, body weight, exposure duration) in the NCDEQ
Risk Calculator were used for the evaluations. A cumulative carcinogenic risk of 1E-04 and a
hazard index (HI) of 1.0 (cumulative non-carcinogenic risk) were also used as the target risk
thresholds. Exceedance of one or more of the target risk thresholds indicate an unacceptable
level of risk for that exposure pathway and receptor. The risk calculator evaluations are
included in Appendix C and results are summarized on Table 1.

Eight Radiello 130 (Solvent) samples were received on December 07, 2023. The laboratory analyzed
the charcoal sorbent bed of the passive sampler following modified method EPA TO-17. The VOCs
were chemically extracted using carbon disulfide and an aliquot of the extract was injected into a
GC/MS for identification and quantification of volatile organic compounds (VOCs).
The mass of each target compound adsorbed by the sampler was converted to units of concentration
using the sample deployment time and the sampling rate for each VOC. If sampling rates were
calculated by the lab or the manufacturer, the concentration result has been flagged as an estimated
value. Results are not corrected for desorption efficiency.
The reference method used for this procedure is EPA TO-17, which describes the collection of VOCs
in ambient air using sorbents and analysis by GC/MS. Because TO-17 describes active sample
collection using a pump and thermal desorption as the preparation step, several modifications are
required. Modifications to TO-17 are listed in the table below:

The Chain of Custody (COC) was not relinquished properly. A time was not provided by the field
sampler.
The uptake rates were corrected based on average field temperatures if provided. In the absence of

field temperatures, the uptake rates determined at 25 deg C were used.
If validated uptake rates were not available, rates were estimated using the chemical's diffusion
coefficient in air and the geometric constant of the sampler. Chemicals that are poorly retained by the
sorbent over the sampling duration may exhibit a low bias. All concentrations calculated using
estimated rates are qualified with a "C" flag.
To calculate ug/m3 concentrations in the Lab Blank, a sampling duration of 10122 minutes was
applied. The assumed temperature used for the uptake rate is listed on the data page. If the field
temperatures were provided, the rate was adjusted in the same manner as the field samples.
Ten qualifiers may have been used on the data analysis sheets and indicate as follows:
B - Compound present in laboratory blank greater than reporting limit (background subtraction not
performed).
J - Estimated value.
E - Exceeds instrument calibration range.
S - Saturated peak.
Q - Exceeds quality control limits.
U - Compound analyzed for but not detected above the reporting limit.
UJ- Non-detected compound associated with low bias in the CCV
N - The identification is based on presumptive evidence.
