Dear Mr. Gallagher:
Terracon Consultants, Inc. (Terracon), is pleased to submit this work plan and cost estimate
for the remedial action phase activities for the above referenced site. As requested by the
North Carolina Department of Environmental Quality (NCDEQ), Division of Waste
Management (DWM) Special Remediation Branch Pre-Regulatory Landfill (PRLF) Unit project
manager (Unit PM), the following sections describe the proposed scope of work in
accordance with your requests for proposals (RFP) dated July 13, 2023. Based on the RFP,
Terracon is submitting this work plan and cost estimate for the following Task Orders:
◼ Task Order 571RA-13a: Work Plan and Cost Estimate,
◼ Task Order 571RA-18a: Bid Package Preparation (Area C),
◼ Task Order 571RA-18b: Bid Solicitation and Selection (Area C),
◼ Task Order 571RA-18c: Pre-Construction Preparation (Area C),
◼ Task Order 571WS-19a: Point-of-Entry (POE) System Maintenance,
◼ Task Order 571WS-19b: POE and Potable Well Sampling,
◼ Task Order 571WS-19c: POE and Well Sampling Report, and
◼ Task Order 571WS-19d: POE and Well Data Review and Compilation.
The cost estimates to complete these task orders are summarized on the attached costing
tables.

Task Order 571RA-13a: (Work Plan and Cost Estimate)
This task order includes time for preparing the requested work plan and cost estimate,
preparing and soliciting bids from subcontractors, project management, communication and
coordination with the property owner, and communication with the Unit PM prior to
conducting the field work.
Task Order 571RA-18a: Bid Package Preparation (Area C)
Terracon will finalize drawings and prepare bid specifications setting forth the RAP in
greater detail and prescribing work to be done, including materials; workmanship;
special equipment; site work; landscaping; bidding information; subcontractor’s proposal
requirements; contract and bond forms; general and supplementary general conditions
for the contract; and other information required for receiving construction bids for
implementation of the remedy.
Task Order 571RA-18b: Bid Solicitation and Selection (Area C)
This task will be split into three subtasks. The scope of the subtasks are described
below.
Subtask A) Subcontractor Bid Solicitation
Once completed and approved by NCDEQ, bid documents will be issued by Terracon to at
least three potential subcontractors. Bids will be solicited through the Stanly News & Press, a
newspaper with general circulation in the project region, and by electronic means appearing at
least five full days that includes one day of largest readership.
Subtask B) Pre-Bid Subcontractor Meetings
Terracon will schedule and conduct one pre-bid meeting at the site with prospective bidders to
review the remedial action plan and clarify any questions or comments.
Subtask C) Finalize Bid Package, Bid Opening, and Compile Bid Data
Terracon will develop a matrix of received bids for comparison followed by meeting with the
Unit PM for their review and selection of a subcontractor. Terracon understands that a
performance bond between Terracon and the subcontractor is required for work over
$300,000.
Task Order 571RA-18c: Pre-Construction Preparation (Area C)
Upon final subcontractor selection, Terracon will schedule and conduct one pre-construction
meeting at the site with subcontractor to review the remedial action plan and clarify any
questions or comments in greater detail than discussed during the pre-bid meeting. The pre-
construction meeting will cover logistical execution and financial management of the project in
addition to Terracon safety policies and the critical junctures for the RAP implementation.
Task Order 571WS-19a: POE System Maintenance & Sampling
This task will be split into three subtasks. The scope of the subtasks are described below.

Subtask A) Pre-Maintenance POE Sampling
Terracon will conduct sampling of the five POE systems prior to the conducting of annual POE
maintenance by a subcontractor (Subtask B). Sampling will be completed in accordance with
the potable well sampling procedure as described in the April 2023 Guidelines. Samples will be
collected from the influent, mid-point, and effluent of the following POE systems:

The POE systems will be purged at a rate of approximately 1 to 2 gallons per minute for at
least 15 minutes. When possible, samples will not be collected through hoses and/or filters.
The water will be purged into a bucket, or through a hose, and spread in an area away from
on-site structures. Samples will be collected directly from the spigot into laboratory-supplied
containers. Field staff will document the number of minutes the well was purged, the total
volume purged and any site-specific conditions that might impact the well. POE samples will
be submitted for laboratory analysis of:
◼ Volatile-organic compounds (VOCs) by EPA Method 8260,
QA/QC sampling will consist of a laboratory provided trip blank. In accordance with the
Guidelines, a duplicate will not be collected as the event is neither a “multi-point soil nor
monitoring well sampling event”
Subtask B) POE System Maintenance and Oversight
Terracon will oversee the annual maintenance of the five forementioned POE filter systems
by Culligan of Charlotte (Culligan). Terracon proposes to continue using Culligan in lue of
getting quotes from multiple subcontractors to utilize their site and system knowledge in an
effort to maintain consistency and system optimization. This task includes costs for Culligan
to provide maintenance services for the POE systems. Culligan will provide labor, equipment,
and materials to install and maintain the POE systems in an attempt to provide contaminant
removal efficiency to less than the current maximum contaminant level specified in applicable
regulations. This proposal includes subcontract costs for one maintenance event at each of
the five systems that will include:
◼ Replace and/or reposition GAC vessels.
◼ Ultraviolet light bulb and filter replacements.
◼ Provide additional filters for subsequent homeowner installation.
◼ Transportation and disposal of waste activated carbon.
◼ Mobilization and demobilization labor and mileage.

Previously identified maintenance needs that will also be included in the plan of action for Fall
2023 were provided by AECOM (previous POE consultant) and are summarized below:
◼ Well 1, Well 13, and Well 28 POE structures/housing need replacement or repair.
o Well 1 sediment filter located under the house, difficult to reach.
o Well 13 building damaged and piping inside is weathered.
o Well 28 floor has water damage below the system, stability compromised.
◼ Well 1 and Well 3 have outdated PVC piping that will need to be replaced. Some of
this was replaced with PEX plumbing in 2022
◼ Well 3 has an iron softener and chlorinator that have not been serviced and will be
reviewed to determine if we need to replace or remove.
Totalizer readings and details of the system maintenance conducted for each system will be
documented and provided in a letter report (Task Order 571WS-19c) in conjunction with the
sampling results.
Subtask C) Post-Maintenance POE Sampling
Terracon will conduct sampling of the five POE systems following to the completion of annual
POE maintenance by a subcontractor (Subtask B). Sampling will be completed in accordance
with the potable well sampling procedure as described in the April 2023 Guidelines. Samples will
be collected from the influent, mid-point, and effluent.

Task Order 571WS-19b: Potable Well Sampling
Terracon will also conduct annual sampling of the 33 water supply wells without POE systems
that are within 1000ft of the site. An attempt will be made to gain access to each of the
following 33 wells via a sample request form sent by the Unit PM.

Task Order 571WS-19c: POE and Potable Well Sampling Report
A letter report will be prepared summarizing sampling activities, POE maintenance activities
and analytical results from the POE and Potable Well Task Orders. The letter report will include
text, a maintenance summary table, analytical summary tables, figures, and a photo log
detailing the procedures and results of the activities completed under Task Orders 571WS-19a
& 571WS-19b. The report will be submitted to the Unit PM in draft form via email for review
prior to finalization.
Task Order 571WS-19d: POE and Well Data Review and Compilation
This task order includes time for Terracon to review existing POE and potable well
sampling reports for the site and surrounding properties. Terracon will develop a
summary table of sample results that includes the prior reports available on Laserfiche
and provided by the Unit PM. The summary table will include results collected as part of
Task Order 571WS-19a and 571WS-19b. The table will be submitted to the Unit PM for
review and future remedial investigative/planning purposes.
Scheduling
Throughout completion of the above tasks, at least two Terracon employees will be
present on-site when a subcontractor is not present. Personnel from Terracon’s Charlotte
office will perform the field activities. Mileage costs are based on travel to the site from
our Charlotte, North Carolina office. An overall project schedule is presented below.

If this work plan and cost estimate is acceptable, Terracon understands that the Unit PM
will issue a task order in accordance with our contract N42621-A dated December 16,
2021.
Terracon’s services will be performed in a manner consistent with generally accepted
practices of the professional undertaken in similar studies in the same geographic area
during the same period. Terracon makes no warranties, expressed or implied, regarding
its services, findings, conclusions, or recommendations. Please note that Terracon does
not warrant the work of laboratories, regulatory agencies or other third parties supplying
information used in the preparation of reports. These services will be performed in
accordance with the scope of work agreed with you as set forth in this proposal and our
contract.
