Expanded East Carolina Regional MSW Landfill

The Revised Site Hydrogeologic Report, dated April 11, 2003,
for the Expanded East Carolina MSW Regional Landfill has been
reviewed for hydrogeologic concerns. With the recent revisions
this report now meets the requirements of the hydrogeologic portion
of the Solid Waste Management Rules.
It is my understanding, based on the isopach map submitted in
March, that very little excavation is proposed for future landfill
development at this site. Essentially the future landfill cells
will be above ground, except for minor areas of one to two feet of
excavation in the lower portions of some of the cells. Based on
this understanding, the proposed conceptual design plan would
appear to be generally satisfactory, and the expansion area appears
to be suitable. The location of "Future Sediment Basin No. 4" may
need to be modified in order to allow for ground -water monitoring
in this area.
