The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS:
1. This facility is a Large Type II Solid Waste Compost facility.
2. Tobacco dust and by products of tobacco, grass, and other vegetative waste. The facility received approval from
the Section to accept tobacco crop waste from offsite locations.
3. The compost is land applied once a year to agricultural fields or sold to local farmers.

4. The facility has signage at the entrance with the required information.
5. This facility utilizes computerized probes which record the compost temperature information. The facility would
previously complete the PFRP and VAR within the aerated bins. On May 3, 2024, the facility received approval
from the Section to meet the PFRP (3 days at 131 degrees) in the aerated bins, but the VAR (additional 11 days
at average 113 degrees, but minimum 104 degrees) would be completed in windrows in the curing area.
6. Stored compost is stored under tarps, which are weighed down by tires.
7. The facility has 12 forced air static composting bins. Any leachate is contained and managed on -site.
8. No objectionable odors were noted during this inspection.
9. The facility was unloading tobacco crop waste from the Roxboro facility during this inspection.
10. Photographs were taken during the inspection.
