May 8, 2024 Mr. Ervin Lane 1646 Mail Service Center Raleigh, North Carolina 27699 RE: Recommended Soil Sampling - Results Vance County Transfer Station Henderson, North Carolina Dear Mr. Lane: On Thursday, March 7th, 2024 during a North Carolina Department of Environmental Quality (NCDEQ) inspection at the Vance County Transfer Station, standing water was observed near the southern end of transfer trailer loading bay. Upon the discovery of a repair project to the area, NCDEQ representatives recommended the facility collect a confirmation soil sample to ensure any possibly contaminated soils were removed. A plan to sample the potentially impacted soils was submitted and approved1 by the NCDEQ. This letter report summarizes the results from the soil sampling. Sampling On April 6th, 2024, S+G personnel collected two (2) discrete grab samples in locations shown on to evaluate soil quality in the southern area of the transfer station. Each soil sample was collected from a depth between one (1) and two (2) feet below grade. Soil sample SS-1 and SS-2 were analyzed for the Appendix I list of constituents (40 CFR 258 Appendix I), 1,4 dioxane, total phosphorous, sulfates, nitrates, and pH by Waypoint Analytical Laboratories Inc. (Waypoint), a North Carolina certified laboratory. Due to the naturally occurring inorganic metals in the soils of North Carolina, background samples (BG-1, BG-2 and BG-3) collected during a previous investigation, were used to compare analytical results2. Background soil samples were collected from roughly 18 inches below grade, these locations are also shown on . Analytical Results, Prism Work Order: 8040411, May 4, 2018 DocuSign Envelope ID: 5CD0B724-5692-4E64-838C-24FC063D6C77 Mr. Lane May 8, 2024 Page 2 of 3 Results Soil sample analytical data was compared to background analytical data as well as the NCDEQ February 2024 Preliminary Soil Remediation Goals (PSRGs). Both Industrial and Protection of Groundwater PSRGs were used for this evaluation. Of the constituents analyzed, only cobalt exceeded Groundwater Protection PSRGs. Results from background samples indicated cobalt is naturally occurring in the area at concentrations similar to those detected in SS-1 and SS- 2. An additional Synthetic Precipitation Leaching Procedure (SPLP) analysis was performed on both soil samples (SS-1 and SS-2), and the results were compared with the NCAC 02L Standards for Groundwater Protection for Total Cobalt (1 μg/L). SPLP results indicated cobalt concentrations were just above the NCAC 02L standard limit in SS-1 and SS-2 however, these results are “J-flagged” as being between the method detection limit and practical quantitation limit and are estimated values. Evaluation of Natural Occurrence of Cobalt To further evaluate the natural occurrence of cobalt at the measured concentrations, S+G reviewed USGS National Uranium Resource Evaluation (NURE)3 stream bed sample analysis in this area of Vance County. The Nure samples were analyzed for a variety of inorganic constituents to evaluate natural occurrence of these in stream sediments with the understanding that this data may indicate uranium deposits in the area. Data from four (4) historical NURE sediment samples taken near the site were used: 5300348, 5300350, 5300384, and 5300386. Of those samples, 5300386 reported cobalt concentrations above PSRGs for groundwater protection, which support the natural occurrence of cobalt in soils in Vance County. NURE sediment sample locations are shown in and relevant concentration data in . Conclusions While the analytical results exhibit an exceedance of the Groundwater Protection PSRGs (solid sample) for cobalt in SS-1 and SS-2, the three (3) background samples, collected at various locations across the facility, all exceed the Groundwater Protection PSRGs for cobalt. An additional NURE sediment sample was also reported with higher concentrations (17mg/kg) than the PSRGs for groundwater protection for cobalt. The lack of organic constituents, the background soil sample results, and the NURE sediment sample (5300386) result indicate that cobalt concentrations are spatially variable and can occur naturally at concentrations above PSRGs.
