Environment, Health and Natural Resources, requested that we go to Harrisburg Park landfill to determine the sanitary landfill closure progress and hF. status of the combustion ash monofill. The sanitary landfill capping was proceeding during the inspection. The combustion ash monofill was full or near its final fill elevations as best as we could determine by eyeing the fill. elevations. Since —then -I have consulted with the landfill. operator and assistant operator and :Learned that the final fill. elevations have not been run; however., they feel. the monofill. site is full for all. practical matters. 1 have been instructed to notify I4iec}'._Lenburg County Engineering to: (1.) immediately initiate actions to implement the combustion ash monofill closure plan; (2) immediately locate a sanitary landfill for disposal of the incinerator ash; (3) notify the Western Region Supervisor's office of the change in the incinerator ash disposal sites. 700 N. Tryon Street Charlotte, N.C. 28202 RE: Notification of Semi-annual Sampling Dates For Landfills Dear Mr. Saul, William L. Mc� Direct. This past January a letter was mailed to all landfill owner/ operators informing them that the Solid Waste Section will be requiring semi-annual ground and surface water monitoring beginning January 1, 1993. All landfill owner/operators were requested to notify the Section prior to July 1, 1992, of the months they will be performing each of their semi-annual sampling episodes for the 1993 calendar year. Please note details in the letter of January 10, 1992 that is enclosed with this letter. As of this date the Solid Waste Section has no record of the proposed sampling dates for next year for your facility. Please notify the Solid Waste Section in writing immediately of the two months you have chosen for sampling this coming year. A response should be received in our office by October 15, 1992. If you have any questions regarding this request or the water quality monitoring,program required at sanitary landfills in North Carolina, please contact the Solid Waste Section at (919) 733-0692. Box 31787 Charlotte, NC 28231 RE: Construction Plan Modifications, Phase Landfill, Mecklenburg County, Amendment Dear Mr. Fox: William L. Meyer Director II, Harrisburg Road to Permit #60-01 The enclosed construction plan modifications for the Phase II area of the referenced landfill are approved in accordance with G.S. 130A-2941 subject to the following conditions of permit: (1) This area is approved for disposal of construction/demolition, land -clearing, and inert debris only (2) Construction shall be in accordance with the plan modifications approved this date, including specific site preparation procedures and measures (3) Operation and closure including, final contours, erosion/sediment control measures and ground -water monitoring shall be in accordance with construction plan previously approved on August 6, 1987 (4) Surface water monitoring shall be conducted as described in the enclosed plan modifications. Please note that this amendment does not effect the construction and operation of the Phase I area, as approved on April 3, 1991. Meyer Director Re: Disposal of Certain Waste Types, Mecklenburg County Landfill, Permit #60-01 Dear Mr. Kelner: This letter is in response to your request to dispose of construction/demolition debris within the proposed area of the referenced landfill. The Solid Waste Section approves this request with the following conditions: Acceptable waste types include inert debris, land -clearing debris and certain construction/demolition debris including dry wall, shingles, untreated wood. Bulk metal, paper and plastic should be recycled or disposed of in the sanitary landfill. - Submittal of an amended construction plan including at a minimum, specific design for underdrain systems and specifications for emplacement of 4' Compacted soil backfill. Final contours shall not exceed previously approved final elevations. - Surface water monitoring plan for semi-annual monitoring of discharge from underdrain system.
