Cobey, Jr., Secretary Director November 17. 1989 Mr. Ken Hoffman, Director of Engineering Mecklenburg County Engineering Dept. 700 North Tryon Street Charlotte, NC 28202 RE: Approval for Operation, Combustion Ash Monofill, Amendment to Permit No. 60-01 Dear Mr. Hoffman: At a pre -disposal meeting conducted on November 8, 1989, the Solid Waste Section inspected the referenced facility and received the Construction Report prepared by Law Environmental. The construction modifications noted in the report and.as-built drawings are acceptable, as they do not effect the performance requirements established by the permit. This facility is hereby qualified to receive waste. In accordance with the Conditions of Permit #i4, records of leachate management shall be maintained. Transportation of leachate shall be performed in accordance with the permit. A log shall be maintained documenting each pumping event, including the following: (1) date and times (2) hauler identification, (3) volumes pumped, and (4) receiving facility. Also, leachate shall be sampled annually and analyzed for monitoring parameters, as per the N.0 Water Quality Monitoring Guidance Document for Solid Waste Facilities. As discussed, the discharge for the under drainage system shall be improved so that it may be sampled (when flowing) as a part of the monitoring program. As -built drawings, complete construction documentation, and a copy of this letter shall be maintained at the facility.
