HomeMy WebLinkAbout7904_RockinghamMSWLF_ March2024LFGMR_FID1838309_20240516 April 19, 2024 Mr. Ervin Lane Compliance Hydrogeologist NCDEQ/Solid Waste Section 1646 Mail Service Center Raleigh, NC 27699-1646 RE: March 2024 First Quarter Landfill Gas (Methane) Migration Monitoring Report and Exceedance Notification Rockingham County Solid Waste Management Facility, Permit Nos. 79-01 & 79-04 Project No. 2233671, Phase No. 03 Dear Ervin: On behalf of Rockingham County and Wall Recycling, LaBella Associates (LaBella) is submitting the attached methane monitoring results for the Rockingham County Solid Waste Management facility, Permits 79-01 (Landfill 79-01) and 79-04 (Landfill 79-04). The 2024 First Quarter Landfill Gas Monitoring event was performed on March 28, 2024. The monitoring program for the Rockingham County Solid Waste Management Facility includes a total of 20 permanent gas monitoring probes and seven structures. The approximate locations of the probes and the structures are depicted in Drawing No.1, LFG Monitoring Network. The results of the 2024 First Quarter Monitoring Event are summarized in the attached Landfill Gas Monitoring Data Forms. According to the monitoring readings, methane concentrations were detected above the instrument detection level, or 0.0 Percent Volume, in boundary probes 7901-M-5 (38.7%), 7901-M-6 (1.4%), 7901-M-8A (0.6%), and 7901-M-12 (49.8%). Methane was detected at concentrations above the regulatory limit of 100% of the Lower Explosive Limit (LEL), or 5 percent volume in boundary probes 7901-M-5 and 7901-M-12. The methane detections and the exceedances of the LEL are summarized in the attached Tables 1 and 2, respectively. The exceedances of the regulatory limit in boundary probes 7901-M-5 and 7901-M-12 are consistent with historical data (see attached Table 3). Based on the continued regulatory exceedances in these probes, LaBella, on behalf of Rockingham County, submitted a Landfill Gas Remediation Activity Update and Remediation Plan dated March 11, 2024, to address the methane exceedances in boundary probes 7901-M-5 and 7901-M-12. The Plan was approved by the NCDEQ SWS on March 20, 2024. It is anticipated that the vents will be installed and connected to the existing extraction system for the utility flare (CD-3) during the 2nd quarter of 2024. 2 Please feel free to contact me at (336) 790-2261 with any questions regarding this submittal.
