The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. All photographs were taken by Lee Hill on May 9, 2024
2. The facility is open to the public Monday through Saturday, 6:30 am to 5:00 pm.
3. The site was secured by gates and fencing to prevent unauthorized access.
4. Signage was posted at the entrance to the facility showing the name of the site, hours of operation, emergency
contact information, permit number and that hazardous and liquid waste cannot be accepted at the site.
Records Review
5. The permit and operations plan were available for review upon request.
6. Tonnage records were reviewed from the 2022-2023 Facility Annual Report and onsite records. The facility
received 7,284 tons of waste from July 1, 2022 to June 30, 2023 and had received 5942.22 tons from July 1,
2023 to April 30, 2024.

8. Waste screening forms from October 24, 2023 to May 6, 2024 were available for review. The forms showed the
final disposition of any unacceptable waste that was encountered. Waste screenings were being conducted to
comply with the requirements of 15A NCAC 13B .0405(8)(A).
Operations Inspection of the Transfer Station (3803-TRANSFER)
9. Roads were of all-weather construction and were being maintained at the time of inspection.
10. Windblown waste was minimal and well managed at the time of inspection.
11. The tipping floor, loading bays and the other areas of the building are being cleaned in accordance with 15A
NCAC 13B .0405(a)(11).
12. The trench drain at the entrance to tipping floor was clear and appeared to be working correctly.
13. One tire was observed in a recently tipped load, facility staff also saw it and stated that they would remove it
from the tipping floor.
14. Spalling is occurring on the top of the tipping floor and aggregate is visible. Continue to monitor the floor
and if any rebar becomes exposed, a repair plan will be necessary.
15. Fire extinguishers and a yard hydrant are located at the entrance to the tipping floor for use in case of a fire.
16. The facility has installed metal sheeting on the framing in the loading bay area to prevent waste from getting
caught on the building girders, except for the lowest beam. Waste was observed on the lowest beam during
the inspection, ensure that all waste is removed from inside the beam at the end of each working day as
required by 15A NCAC 13B .0405(a)(11).
17. Trailer 02 was observed sitting empty behind the transfer building. Multiple cracks and holes were observed on
the passenger side of the trailer's upper body. Repair the damage to the trailer so that the trailer meets the
requirements of 15A NCAC 13B .0105 before returning it to service.
Other Comments
18. The facility collects white goods and scrap metal on a concrete pad located to the south of the scale house. White
goods containing refrigerants were segregated on the south side of the concrete pad. A small amount of broken
plastic pieces were observed on the north side of the concrete pad. Ensure this material is cleaned up and
disposed of properly.
19. Used oil is collected undercover to the south of the scale house. The facility utilizes oil dry to address any spills

that occur. However, there is a large amount of oil dry on the ground, which appears to be saturated with oil and
water. Clean up and dispose of the saturated material to prevent contamination to the environment.
20. Tires are collected to the east of the transfer building. No tires were being stored outside of the trailers at the
time of inspection.
21. Comingled recyclables are collected in front load dumpsters located to the southeast of the transfer building. A
small amount of windblown cardboard was observed on the ground in this area during the inspection. Ensure
this material is being managed in accordance with 15A NCAC 13B .0405(a)(10).
