Dear Mr. Preslar:
The Solid Waste Section (Section) has reviewed the Soil Assessment Plan – Leachate Release May
2024 (FID 1837968) submitted on behalf of The City of Albemarle by Bunnell Lammons
Engineering, Inc. (BLE). The sampling plan was submitted in response to an approximate 30-
gallon leachate release occurring during a 4’ by 7’ trench excavation near station 0+00 on May 1,
2024.
The leachate flowed into the trench and was subsequently removed using a vacuum truck.
Impacted soil was also removed and disposed of at the landfill. BLE collected a background soil
sample (SS-4) from the spoils pile generated by the trench excavation. SS-4 analytical results
will be supplemented with historical background analytical metals results from samples
previously collected at the facility. A compliance soil sample (SS-6) was collected from the
bottom of the trench after impacted soil was removed. The soil samples were analyzed for:
Appendix I constituents, 1,4-dioxane, total phosphorus, sulfate, nitrate, and pH. Analytical
results will be compared to the Preliminary Soil Remediation Goals and the 2L Standards via an
SPLP analysis if necessary. A report prepared in accordance with Section guidelines for leachate
release assessment will be submitted after soil sample analytical results are received.
The Section approves the assessment plan, and it may be completed as proposed. Please
