Dear Mr. Lane,
The subject 436.1-acre landfill site is located within the city limits of Albemarle in Stanly County,
North Carolina, approximately four miles southeast of the center of the City of Albemarle (Figure 1).
The landfill’s physical address is 40592B Stony Gap Rd, Albemarle, North Carolina. The City of
Albemarle owns and operates an active Subtitle D Municipal Solid Waste Landfill (MSWLF) which
includes Phase 1 and Phase 2 and an active Construction and Demolition Landfill (CDLF). The active
CDLF was constructed over the top of the Unit 1 portion of a closed MSWLF. The closed MSWLF
consists of Unit 1 (closed in October 1991) and Unit 2 (closed prior to June 1999).
Leachate from the landfill is sent to the City of Albemarle’s wastewater treatment facility located
northwest of the landfill via a subsurface force main. An approximately 600-foot long section of the
force main located beneath U.S. Highway 52 Business required abandonment and replacement
(Figure 1). Bunnell Lammons Engineering, Inc. (BLE) was retained by the City of Albemarle to
provide construction quality assurance (CQA) during the leachate force main abandonment and
installation activities.
On May 1, 2024, while excavating an approximately 4-foot by 7-foot trench near station 0+00,
adjacent to a manhole, the leachate force main was turned on at the landfill (Appendix A). It was
observed that approximately 30 gallons of leachate flowed from the top of the manhole and into the
open trench. The leachate was immediately removed from the trench via vac truck. Impacted soil
was removed and transported to the landfill for disposal. Ms. Teresa Bradford of North Carolina
Division of Waste Management (DWM) – Solid Waste Section (SWS) was notified of the release by
the facility on May 1, 2024.
The City of Albemarle retained BLE to discuss the compliance issue with the SWS through May 7,
2024. It was agreed with the SWS that BLE would prepare this sampling plan (Plan) in general
accordance with the SWS Leachate Release Sampling & Analysis Guidelines (LRG) updated January
5, 2023 and submit to the SWS for approval.

BLE prepared a Sample Location Plan (Appendix A) as required in the LRG. Soil samples were
collected following the removal of the leachate and impacted soil. The soil sampling locations are
shown on Appendix A. Sample locations and sampling methodology are described as follows:
Background Soil Sample – One background soil sample was collected from the spoils pile
from excavation of the trench to serve as the background for analytical result comparison.
The soil was removed from the trench prior to the leachate release. This sample location is
designated SS-4 (Appendix A). The background soil sample may be supplemented with
additional historical background soil samples for metals collected at the facility.
Compliance Soil Sample – One soil sample was collected from the bottom of the trench after
visually impacted soils were excavated and removed. The compliance soil sample was a
discrete sample, collected via hand shovel, at a depth of approximately one foot below the
trench bottom. This sample location is designated SS-6 (Appendix A).
The soil samples were delivered to a North Carolina certified analytical laboratory for analysis as
specified in the guidance, as follows:
Appendix I Constituents (Volatile Organic Compounds and Total Metals);
1,4-Dioxane;
Total Phosphorus;
Sulfate;
Nitrate; and,
pH
Soil analytical results will be compared to the most current NCDEQ Preliminary Soil Remediation
Goals (PSRGs) Industrial/Commercial* Health Based PSRGs and the Protection of Groundwater
PSRGs. *We understand that the LRG inaccurately lists the standard as Residential. If any tested
parameter is found to exceed only the Protection of Groundwater PSRG, then that soil sample will
be analyzed for the specific parameter by the Synthetic Precipitation Leaching Procedure (SPLP) test
method (SW-846 Method 1312). The SPLP result will be compared to the respective NC2L
groundwater standard.
A report summarizing the sampling location, methodology, and analytical results compared to the
standards as stated above and other report elements required in the LRG will be prepared and
submitted to the SWS. Conclusions and recommendations will be based on the analytical results
obtained.

Closing
The City of Albemarle has implemented this Soil Assessment Plan in accordance with our
discussions with the SWS. We note that additional sampling beyond that described in this Plan
cannot be performed due to limited access and safety concerns along the roadway construction
project.
