EXECUTIVE SUMMARY
Jimmy’s Gas Mart is located at 3300 Highway 70 Business in Clayton, Johnston County, North Carolina.
The property operates as a petroleum retail facility, convenience store and restaurant. Two 8,000-gallon
and one 5,000-gallon gasoline USTs were removed from the site in May 2019 and a release was observed.
One 12,000-gallon and two 4,000-gallon gasoline USTs and one 4,000-gallon diesel fuel UST are in use at
the site. The active USTs were installed April 30, 2019. The fueling islands and canopy front Highway 70
Business. The site is covered by concrete and asphalt in its central areas which are surrounded by grassy
islands and landscaped areas. Surrounding properties are used for residential, industrial and business
purposes.
On August 3, 2023, surface water samples were collected for analyses from the inlet, outlet and two basins
associated with the stormwater drain system that transects the property. Any reported contaminant
concentrations were less than the established ground water or surface water standards.
On August 3, 2023, free product thicknesses of 1.03 and 0.40 feet were measured in MW-4 and MW-8,
respectively. An 8-hour AFVR event was conducted by Eastern Environmental under the supervision of
GRI. Monitoring wells MW-4 and MW-8 were used as the extraction wells for the duration of the event.
The results of the AFVR event indicate that a total of 600 gallons of liquids were removed during the event.
Based on 8 hours of operation, the average liquid recovery rate was 75 gallons per hour. Based on mass
removal calculations, a total of 44.17 pounds or 7.07 gallons of vapor phase hydrocarbons were removed
during the event at a rate of 0.88 gallons per hour. Free product was not observed in the wells after the AFVR
event.
Based on this information, the risk classification for the site should remain high risk. It is recommended
that an additional ground water sampling and free-product gauging event be conducted at the site.
Results from the event will help determine if additional free product recovery is warranted in the future.
The next sampling event is tentatively scheduled for January 2024.

1.0 SITE HISTORY AND CHARACTERIZATION
GRI presents the results of the August 2023 Free Product Recovery event at the Jimmy’s Gas Mart site
located at 3300 Highway 70 Business in Clayton, Johnston County, North Carolina (Figure 1). These
activities were conducted in accordance with GRI Proposal No. 23-267, which was submitted to NCDEQ
on June 5, 2023, and was approved as Task Authorization No. 42215-5 on June 6, 2023. State
correspondence has been included as Appendix A.
The site property is owned by Mr. Jamal A. Quadra and is operated as the Jimmys Gas Mart convenience
store. The site building houses the convenience store and has additional lease space that is occupied by
tenants. One 12,000-gallon and two 4,000-gallon gasoline USTs, and one 4,000-gallon diesel fuel UST are
operated at the site. The fueling dispensers associated with the USTs are located on the western portion
of the site fronting US Highway 70 Business. The USTs are owned and operated by DAAQ, Inc. UST
owner/operator information and UST system information are included as Tables 1 and 2, respectively.

In May 2019, the UST systems listed as Tank Id 1, 2, and 3 in the registered tank report were excavated
and removed from the site. The UST systems consisted of two 8,000-gallon and one 5,000-gallon gasoline
USTs. During the removal of the USTs, 1,680 gallons of ground water and petroleum mix were removed
from the former tank basin; and 1,124.29 tons of petroleum impacted soil were excavated and
transported off-site for disposal.
In August 2019, An LSA report detailed additional soil and ground water sampling in response to the
release. Ground water samples reported concentrations of dissolved petroleum constituents exceeding
GCL concentrations for benzene. Analyses of soil reported concentrations of individual petroleum
compounds at concentrations exceeding the MSCCs and Residential risk-based soil clean-up levels. A
receptor survey identified one water supply well used for irrigation within 250 feet of the release. Fifteen
water supply wells were identified within a 1,500-foot radius of the site. One potable well was identified
within 1,000 feet. In addition, a storm sewer line that transects the site was identified. It collects water
from ditches north of the site and from drains on-site and discharges into an unnamed tributary creek of
Reedy Branch across Highway 70 Business.
In January 2022, a CSA report summarized sampling results from eleven ground water monitoring wells,
the irrigation well located on the site, results of a soil boring survey, sampling of the surface water
drainage system, and historical free product recovery information. Additional assessment and sampling
were conducted by GRI and presented in a “Ground Water and Soil Boring Assessment Report” in April
2023.
The site is covered by concrete and asphalt in its central areas which are surrounded by grassy islands and
landscaped areas. Surrounding properties are used for residential, industrial, and business purposes. The
overall topography near the site is gently sloped toward the south. Public water is provided to the subject
site and is available to all surrounding properties by the Johnston County Public Utility West (JCPUW)
water system (PWS ID; NC0351070). The site is not located within a designated wellhead protection area.
Please note that some of the information contained in this report was obtained under the supervision of
Henry Nemargut Engineering Services, the previous consultant on the project until GRI was retained in
February 2023. Although GRI cannot verify the accuracy of their information, for the purpose of this
report it is assumed to be correct, and any inferences or interpretations made by GRI based on data that
may be incorrect are not the responsibility of GRI. Please refer to earlier submittals for additional
information regarding assessment activities.
A site location map is included as Figure 1. A Site Map showing the locations of the monitoring wells,
pertinent features and structures has been included as Figure 2.

2.0 SURFACE WATER SAMPLING
On August 3, 2023, surface water samples were collected for analyses from the inlet, outlet and two basins
associated with the stormwater drain system located on the subject property. The collected samples were
submitted for laboratory analyses of VOCs and oxygenates using EPA Method 6200B. Any reported
contaminant concentrations were less than the established ground water or surface water standards. A
summary of the sample results can be found in Table 3 and the complete laboratory report is included as
Appendix B.
3.0 FREE PRODUCT REMOVAL
On August 3, 2023, MW-4 and MW-8 were gauged prior to the start of the AFVR event. Free product
thicknesses of 1.03 and 0.40 feet were measured in MW-4 and MW-8, respectively. Well construction
and gauging information is summarized in Table 4.
The AFVR event was conducted by Eastern Environmental under the supervision of GRI. Monitoring wells
MW-4 and MW-8 were used as the extraction wells for the duration of the event. The AFVR equipment
included a liquid ring pump, a 3,300-gallon capacity vacuum tanker, flexible vacuum hoses, 1-inch
diameter PVC stinger pipes and associated couplings and pipe fittings to manifold to the wells. The AFVR
system was rated at 1,400 cfm at 21 in./Hg. The stinger pipe depth was initially set to 12.0 feet bgs in
MW-4 and 12.2 feet bgs in MW-8 for the first four hours of the event. The stingers were then adjusted to
14 feet bgs in both extraction wells for the remainder of the event.
Both wells were vacuumed continuously for the duration of the 8-hour event. During the event,
measurements of relative humidity, temperature, vacuum, exhaust velocity and off-gas concentrations
were recorded at the discharge stack every fifteen minutes for the first two hours, followed by every thirty
minutes for the remainder if the event. System vacuum remained at 21 in. Hg during the event. The
effluent velocity ranged from 206 to 463 feet per minute. The system temperature ranged from 80.8 to
118.0°F and relative humidity ranged from 94.6 to 100.0 percent. The VOC off-gas concentrations ranged
from 274.6 ppm to 2,061.0 ppm during the event. No free product was measured in either well at the
conclusion of the event. Copies of the AFVR calculations and disposal manifests have been included as
Appendix C. A summary of the gauging data for the August 2023 AFVR event has been listed below:

5.0 LIMITATIONS
This report has been prepared for the exclusive use of DAAQ, Inc. for specific application to the referenced
site in Johnston County, North Carolina. The assessment was conducted based on the scope of work and
level of effort desired by NCDEQ and with resources adequate only for that scope of work. Our findings
have been developed in accordance with generally accepted standards of environmental practices in the

Dear Mr. Qadura:
The subject incident has been determined by the Department to require free product removal. Therefore, you are directed to proceed with free product assessment and/or removal activities as required by 15A
NCAC 2L .0404. Specifically, you are required to:
1) Complete an inspection of the onsite culverted catch basin system and document any impacts
from the contaminated groundwater and free product.
2) Conduct a free product recovery event.
3) Submit a Free Product Recovery Report to this office in accordance with the rule and the most
recent version of the UST Section Assessment Guidelines, within 90 days of receipt of this letter.
The Department requires that all work following the submittal of the Limited Site Assessment Report (Title
15A NCAC 2L .0405) be preapproved if State Trust Fund reimbursement is anticipated. To comply with
this requirement, a completed Preapproval/Claim Authorization Form, encompassing the required remedial
activities, must be received in this office within 14 days of the date of this letter. Upon completion of the
preapproved activities, you should submit your claim promptly. Reimbursement funds are budgeted based
on completed preapprovals, but lengthy delays in reimbursement can occur if claims are not submitted
immediately following work completion.

Because a release or discharge has been confirmed, a Licensed Geologist or a Professional Engineer,
certified by the State of North Carolina, is required to prepare and certify all reports submitted to the
Department in accordance with Title 15A NCAC 2L .0103(e) and 2L .0111(e).
Please note that before you sell, transfer, or request a “No Further Action” determination for a property that
has not been remediated to below “unrestricted use” standards, you must file a Notice of Residual Petroleum
("Notice") with the Register of Deeds in the county where the property is located (NCGS 143B-279.9 and
143B-279.11).
