Laboratory Analytical Report ES-1 Speedway 8232 Angier, NC Groundwater Monitoring Report September 2023 Executive Summary As required by the North Carolina Department of Environmental Quality (NCDEQ), AECOM Technical Services of North Carolina, Inc. (AECOM), on behalf of Speedway, LLC (Speedway), has prepared this Groundwater Monitoring Report for Speedway Store No. 8232 (Site), located at 24 South Raleigh Street, Angier, Harnett County, North Carolina. Williams Family Heirs, LLC currently owns the Site, and Speedway operates the Site as a petroleum retail facility and convenience store. In April 2022, an Additional Assessment Report was submitted to the NCDEQ by Speedway’s former consultant, ATC Associates of North Carolina, P.C. [(ATC), 2022]. The Additional Assessment Report recommended comprehensive groundwater monitoring events be conducted to determine the stability of the impacted groundwater plume and perform a survey of monitoring well MW-04. The NCDEQ requested the collection and submittal of groundwater samples from all wells exceeding the Title 15 NCAC 2L.0202 Groundwater Standard (2L Standard) and survey of all wells to determine the groundwater flow direction. On June 27, 2023, six monitoring wells were gauged, purged, and sampled by AECOM field staff. The groundwater samples were analyzed for Volatile Organic Compounds (VOCs) via Environmental Protection Agency (EPA) Method 6200B. Laboratory results indicate the presence of petroleum compounds in several monitoring wells at concentrations that exceed the 2L Standard but not the Gross Contamination Level (GCL). Light non-aqueous phase liquid (LNAPL) has not been detected in any of the wells gauged. AECOM, on behalf of Speedway, recommends conducting one more semi-annual groundwater monitoring event to confirm the concentration of petroleum constituents remains below the GCLs at all wells for at least four consecutive monitoring events. During the February 2021, November 2022, and June 2023 groundwater monitoring events at wells MW-05 and MW-06, petroleum constituents remained below the GCLs. If the petroleum constituents remain below the GCLs during the next semi-annual groundwater monitoring event, AECOM will recommend re-classifying the Site as low risk and request no further action (NFA) following a Notice of Residual Petroleum (NRP) filed on the property. Sludge and diesel fluid were removed, and the tank was placed out of service. The release was reported on December 5, 2017 with the submittal of Form UST-61. According to the Underground Storage Tank AECOM 2-2 Speedway 8232 Angier, NC Groundwater Monitoring Report September 2023 Closure Report (ATC, 2021), the diesel UST No. 1 was closed in place on June 7, 2021. Incident number 42211 was assigned to this release by the NCDEQ. This incident is still open. • On September 18, 2018, Speedway submitted an NCDEQ Form UST-17A, which documented a failed tank tightness test of the premium unleaded gasoline UST No. 4. On September 19, 2018, UST No. 4 was repaired, and the tank tightness tests were passed. Form UST-61 was submitted on May 10, 2019. This incident was included in Incident No. 42211 and is still an open case. • On May 7, 2019, a diesel spill occurred at satellite dispenser No. 12 due to a leaking hose/nozzle. On May 10, 2019, Speedway submitted NCDEQ Form UST-61. The Site Check Report (ATC, 2019a) summarizes Speedway’s emergency response and site check activities. ATC submitted the Limited Site Assessment (LSA) to the NCDEQ on August 16, 2019. The NCDEQ tracked the diesel under UST No. FA-7992, however, an incident number was not assigned. The NCDEQ determined that the releases associated with the diesel UST No. 1 and the premium unleaded gasoline UST No. 4 would be addressed together under Incident No. 42211. The NCDEQ also determined that the releases associated with Incident No. 42211 are commingled with the release associated with Incident No. 8132, which occurred in 1991 and was closed in 1992. Speedway’s former consultant, ATC, submitted an LSA on December 23, 2019. Based on the results of the LSA, the NCDEQ issued a Notice of Regulatory Requirement (NORR) on February 5, 2020 requesting a Phase II LSA to be conducted. The LSA Phase II Report (ATC, 2020) was submitted to the NCDEQ on August 13, 2020. After reviewing the LSA Phase II report, the NCDEQ issued a NORR on November 25, 2020 requesting that further assessment be conducted, and a groundwater sampling report be submitted to further assess contamination and determine further assessment or corrective action. A groundwater monitoring report was submitted to the NCDEQ on July 2, 2021. Based on the results from the groundwater monitoring report, the NCDEQ requested one additional Type II monitoring well to be installed. The field activities were conducted in May 2021. An Additional Assessment Report was submitted to the NCDEQ on April 15, 2022. The NCDEQ acknowledged the receipt of the report in a letter dated May 9, 2022. The NCDEQ requested the collection and submittal of groundwater samples from all wells exceeding the 2L Standard and survey of all wells to determine the groundwater flow direction. AECOM 3-1 Speedway 8232 Angier, NC Groundwater Monitoring Report September 2023 3 Site History and Characterization The following sections provide information on the USTs operated at the Site and follows the general outline established in Guidelines for Assessment and Corrective Action for UST Releases (NCDEQ, 2021a) and Guidelines for Site Checks, Tank Closure, and Initial Response and Abatement for UST Releases (NCDEQ, 2021b) using the Comprehensive Tables for Corrective Action Guidelines Tables (NCDEQ, 2022). 3.1 Underground Storage Tank Systems The Site is currently in use as a Speedway gas station and convenience store and operates one 10,000-gallon and one 6, 000-gallon regular unleaded gasoline UST, one 6,000-gallon premium unleaded UST, and one 6,000-gallon diesel UST. The current USTs were installed by the Trade Oil Company and are owned by Speedway. UST owner/operator information and UST system information are included in Tables 1 and 2, respectively. According to the Harnett County, North Carolina Geographic Information System (GIS) mapping service, the current property owner of the Site is listed as Williams Family Heirs, LLC. 3.2 Aboveground Storage Tank Systems No aboveground storage tank systems (ASTs) are currently present onsite. Based on available information, no ASTs have historically been present at the Site. 3.3 Historical Releases The Site has several historical releases: • On December 4, 2017, water was detected in the diesel UST No. 1. Sludge and diesel fluid were removed, and the tank was placed out of service. The release was reported on December 5, 2017 with the submittal of Form UST-61. The NCDEQ also determined that the releases associated with Incident No. 42211 are commingled with the release associated with Incident No. 8132. 3.4 Site Characteristics The location of the Site is shown on a portion of the United States Geological Survey Angier, NC (2022) digital raster graphic file (Figure 1). The Site layout is found in Figure 2. The Site is currently operational and is occupied by a Speedway petroleum retail facility and convenience store. AECOM 3-2 Speedway 8232 Angier, NC Groundwater Monitoring Report September 2023 3.4.1 Zoning The Site and adjoining properties are currently zoned Residential and business (Harnett County GIS Viewer, 2023). The Site is located at 24 South Raleigh Street, Angier, North Carolina, and is accessed from West Depot Street, located North of the Site, and South Raleigh Street, located East of the Site. Various commercial and residential properties surround the Site. 3.4.2 Site Geology and Hydrogeology Site geology was evaluated based on historical and current investigations completed by previous consultants and AECOM. The Site is located within the Inner Coastal Plain Physiographic Region of North Carolina and is underlain by the Cretaceous Middendorf Formation. The Site is generally underlain by sand, sandstone and mudstone, pale gray to gray in color with orange casts, clay balls and iron-cemented concretions. Crossbedding is common and the beds are laterally discontinuous. Previous investigations show the soil has consisted of mainly dark brown to tan sandy silts and silty sands. Groundwater is encountered on average at approximately 2.59 feet below ground surface (bgs). Based on the results of the June 27, 2023, gauging event, groundwater flow is to the south, which is generally consistent with historical groundwater flow. Well construction and historical groundwater elevations are summarized on Table 3, and a groundwater elevation map (Figure 3) was constructed based on the June 27, 2023, gauging results. The hydraulic gradient, as measured from monitoring well MW-02 to MW-05, is 0.005 feet-per-foot [(284.62- 284.05)/125]. Hydraulic Gradient = Δ𝑦 Δ𝑥 Δy = Change in groundwater elevation from MW-02 to MW-05 Δx = Distance between MW-02 and MW-05 AECOM 4-1 Speedway 8232 Angier, NC Groundwater Monitoring Report September 2023 4 Receptor Information 4.1 Water Supply Wells Speedway’s previous consultant, ATC, conducted a receptor survey as part of the LSA to identify the presence of water supply wells within a 1,500-foot radius of the Site. The receptor survey is cited within the LSA report submitted in December 2019. 4.1.1 Private Water Supply Wells Suspected well structures were identified according to the LSA report submitted in December 2019. Water supply well forms were sent to property owners at the suspect locations. In addition, water supply well forms were sent to all properties within 500 feet of the Site. Based on the completed/returned water supply well surveys, no water supply wells were identified in the vicinity of the Site. 4.1.2 Public Water Systems Harnett County Department of Public Utilities (HCDPU) is the primary water utility for the area. The public water sources are the Cape Fear River, located approximately eight miles southwest of the Site. Based on currently available information, many properties surrounding the Site receive their municipal water supplies through buried piping beneath the streets and highway easements. 4.2 Surface Water No surface water was observed on the Site. The previous consultant identified a small, intermittent stream approximately 275 feet west of the Site. A stormwater drainage ditch is located approximately 270 feet west of the Site and drains into the Black River approximately 1,500 feet northeast of the Site. A small, unnamed creek – a tributary of the Black River – was identified about 1,000 feet southwest of the Site. 4.3 Wellhead Protection Areas According to the NCDEQ Well Head Protection website (NCDEQ, 2023), last updated in May 2023, there are no approved wellhead protection plans located in Harnett County. AECOM 5-1 Speedway 8232 Angier, NC Groundwater Monitoring Report September 2023 5 Groundwater Investigation During the current monitoring period, activities included groundwater gauging and sampling six monitoring wells. 5.1 Groundwater Gauging On June 27, 2023, monitoring wells MW-01, MW-02, MW-03, MW-04, MW-05, and MW-06 were gauged for depth to water and depth to LNAPL, if present. LNAPL was not observed at the Site. Depths to groundwater ranged from 1.32 to 3.62 feet bgs at monitoring wells MW-05 and MW-02, respectively. Depth to water and calculated groundwater elevations for the current and historic gauging events are included in Table 3. 5.2 Groundwater Sampling Prior to the collection of a groundwater sample for laboratory analysis, the depth to liquid or LNAPL was measured using an electronic oil-water interface probe. If no LNAPL was present, the well was purged of at least three well volumes using a dedicated disposable polyethylene bailer attached to nylon rope. Once the wells had been properly purged, groundwater samples were collected from each location using dedicated disposable polyethylene bailers attached to nylon rope. To collect a sample, the bailer was slowly lowered to a depth just beneath the water surface in the well. The bailer was then recovered, and the contents carefully decanted into laboratory-supplied sample containers, properly preserved, and delivered to Pace Analytical Services, LLC (Pace), a North Carolina-certified laboratory. 5.3 Groundwater Analytical Results On June 27, 2023, six monitoring wells MW-01, MW-02, MW-03, MW-04, MW-05, and MW-06 were gauged, purged, and sampled by AECOM field staff. The groundwater samples were analyzed for VOCs via EPA Method 6200B. Laboratory results indicate the presence of petroleum compounds in several monitoring wells at concentrations that exceed the 2L Standard but not the GCLs. Contaminants detected above the 2L Standard include benzene and naphthalene (MW-01, MW-03, MW-04, MW-05 and MW-06); ethylbenzene and isopropylbenzene (MW-01 and MW- 06); total xylenes and 1,2,4-trimethylbenzene (MW-01); methyl tert-butyl ether (MW-03 and MW-06); and n- propylbenzene (MW-01, MW-03, and MW-06). Recent and historical analytical results are summarized in Table 4. A contaminants of concern concentration map is shown in Figure 4. The laboratory analytical report is included as Appendix A. 5.4 Monitoring Well Survey On June 27, 2023, six monitoring wells MW-01, MW-02, MW-03, MW-04, MW-05 and MW-06 were surveyed using a Duncan Parnell VRS-GPS unit. The VRS-GPS unit provided elevations with respect to the NAD83 (2011) datum. The top of casing elevations stayed the same for all monitoring wells. Current and historical top of casing elevations are summarized in Table 3. AECOM 7-1 Speedway 8232 Angier, NC Groundwater Monitoring Report September 2023 7 Discussion Analysis of the groundwater samples collected on June 27, 2023, indicate the presence of petroleum compounds in several monitoring wells at concentrations that exceed the 2L Standard but not the GCL. Based on the results of the groundwater monitoring event:  Contaminants detected above the 2L Standard include benzene and naphthalene (MW-01, MW-03, MW-04, MW-05 and MW-06); ethylbenzene and isopropylbenzene (MW-01 and MW-06); total xylenes and 1,2,4- trimethylbenzene (MW-01); methyl tert-butyl ether (MW-03 and MW-06); and n-propylbenzene (MW-01, MW- 03, and MW-06).  LNAPL was not detected in the on-site monitoring wells gauged.  Water level measurements indicate that groundwater flow direction corresponded with historical flow direction, which has been generally towards the south. AECOM, on behalf of Speedway, recommends conducting one more semi-annual groundwater monitoring event to confirm the concentration of petroleum constituents remains below the GCLs at all wells for at least four consecutive monitoring events. During the February 2021, November 2022, and June 2023 groundwater monitoring events at wells MW-05 and MW-06, petroleum constituents remained below the GCLs. If the petroleum constituents remain below the GCLs during the next semi-annual groundwater monitoring event, AECOM will recommend re-classifying the Site as low risk and request no further action (NFA) following a Notice of Residual Petroleum (NRP) filed on the property.
