The services outlined in this report were performed by our consultant, ATC Associates of North Carolina, P.C. (ATC), as directed by the North Carolina Department of Environmental Quality (NCDEQ), based on a review of the Phase II Limited Site Assessment (LSA) Report received by the NCDEQ on August 13, 2020. On February 9, 2021, ATC conducted groundwater monitoring activities at the site for monitoring wells MW-01, MW-02, MW-03, and a monitoring well previously installed by Engineering Consulting Services, Ltd identified as MW-05. Laboratory analytical results indicated that concentrations of benzene were detected greater than its 2L Standard in the groundwater samples collected from monitoring wells MW-01, MW-03, and MW- 05. Concentrations of toluene, ethylbenzene, xylenes, naphthalene, MTBE, isopropylbenzene, n- propylbenzene, 1,2,4-trimethylbenzene, 1,3,5-trimethylbenzene, were detected greater than their respective 2L Standards in the groundwater samples collected from monitoring wells MW-01 and MW-03. Concentrations of chemicals of concern were not detected above the laboratory reporting limit in the groundwater sample collected from monitoring well MW-02. No concentrations of chemicals of concern were detected at or above the North Carolina Gross Contamination Levels (GCL) for groundwater. There are no water supply wells in the vicinity. Based on these results, Speedway recommends the site be considered for closure after a Notice of Residual Petroleum is filed in the Harnett County Registry. (ATC), on behalf of Speedway LLC (Speedway), conducted additional risk assessment activities at Speedway Store No. 8232, as directed by the North Carolina Department of Environmental Quality (NCDEQ) in a Notice of Regulatory Requirement (NORR) letter dated November 25, 2020. A groundwater sampling event that included monitoring wells MW-01, MW-02, and MW-03, which were previously installed by ATC, and an additional well (MW-05) installed previously by Engineering Consulting Services, Ltd was conducted on February 9, 2021. Concentrations of benzene, were detected greater than its 2L Standard in the groundwater samples collected from monitoring wells MW-01, MW-03, and MW-05. Concentrations of toluene, ethylbenzene, xylenes, naphthalene, MTBE, isopropylbenzene, n-propylbenzene, 1,2,4-trimethylbenzene, 1,3,5- trimethylbenzene, were detected greater than their respective 2L Standards in the groundwater samples collected from monitoring wells MW-01 and MW-03. Concentrations of chemicals of concern were not detected above the laboratory reporting limit in the groundwater sample collected from monitoring well MW-02. No concentrations of chemicals of concern were detected at or above the Gross Contamination Levels (GCL) for groundwater. No water supply wells were identified within 1,500 feet of the site, and the municipal water source is more than eight miles from the site. An intermittent stream is located approximately 275 feet west of the site. Based on chemicals of concern in groundwater being detected at concentrations less than their GCLs, and the lack of water supply wells in the vicinity, ATC recommends the site be considered for closure after a Notice of Residual Petroleum (NORP) is filed with the County Registrar. Figure 1 shows the location of the site on part of a United States Geological Survey (USGS) topographic map. The site is currently an active convenience store with retail fuel sales. Figure 2 depicts the site layout including the location of relevant site features. 1.1 Site Background On December 4, 2017, non-passing tank tightness test results were received for the No. 4 diesel underground storage tank (UST) due to water intrusion. On December 5, 2017, Speedway submitted North Carolina Department of Environmental Quality (NCDEQ) Form UST-61, which documented the tank test results. The No. 4 diesel UST was emptied of product on December 1, 2017, with the remaining six inches of sludge and liquids removed on December 4, 2017. On September 18, 2018, Speedway submitted Form UST-17A that documented non-passing tank tightness test results for the No. 3 premium unleaded gasoline UST due to water intrusion. On September 27, 2018, Speedway submitted Form UST-17B detailing the non-passing tank tests. On September 19, 2018, a new riser was installed on the No. 3 premium STP and subsequently tested by CROMPCO, LLC. The tank testing results indicated that the premium UST passed its tank tightness tests. On May 10, 2019, Speedway submitted Form UST-61 which documented a 20 to 30-gallon diesel spill that occurred on May 7, 2019. The spill occurred at Satellite Dispenser No. 12 due to a leaking hose/nozzle. At 1440 hours on May 7, 2019, Speedway contacted ATC requesting emergency response activities at the site. ATC subsequently contacted HEPACO, and both parties were onsite by 1615 hours. Upon arrival, the diesel had migrated across the pavement into storm drains both west and east of the dispenser island. These storm drains both emptied into a ditch with flowing water located southwest of the site and behind McDonalds. The diesel also migrated across the pavement; through the shared drive with McDonalds; and across the front parking lot stopping just before the storm drain at the curbing. The local fire department had already responded; applied oil dry to the pavement; added absorbent pads to the two storm drains; and placed absorbent booms at the culverts in the ditch. HEPACO swept up all the oil dry; placed it in four drums; and left them onsite for future disposal. Since the South Raleigh Street entrance to McDonalds was closed due to the spill, the oil dry was removed from their property first. McDonalds was completely reopened by 1800 hours. HEPACO vacuumed any observed sheen off the water in the ditch at the culvert on the south side of W. Lillington Street, and later at the culvert/stormwater piping discharge from Speedway on the north side of W. Lillington Street. The absorbent pads from the storm drains were removed and drummed for disposal. HEPACO vacuumed out both onsite storm drains prior to flushing them with water and Microblaze. All rinseate was recovered at the stormwater piping discharge point and later transported to Covanta in Asheboro, North Carolina for proper disposal. Prior to leaving the site, Microblaze was applied to all impacted pavement, and the absorbent booms at the culvert openings were replaced. Clean up activities ceased at 2100 hours. On June 5, 2019, ATC conducted site check activities and oversaw Geological Exploration (GEX) utilize direct hydraulic push technology to conduct a soil boring (identified as SB-01/TW-01) 10 feet below land surface (bls) near the diesel UST. Soil sample SB01-2 was placed in laboratory-supplied containers, entered into chain-of- custody control, placed on ice, and shipped via FedEx to Pace National Laboratories (Pace) [12065 Lebanon Road, Mt. Juliet, Tennessee 37122, North Carolina Laboratory Certification Number ENV375/DW21704/BI0041, (615) 758-5858] for benzene, toluene, ethylbenzene, total xylenes (BTEX), methyl tert-butyl ether (MTBE), naphthalene, and di-isopropyl ether (IPE) analysis by Environmental Protection Agency (EPA) Method 8260D; total petroleum hydrocarbons (TPH) diesel range organics (DRO) by EPA Method 8015D; TPH gasoline range organics (GRO) analysis by EPA Method 8015D; semi-volatiles analysis by EPA Method 8270E; and petroleum hydrocarbon analysis by Massachusetts Department of Environmental Protection (MADEP) Extractable Petroleum Hydrocarbons (EPH) and Volatile Petroleum Hydrocarbons (VPH). Laboratory analytical results indicated Groundwater Monitoring Report Speedway No. 8232 March 5, 2021 ATC Associates of North Carolina, PC 2 concentrations of benzene and naphthalene exceeded their respective Soil-to-Groundwater MSCCs. TPH as DRO was detected in the sample at 14.6 mg/kg. A groundwater sample from temporary monitoring well TW-01 was collected; placed in laboratory-supplied containers; entered into chain-of-custody; placed on ice; and shipped via FedEx to Pace for volatile organics analysis by EPA Method 602; lead analysis by EPA Method 6010D; semi-volatile organics analysis by EPA Method 625; and MADEP EPH/VPH analysis. Laboratory analytical results indicated concentrations of benzene, ethylbenzene, total xylenes, naphthalene, MTBE, C11-C22 aromatics, C5-C8 aliphatics, C9-C12 aliphatics, and C11-C22 aliphatics greater than their respective 2L Standards; however, no analytes were detected greater than their respective GCLs. Based on the results of the site check activities, the NCDEQ issued a NORR requesting Limited Site Assessment (LSA) activities be conducted. On November 18, 2019, ATC oversaw GEX install monitoring well MW-01 on the eastern end of the out-of-service 6,000-gallon diesel UST. During the monitoring well installation activities, ATC collected one soil sample from the borehole. The collected soil sample was placed in laboratory supplied containers, placed on ice, and delivered under chain of custody via FedEx to Pace Analytical (Pace) [12065 Lebanon Road, Mt. Juliet, Tennessee 37122, North Carolina Laboratory Certification Number ENV375/DW21704/BI0041, (615) 758-5858] for BTEX, IPE, MTBE, and naphthalene analysis by EPA Method 8260B; semi-volatiles by EPA Method 625; EPH by MADEP method; VPH by MADEP method; and TPH DRO and TPH GRO analysis by EPA Method 8015. Based on the laboratory analytical results of soil samples collected during the LSA activities, soils contained benzene, ethylbenzene, total xylenes, naphthalene, C5-C8 aliphatics, C9-C10 aromatics, and 1-methylnaphthalene at concentrations greater than their respective Soil-to-Groundwater MSCCs. Additionally, concentrations of TPH DRO and GRO were detected greater than their respective NCDEQ action levels. On November 25, 2019, ATC collected groundwater samples from monitoring well MW-01. Laboratory analytical results indicated concentrations of benzene, ethylbenzene, total xylenes, naphthalene, C11-C22 aromatics, and lead greater than their respective NCDEQ 2L Standards in the groundwater collected from monitoring well MW-01. An intermittent stream was identified approximately 275 feet west of the site and water supply wells were not identified within 1,500 feet of the site. Based on the results of the LSA, the NCDEQ issued a NORR requesting Phase II LSA activities be conducted. An LSA II, including the installation of monitoring wells and soil and groundwater sampling and analysis, was prepared and submitted to the NCDEQ on August 13, 2020. After reviewing the LSA II Report, the NCDEQ issued a NORR requesting that further assessment take place and that a groundwater sampling report be completed to further assess contamination and determine further assessment or corrective action. 1.2 Current Activities On November 25, 2020, the NCDEQ issued a NORR for an additional monitoring event at the site including sampling monitoring well MW-05, previously installed by Engineering Consulting Services, LTD in the early 1990’s. Additionally, monitoring wells MW-01, MW-02 and MW-03 were sampled. The NORR associated with these activities is attached as Appendix A. Groundwater Monitoring Report Speedway No. 8232 March 5, 2021 ATC Associates of North Carolina, PC 3 2 Subsurface Investigation 2.1 Site Geology According to the Geologic Map of North Carolina (1985) produced by Philip Brown, et al, the referenced site is located within the Inner Coastal Plain Physiographic Region of North Carolina. More specifically, the site is underlain by the Cretaceous Middendorf Formation. This formation is identified by sand, sandstone, and mudstone that can contain iron-cemented concretions. Cross-bedding is common and the beds are laterally discontinuous. Based on observations made during soil boring activities, the residual soil at the site consists mainly of dark brown to tan sandy silts and silty sands. 2.2 Groundwater Elevation The top-of-casing of monitoring well MW-05 was surveyed for vertical elevation by ATC on February 9, 2021, and tied into the existing monitoring well network. The depth to water measured across the site ranged from 0.98 feet bls to 3.07 feet bls. Groundwater elevations in surveyed monitoring wells were calculated based on the surveyed top of casing elevations and the measured depths to groundwater. Groundwater elevation data are summarized in Table 3. A groundwater elevation contour map (Figure 3) was prepared based on the depth to water data collected on February 9, 2021. Based on this map, groundwater at the site flows southward. 2.3 Groundwater Sample Collection and Analysis On February 9, 2021, groundwater samples were collected from monitoring wells MW-01, MW-02, MW-03, and MW-05. Monitoring well gauging was performed using an oil/water interface probe prior to collection of groundwater samples. Free phase product was not observed in any of the monitoring wells. Groundwater samples were collected from the monitoring wells; placed in laboratory-supplied, preserved containers; entered into chain-of-custody; placed on ice; and shipped via FedEx to Pace Laboratories in Mt Juliet, TN for analysis of volatile organics by EPA Method 6200B. 2.4 Groundwater Analytical Results Results for laboratory analysis of the groundwater samples collected from monitoring wells MW-01, MW-02, MW- 03 and MW-05 are summarized in Table 4 and presented in Figure 4. The following summary of findings is based on the laboratory analysis of the groundwater samples collected on February 9, 2020:  Concentrations of benzene, were detected greater than its 2L Standard in the groundwater samples collected from monitoring well MW-01, MW-03, and MW-05;  Concentrations of naphthalene were detected greater than its 2L Standard in the groundwater samples collected from monitoring well MW-03 and MW-05;  Concentrations of ethylbenzene, total xylenes, n-propyl benzene, isopropyl benzene, 1,2,4, Trimethylbenzene and 1,2,5, Trimethylbenzene were detected greater than their respective 2L Standards in the groundwater samples collected from monitoring well MW-01 and MW-03;  Concentrations of toluene and MTBE were detected greater than their respective 2L Standards in the groundwater samples collected from monitoring well MW-03;  No compounds were detected above the laboratory reporting limit in the groundwater samples collected from monitoring well MW-02; and  None of the compounds were detected at concentrations greater than its North Carolina Gross Contaminant Level (GCL). Groundwater Monitoring Report Speedway No. 8232 March 5, 2021 ATC Associates of North Carolina, PC 5 3 Findings and Conclusions Based on data collected during the recent groundwater monitoring activities, the following conclusions are made: > On February 9, 2021, four, two-inch diameter monitoring wells (identified as MW-01, MW-02, MW-03 and MW- 05) were sampled at the site; > Concentrations of benzene, ethylbenzene, total xylenes, 1,2,4-trimethylbenzene, 1,2,5-trimethylbenzene and isopropyl benzene were detected greater than their respective 2L Standards in the groundwater samples collected from monitoring well MW-01; > No compounds were detected above the laboratory reporting limit in the groundwater samples collected from monitoring well MW-02; > Concentrations of benzene, toluene, ethylbenzene, total xylenes, naphthalene, MTBE, n-propyl benzene, isopropyl benzene, and 1,2,4-trimethylbenzene were detected greater than their respective 2L Standards in the groundwater samples collected from monitoring well MW-03; > Concentrations of benzene and naphthalene were detected greater than their respective 2L Standards in the groundwater samples collected from monitoring well MW-05; and > None of the compounds were detected at concentrations greater than its North Carolina GCL. Groundwater Monitoring Report Speedway No. 8232 March 5, 2021 ATC Associates of North Carolina, PC 6 4 Recommendations Based on chemicals of concern in groundwater being detected at concentrations less than their respective GCLs and the lack of water supply wells in area, ATC recommends the incident be considered for closure and the filing of a Notice of Residual Petroleum (NORP) with the Harnett County Registrar. Subsurface investigative and remedial methodologies were performed in general accordance with applicable state and federal regulatory requirements. The information presented in this report is based upon site-specific observations, generally accepted geological and environmental consulting practices, and analytical results for environmental samples collected at the time the field investigation was performed. The data presented in this report are believed to represent subsurface conditions at the facility; however, data may not be completely representative of subsurface conditions at every location. ATC assumes no liability arising from environmental impact to, or from, the site, regardless of the date of impact occurrence or findings. The report summarizes soil and groundwater assessment activities conducted at the subject site. The DWM has reviewed and approved the report. After review of this report, the DWM requests additional risk assessment which should include: •The installation of one additional horizontal extent monitoring well between the source and thesurface water. If intact, monitoring well MW-5 (installed in 1993) may be used in place of a newwell. •The collection of groundwater samples from all monitoring wells, analyzed by the appropriatemethod(s) for the constituents relevant to the release. •The survey of the new monitoring well or monitoring well MW-5 and collection of potentiometricdata for the completion of a potentiometric surface / groundwater elevation and flow map. The additional risk assessment work should be summarized in a monitoring report. The report should be received by this office no later than February 25, 2021.
