A release was reported for this site on April 30, 2018.
An unknown amount of product was released from the leaking UST System via non-passing spill buckets.
Three 4,000-gallon gasoline USTs are currently in use at the site. Two 3,000-gallon gasoline USTs, one
2,000-gallon kerosene UST, one 550-gallon kerosene UST and one 550-gallon oil (new/used) UST were
removed on November 8, 1988. One 4,000-gallon diesel and one 2,000-gallon kerosene USTs were
removed on April 17, 2018 (Tables 1 and 2).

EXECUTIVE SUMMARY
401 Express Stop is located at 4302 Fayetteville Road in Raeford, Hoke County, North Carolina. The
property operates as a petroleum retail facility. The site is covered by concrete and asphalt. There are
three 4,000-gallon gasoline USTs and associated dispensers and product piping are currently in use at the
site. Two 3,000-gallon gasoline USTs, one 2,000-gallon kerosene UST, one 550-gallon kerosene UST and
one 550-gallon oil (new/used) UST were removed on November 8, 1988. One 4,000-gallon diesel and one
2,000-gallon kerosene USTs were removed on April 17, 2018. The adjoining properties are a mixture
commercial, agricultural and residential. According to the information determined during receptor survey
activities, one potable water supply well (WSW-1) was identified within 1,000 feet of the site. Public water
is available to the site and surrounding properties within a 1,500-foot radius of the site. A creek and two
ponds are located within a 500-foot radius of the source area. The unnamed creek is located
approximately 350 feet northeast of the source area. The closest ponds are located approximately 300
feet east and approximately 370 feet north.
On June 6, 2023, three Type II monitoring wells were gauged, purged and sampled. No free product was
observed during the June 2023 sampling event. Concentrations of benzene and naphthalene that
exceeded the MACs were reported in the ground water sample collected from MW-1. All of the reported
contaminant concentrations were less than the GCLs.
The estimated total contaminant mass at the site has decreased by 26% since the August 2018 sampling
event.
Based on this information, the risk classification for the site should remain high. The contaminant plume
appears to be adequately defined for the incident. A Mann-Kendall Toolkit for Plume Stability Analysis
should be completed for the site. If the plume is stable and/or decreasing, the incident should be closed
upon the filing of a soil and ground water NRP.

1.0 SITE HISTORY AND CHARACTERIZATION
GRI presents the results of the June 2023 ground water sampling event at the 401 Express Stop site;
located at 4302 Fayetteville Road in Raeford, Hoke County, North Carolina (Figure 1). These activities
were conducted in accordance with GRI Proposal No. 23-242, which was submitted to NCDEQ on April 11,
2023, and was approved as Task Authorization No. 42115-009 on April 12, 2023. State correspondence
has been included as Appendix A.
The site is currently owned and operated by Raeford Oil Company, Inc. Co. as a petroleum retail facility.
During UST closure activities in April 2018, a petroleum release was identified and approximately 87.59
tons of petroleum contaminated soil were excavated and transported to a permitted disposal facility.
Currently, three 4,000-gallon gasoline USTs are currently in use at the site. Two 3,000-gallon gasoline
USTs, one 2,000-gallon kerosene UST, one 550-gallon kerosene UST and one 550-gallon oil (new/used)
UST were removed on November 8, 1988. One 4,000-gallon diesel and one 2,000-gallon kerosene USTs
were removed on April 17, 2018. UST owner/operator information and UST system information are
included as Tables 1 and 2, respectively. The Registered Tank Report is shown below:

The site and surrounding areas consist of commercial, agricultural and residential properties. The site
contains one building and is primarily capped with concrete, asphalt, gravel and grass. The overall
topography at the site is relatively flat. A creek and two ponds are located within a 500-foot radius of the
source area. The unnamed creek is located approximately 350 feet northeast of the source area. The
closest ponds are located approximately 300 feet east and approximately 370 feet north. Three Type II
monitoring wells (MW-1, MW-2 and MW-3) were installed at the site during past assessment activities.
On August 28, 2018, GRI personnel conducted a receptor survey at the site. One potable water supply
well was identified within a 1,000-foot radius of the site. Municipal water is available to the site and
surrounding properties. Water supply well information is presented in Table 3. Adjacent property owner
information is presented in Table 4. A Site Vicinity Map showing the adjacent properties has been
included as Figure 3.
2.0 PRESENTATION OF CURRENT SITE ASSESSMENT INFORMATION/ COMPARISON TO HISTORICAL
ASSESSMENT INFORMATION
On June 6, 2023, three Type II monitoring wells (MW-1, MW-2 and MW-3) were gauged, purged and
sampled in accordance with the NCDEQ guidelines. No free product was observed. The depths to ground
water in the Type II monitoring wells ranged from 9.29 to 11.31 feet below the tops of well casings.
Ground water elevations at the site, based on an assumed datum of 100.00 feet, ranged from 89.28 to
89.87 feet. Based on this information, the ground water flow direction was generally toward the
southeast. The horizontal hydraulic gradient across the site was less than 0.01 feet per foot. Well
construction and gauging information is presented in Table 5. A Ground Water Flow Map based on the
Type II monitoring wells is included as Figure 4. A summary of the current ground water gauging data is
shown below:

Ground water samples collected from the monitoring wells were submitted for laboratory analyses of
VOCs plus oxygenates using EPA Method 6200B. A laboratory supplied trip blank was submitted for
laboratory analyses of VOCs using EPA Method 6200B.
Concentrations of benzene and naphthalene that exceeded the MACs were reported in the ground water
sample collected from MW-1. All of the reported contaminant concentrations were less than the GCLs.
A summary of the analytical results for ground water samples collected on June 6, 2023, is presented in
Table 6. A Ground Water Quality Map based on the June 2023 data is included as Figure 5. A complete
report of laboratory analyses of the ground water samples collected in June 2023 has been included as
Appendix B. A summary of the current ground water analytical data is shown below:

The baseline contaminant mass at the site was determined based on the total BTEX, MTBE and
naphthalene concentrations from the August 2018 ground water sampling event, as well as the maximum
historical water column height observed in MW-1. The contaminant plume was calculated around MW-
1, based on the benzene concentrations during the August 2018 ground water sampling event. The
contaminant mass has decreased by 26.3% in MW-1 since August 2018. Contaminant mass calculations
have been included as Appendix C. A map of the contaminant mass area has been included as Figure 6.

The site is located in the Coastal Plain Physiographic Province of North Carolina. The water table has a
seasonal high depth-to-water of approximately six to thirteen feet BGS.

A CSA has not been completed for this incident. A CAP has not been completed for the incident and
contaminant reduction milestones have not been established.
3.0 FREE PRODUCT REMOVAL
Free product has not been observed at the site.

5.0 LIMITATIONS
This report has been prepared for the exclusive use of Raeford Oil Company, Inc. for specific application
to the referenced site in Hoke County, North Carolina. The assessment was conducted based on the scope
of work and level of effort desired by NCDEQ and with resources adequate only for that scope of work.
Our findings have been developed in accordance with generally accepted standards of environmental
practices in the State of North Carolina, available information, and our professional judgment. No other
warranty is expressed or implied.
The data that are presented in this report are indicative of conditions that existed at the precise locations
sampled and at the time the samples were collected. In addition, the data obtained from samples would
be interpreted as being meaningful with respect to parameters indicated in the laboratory report. No
additional information can logically be inferred from these data.
