(ATC) has completed a Groundwater Monitoring Report (GMR) for the Coca-Cola Sanford facility. This report documents a groundwater sampling event conducted in March 2023. The Coca-Cola Sanford site is located at 1605 Hawkins Avenue in Sanford, Lee County, North Carolina. The site is currently developed with two single story buildings occupied by Coca-Cola Bottling Co. Twelve monitoring wells (MW-1 through MW-9, and DMW-1 through DMW-3) are associated with the site. Municipal water is available to properties in the area. The findings from the recent and historical assessment activities indicate the following: • Light non-aqueous phase liquid (LNAPL) was not detected during the recent sampling event; • Groundwater samples were collected from MW-1, MW-2, MW-4, MW-9, DMW-1, DMW-2, and DMW-3 on March 30, 2023. Laboratory analytical results indicated the presence petroleum related compounds above the 15ANCAC 02L.0202 Groundwater Quality Standards (2L Standards) in monitoring wells MW-1, MW-2, MW-4, DMW-1, and DMW-3; • Volatile organic compounds (VOCs) were not detected above the Gross Contaminant Levels (GCLs) in any of the associated monitoring wells; • Depth to groundwater in the shallow monitoring well network ranged from 3.33 feet in MW-9 to 12.60 feet in MW-2. Depth to groundwater in the deep monitoring well network ranged from 9.37 feet in DMW-2 to 18.84 feet in DMW-1. Based on the March 2023 groundwater elevation data, the shallow groundwater flows in the northwesterly direction (from MW-1 towards MW- 9), and the deep groundwater flows in the southwesterly direction; ATC recommends a groundwater monitoring event be performed in June 2023 to confirm the stability of the dissolved constituent plume. 3.0 SITE DESCRIPTION 3.1 SITE CHARACTERIZATION The Coca-Cola Sanford site is located at 1605 Hawkins Avenue in Sanford, Lee County, North Carolina. Currently on-site is the Sanford Coca-Cola Bottling Co. facility which is in use as a distribution warehouse. The site property formerly operated a UST system for fueling trucks transporting Coca-Cola products on and off site. The UST system was removed from the property on September 16, 2008. The former UST system consisted of a 10,000-gallon gasoline UST and a 10,000-gallon diesel UST. The site is bound to the north by Boyd’s Automotive, Inc., to the east by Hawkins Avenue, to the south by Burns Drive, and to the west by an undeveloped, wooded lot. The site vicinity is characterized as residential, commercial, and undeveloped. Municipal water is available to properties in the area. Three potable water supply wells are located within 1,000 feet of the site. Of the three water supply wells, only one (WSW-3) is actively used for potable use. Water supply well ownership information is included in Table 1. A site topographic map is included as Figure 1 and a site map depicting monitoring well locations and other pertinent site features is included as Figure 2. Coca-Cola Sanford Incident No. 42099 June 23, 2023 Page 3 of 7 ATC Project No. COCOLASAN9 The Coca-Cola Company 3.2 SITE BACKGROUND One 10,000-gallon gasoline UST and one 10,000-gallon diesel UST were removed from the site on September 16, 2008. During the UST closure activities, eight soil samples were collected from the sidewalls and tank pit floor. Soil samples were submitted for analysis of Total Petroleum Hydrocarbons (TPH) – Gasoline Range Organics (GRO) and TPH – Diesel Range Organics (DRO). Analysis of the samples were all below laboratory quantitative levels (BQL). A release was not reported during the UST closure activities. In August 2017, ATC performed a Limited Phase II Environmental Site Assessment Investigation to assess soil and groundwater impact from the existing ASTs located on-site. ATC collected soil and groundwater samples from three soil borings advanced to depths of 20 feet to 24 feet bgs. Laboratory results of the groundwater samples collected from SB-1 and SB-3 indicated benzene, methyl tert-butyl ether (MTBE), C5-C8 aliphatics, and C9-C22 aromatics above the 2L Standard. Additionally, the groundwater sample collected from SB-1 indicated toluene, ethylbenzene, total xylenes, naphthalene, n-propylbenzene, p- isopropyltoluene, 1,2,4-trimethylbenzene, 2-methylnaphthalene, and C9-C18 aliphatics above the 2L Standard. On October 26, 2017, the NCDEQ issued a Notice of Regulatory Requirements requesting the preparation of an Initial Abatement Action (IAA) Report and assigned the incident number 92121 associated with the AST NCDEQ database. On November 28, 2017, ATC informed NCDEQ that the release reported was not associated with the ASTs, but with the former USTs. NCDEQ indicated in an e-mail dated November 28, 2017, that upon receipt of the IAA report, the AST release would be reassigned to the UST database. The IAA Report was submitted to the NCDEQ on January 2, 2018. The release from the UST system was assigned NCDEQ UST Incident #42099. In May and June 2018, ATC performed a Phase II Limited Site Assessment Investigation to assess soil and groundwater impact from the former USTs located which were located on-site. ATC collected soil samples during the installation of three monitoring wells (MW-1 through MW-3). Additionally, groundwater samples were collected from these monitoring wells. Monitoring wells were advanced to depths ranging from 29.5 feet to 30 feet bgs. Laboratory results of the soil samples collected from MW-1 (5-10 ft bgs and 10-15 ft bgs) indicated benzene, toluene, ethylbenzene, total xylenes, naphthalene, n-butylbenzene, isopropylbenzene, p-isopropyltoluene, n-propylbenzene, 1,2,4-trimethylbenzene, 1,3,5-trimethylbezene, 1- methylnaphthalene, 2-methylnaphthalene, C5-C8 aliphatics, and C9-C22 aromatics above the NCDEQ Soil-to-Groundwater Maximum Soil Contaminant Concentration (MSCC). Laboratory results of the groundwater samples collected from MW-1 through MW-3 indicated benzene, toluene, ethylbenzene, total xylenes, methyl tert-butyl ether (MTBE), isopropylbenzene, n-propylbenzene, 1,2,4-trimethylbenzene, 1,3,5-trimethylbezene, 1,2-dibromoethane, lead, 2-methylnaphthalene, naphthalene, C5-C8 aliphatics, C9- C18 aliphatics, and C9-C22 aromatics above the 2L Standards. The Phase II LSA was submitted to NCDEQ on July 6, 2018. The Phase II LSA documented that one active water supply well was located within 1,000 feet of the site and that the site met the criteria for a high-risk site. On July 17, 2018, NCDEQ issued a Notice of Regulatory Requirements (NORR) requesting additional groundwater assessment activities. In August 2018 ATC performed soil excavation activities to remove petroleum impacted soils from one of the site’s storm drain outfalls. The soil excavation activities are documented in a Soil Excavation Report dated October 10, 2018. On November 30, 2018, NCDEQ issued a Notice of No Further Action regarding the soil excavation activities. In October 2018 and December 2018, ATC supervised the installation of four additional monitoring wells at the site (MW-4 through MW-6 and DMW-1), followed by a subsequent groundwater sampling event. Laboratory analytical results indicated the presence petroleum related compounds above the 2L Standards in monitoring wells MW-1, MW-2, and MW-4. In addition, chlorinated solvents including tetrachloroethylene Coca-Cola Sanford Incident No. 42099 June 23, 2023 Page 4 of 7 ATC Project No. COCOLASAN9 The Coca-Cola Company and carbon tetrachloride were detected in monitoring well MW-1 above their respective 2L Standards. A Groundwater Monitoring Report documenting the field activities was submitted to NCDEQ on August 6, 2019. On August 8, 2019, NCDEQ issued a letter requesting additional assessment activities and water supply well sampling. A Groundwater Monitoring Report was submitted to NCDEQ on March 24, 2020. The report documented the installation of three Type II monitoring wells (MW-7, MW-8, and MW-9) and groundwater sampling activities conducted in December 2019. Petroleum related compounds were detected above the 2L Standards in monitoring wells MW-1 through MW-4, MW-9, and DMW-1. MW-8 was dry and could not be sampled. None of the petroleum concentrations exceeded the GCLs. Laboratory analytical results indicated the presence of chlorinated solvent 1,1,2-Trichloroethane exceeded the GCL in monitoring well MW-1. Chlorinated solvent 1,2,3 trichloropropane was detected in MW-1 and MW-4 exceeding the 2L Standard. The water sample collected from irrigation well WSW-2 did not indicate any compounds exceeding the laboratory detection limits. In addition, WSW-2 is located 620 feet cross gradient from the site. The only active water supply well (WSW-3) is located 805 feet upgradient from the site, and was not sampled in December 2019, as the owner declined access. A Groundwater Monitoring Report was submitted to NCDEQ on October 29, 2020. The report documenting groundwater sampling activities conducted by ATC in June 2020. Petroleum related compounds were detected above the 2L Standards in monitoring wells MW-1, MW-2, MW-4, and DMW-1. None of the petroleum concentrations exceeded the GCLs. Additionally, laboratory analytical results indicated the presence of chlorinated solvent 1,2,3 trichloropropane in MW-4 exceeding the 2L Standard. On June 29, 2020, NCDEQ collected a groundwater sample from WSW-3. Laboratory analysis of WSW-3 detected MTBE concentrations in WSW-3 below its 2L Standard. A Groundwater Monitoring Report was submitted to NCDEQ on December 9, 2020. The report documenting groundwater sampling activities conducted by ATC in September 2020. Petroleum related compounds were detected above the 2L Standards in monitoring wells MW-1, MW-2, MW-4, and DMW-1. None of the petroleum concentrations exceeded the GCLs. A Groundwater Monitoring Report was submitted to NCDEQ on March 1, 2021. The report documented groundwater sampling activities conducted by ATC in December 2020. Petroleum related compounds were detected above the 2L Standards in monitoring wells MW-1, MW-2, MW-4, MW-9, and DMW-1. None of the petroleum concentrations exceeded the GCLs. Chlorinated solvent 1,2,3-trichloropropane, which has been historically detected in monitoring well MW-4, was not detected in any monitoring well during the December 2020 sampling event. A Groundwater Monitoring Report was submitted to NCDEQ on November 19, 2021. The report documented the installation of two Type III monitoring wells, an update to the receptor survey, and groundwater sampling activities conducted by ATC from July to October 2021. In July 2021, ATC supervised the installation of two Type III monitoring wells (DMW-2 and DMW-3) at the site. Monitoring wells DMW-2 and DMW-3 were installed to a depth of 80 feet below ground surface (bgs) and screened from 75 to 80 feet bgs. ATC conducted an updated receptor survey of the surrounding properties and determined that three water supply wells are located within 1,000 feet of the site. Of the three water supply wells located with 1,000 feet of the site, only one is active for potable purposes (WSW-3). On August 17, 2021, ATC conducted a limited groundwater sampling event at the site. Laboratory analytical results from the event indicated that petroleum related compounds were detected above the 2L Standards in monitoring wells MW-1, MW-2, MW-4, and DMW-1. None of the petroleum concentrations exceeded the GCLs. ATC recommended that the site risk be lowered to “Low” and the site be considered for closure. On January 5, 2022, NCDEQ issued a letter requesting the continuation of semi-annual sampling to confirm if the site groundwater plume was impacting water supply well WSW-3. The NCDEQ letter also requested the completion of fate and transport modeling after the second semi-annual event. The report documented groundwater sampling activities conducted by ATC in February and March 2022. Petroleum related compounds were detected above the 2L Standards in monitoring wells MW-1, MW-2, MW-4, and DMW-1. None of the petroleum concentrations exceeded the GCLs. On August 19, 2022, depth to groundwater measurements were collected from monitoring wells MW-1, MW-2, MW-4, MW-9, DMW-1, DMW-2, and DMW-3. Monitoring well construction details and historical groundwater elevation data are summarized in Table 2. Depth to groundwater in the shallow monitoring well network ranged from 4.92 feet in MW-9 to 15.14 feet in MW-2. Depth to groundwater in the deep monitoring well network ranged from 10.60 feet in DMW-2 to 21.69 feet in DMW-1. Petroleum related compounds were detected above the 2L Standards in monitoring wells MW-1, MW-2, MW-4, and DMW-1. Concentrations of benzene, total xylenes, 1,2-dichloroethane, and 1,1,2-trichloroethane exceeded their respective GCLs. Based on the GCL exceedances, a supplemental sampling event was scheduled for November 2022 to confirm the analytical results. A Groundwater Monitoring Report was submitted to NCDEQ on February 13, 2023. The report documented groundwater sampling activities conducted by ATC in November 2022. Petroleum related compounds were detected above the 2L Standards in monitoring wells MW-1, MW-2, MW-4, DMW-1, and DMW-3. None of the petroleum concentrations exceeded the GCLs. ATC completed a fate and transport model to evaluate the risk for specific exposure pathways to determine if the site is a candidate for site closure. ATC concluded that based on the results of the groundwater sampling event, the fate and transport modeling, the plume stability analysis, and the upgradient location of WSW-3; there does not appear to be any risks to WSW-3 from the release at the site. On February 27, 2023, NCDEQ issued a letter indicating that a No Further Action status would be considered if two additional groundwater sampling events confirmed groundwater concentrations below the GCLs. This report details groundwater assessment activities performed in March 2023. 4.0 RECEPTOR INFORMATION Three water supply wells are located within 1,000 feet of the site. Of the three water supply wells identified, one is active for potable use (WSW-3) and one active for non-potable use (WSW-2). Municipal water is available in the site vicinity by the Town of Sanford, except for the property containing WSW-3. A table summarizing water supply well receptor information is included as Table 1. A map depicting a 1,000-foot radius and identified water supply wells is included as Figure 3. 5.0 GROUNDWATER CHARACTERIZATION 5.1 GROUNDWATER LEVELS Depth to groundwater measurements were collected from monitoring wells MW-1, MW-2, MW-4, MW-9, DMW-1, DMW-2, and DMW-3 on March 30, 2023. Monitoring well construction details and current and historical groundwater elevation data are summarized in Table 2. Depth to groundwater in the shallow monitoring well network ranged from 3.33 feet in MW-9 to 12.60 feet in MW-2. Depth to groundwater in the deep monitoring well network ranged from 9.37 feet in DMW-2 to 18.84 feet in DMW-1. Based on the March 2023 groundwater elevation data, the shallow groundwater flows in the northwesterly direction (from MW- 1 towards MW-9), and the deep groundwater flows in the southwesterly direction. Groundwater elevation contour maps are included as Figure 4A and 4B. 5.2 GROUNDWATER QUALITY Groundwater samples were collected from select monitoring wells MW-1, MW-2, MW-4, MW-9, DMW-1, DMW-2, and DMW-3 on March 30, 2023. During the sampling event, elevated conductivity and pH readings were measured monitoring wells DMW-2 and DMW-3. The elevated conductivity and pH in DMW-2 and Coca-Cola Sanford Incident No. 42099 June 23, 2023 Page 6 of 7 ATC Project No. COCOLASAN9 The Coca-Cola Company DMW-3 are the result of interaction between the local groundwater table and the grout material used during the well installation activities. The samples were collected in laboratory-approved containers, packed in ice and delivered under chain-of-custody protocol to SGS North America Inc. (SGS) in Scott, Louisiana for analyses. The samples were analyzed for VOCs by Environmental Protection Agency (EPA) Method 6200B. The laboratory analytical results indicated that benzene, toluene, ethylbenzene, xylenes, methyl tert butyl ether (MTBE), naphthalene, 1,2-dibromo-3-chloropropane, isopropylbenzene, n-propylbenzene, 1,2,4- trimethylbenzene, and 1,3,5-trimethylbenzene exceeded the 2L Standards in monitoring well MW-1. Concentrations did not exceed the GCLs. The laboratory analytical results indicated that benzene and MTBE exceeded the 2L Standards in monitoring well MW-2. Concentrations did not exceed the GCLs. The laboratory analytical results indicated that benzene, MTBE, and naphthalene exceeded the 2L Standards in monitoring well MW-4. Concentrations did not exceed the GCLs. The laboratory analytical results indicated that benzene and MTBE exceeded the 2L Standards in monitoring well DMW-1. Concentrations did not exceed the GCLs. The laboratory analytical results indicated that p-isopropyltoluene exceeded the 2L Standards in monitoring well DMW-3. Concentrations did not exceed the GCLs. Current and historical groundwater analytical data is summarized in Table 3 and Table 4, respectively. Field parameters recorded during the sampling event are included in Table 5. The laboratory analytical report and chain-of-custody forms are included in Appendix A. Dissolved benzene and MTBE isoconcentration contour maps are included as Figures 5 and 6, respectively. A map showing additional contaminants of concern is included as Figure 7. 5.4 WATER SUPPLY WELL SAMPLING ATC collected a sample from WSW-3 on March 8, 2022. The sample was collected in laboratory-approved containers, packed in ice, and delivered under chain-of-custody protocol to SGS North America in Scott, Louisiana for analysis of volatile organic compounds by Standard Method 6200B. The laboratory analytical results indicated the presence of MTBE at a concentration (0.92 µg/L) above the laboratory reporting limit but below the 2L Standards. No other compounds were detected above the laboratory detection limit in the sample. MTBE has historically been detected in WSW-3 at low concentrations. The historical water supply well analytical results are presented in Table 6. Active water supply well (WSW-3 – 1505 Winfield Street) is located 885 feet southeast of the site. The owner indicated that water supply well WSW-3 is 80 feet deep and that they would be willing to connect to the public water supply if it were available. However, according to the Town of Sanford, water lines are not present along Winfield Street that would service the property. 6.0 CONCLUSIONS AND RECOMMENDATIONS ATC has completed a Groundwater Monitoring Report a groundwater sampling event conducted in March 2023 for the Coca-Cola Sanford site located at 1605 Hawkins Avenue in Sanford, Lee County, North Carolina.
