P.O. Box 563 Troy, NC 27371 Re: Notice of Regulatory Requirements 15A NCAC 2L .0407(d) Risk-based Assessment and Corrective Action for Petroleum Underground Storage Tanks Troy BP 104 North Main Street Troy, Montgomery County Incident Number: 29826 Risk Classification: Intermediate Ranking: I-220-A Dear Mr. Harris: The UST Section received a Groundwater Monitoring Report on June 12, 2023, and the report was approved on June 30, 2023. After reviewing the data, the UST Section sees the need to extend 3-5 additional borings (preferably direct push) up to 35’ (if needed) below land surface to obtain soil sample data from a depth of 20’ and into the smear zone. The final sample at depth should be at or near the TPH action limit. This data will be helpful in providing contaminant mass thickness for injection consideration. In addition to the additional monitoring well proposed in the recommendations, the UST Section also requests a downgradient monitoring well to be constructed far enough beyond PEMW-3 for plume delineation purposes. Lastly, it is agreed that a comprehensive sampling event should be conducted, and all data submitted in the Monitoring Report format. It is hoped once this information is available, then consideration can be given to pilot tests using injections towards a Corrective Action Plan.
