Church Street, Laurinburg, NC 28352 Facility ID: 00-0-0000008343 County: Robeson Risk/Rank: I-175-D USTs: Commercial / Regulated (3 gasoline USTs excavated 1991) Non-Commercial / Non-Regulated (one 550 heating oil reportedly remains) CURRENT PROPERTY OWNER Name: William David Cox Mailing Address: 8980 Hasty Road., Laurinburg, NC 28352 CIRCUMSTANCES FOR STATE LEAD CLEANUP The responsible party, Cooper Petroleum Co., Inc., dissolved on March 3, 2023. RECEPTORS THREATENED OR CONTAMINATED None known. EMERGENCY ACTIONS NECESSARY No HISTORY AND CHRONOLGY Cox Exxon is located at 620 East Church Street in Laurinburg, Scotland County, North Carolina. The property is owned by William David Cox and operates as an automotive repair shop. According to available information, one 2,000-gallon gasoline, one 3,000-gallon gasoline and one 4,000-gallon gasoline USTs were removed from the site on May 31, 1991, by Cooper Petroleum Co., Inc. No closure documents exist for the tank removal beyond a lab analytical report from MicroBac Labs, dated May 9, 1991, and indicated significant detections of TPH GRO from the tank basin; and a single paged document from Cooper Petroleum dated October 1, 1991, vaguely explaining what took place. One 550-gallon heating oil UST (behind building and not associated with gasoline UST basin) is reportedly still in use at the site (no known or reported release from this heating oil tank). Mark Creel with NCPMA supervised the installation of four MWs with MW-2 constructed as a 4” recovery well. At the time, free product was measured in MW-2, MW-3 & MW-4. Allied Environmental Services, Inc., was hired to complete a CSA for the site and during this timeframe an additional five MWs were constructed both on and off site (total of 10). Between 1991 and 2000, there are documents from Cooper Petroleum which appears to indicate internal staff were baling and collecting free product. At some point during or shortly after year 2000, the incident is assumed to have been incorrectly ranked Low Risk as there is no further documented site work. During BR19 review, I realized the error and reclassified the incident to Intermediate based on the historical free product. A NORR was issued on January 13, 2020, to submit a Monitoring Report. On April 26, 2022, five monitoring wells (MW-10 through MW-14) were installed by Geological Resources, Inc., to aid in defining the free product plume at the site. The monitoring wells were installed with 20-foot screened intervals to 25 feet total depth BGS. On April 26, 2022, groundwater samples collected from MW-6, MW-9, MW-11, MW-12, and MW-13 and were submitted for laboratory analyses of VOCs using EPA Method 6200B. Benzene exceeded the GCL in MW-11 and free product was observed in MW-3, MW-4, MW-10, and MW-14. Free product was hand bailed from MW-3, MW-4, MW-10, and MW-14 on April 26, 2022. A total of 1.37 gallons of free product was recovered during the April 2022 hand bailing activities. Recovered free product was transferred to a drum that was staged on-site. At the conclusion of the hand bailing activities, absorbent socks were installed in MW-3 and MW-4. Data was submitted in a Monitoring Report (MRP), dated May 31, 2022. During the intervening period since the May 2022 MRP, I was informed that Cooper Petroleum, Inc., did not have the funds necessary for the needed scope of additional free product delineation and vertical soil profile borings into the smear zone. The administratrix for the Estate of Robert C. Cooper, dissolved the corporation. RECOMMENDED ACTIVITIES Acceptance into Trust Fund Branch for a contractor assignment. KEC suggests the above-mentioned vertical soil profile borings into the smear zone with UVF/TPH analysis to determine secondary source within the former UST basin that needs excavation as the initial step for product recovery. Clearly there is a highly impacted smear zone continuing to feed the LNAPL across the site. ADDITIONAL NOTE Geological Resources, Inc., had obtained an Access Agreement from the property owner, William David Cox, signed and dated November 26, 2021. This access agreement also contains a telephone number for the property owner. With this, it is with some confidence that the Trust Fund Branch should not have any difficulties in attaining another agreement for UST Section purposes. The assessment activities are being conducted at the direction of the North Carolina Department of Environmental Quality (NCDEQ). It is our understanding that you are the owner of the property identified as parcel number 01-0053-06-055 in Scotland County. In order to complete the assessment, GRI, in conjunction with NCDEQ, has determined that it is necessary to install two Type II monitoring wells and collect ground water samples at your property. Cooper and the agents the right to enter said property in accordance with the requirements of the State of North Carolina. The Estate of Robert C. Cooper's agents may include Geological Resources, Inc. The undersigned hereby covenant and warrant that they are the sole owners of said property; that they solely have the right to grant this right to enter for conducting subsurface investigations against the lawful claims of all persons whomsoever. It is agreed that The Estate of Robert C. Cooper shall be responsible for restoring any damage done to the ground of said property by its employees or its agents during the subsurface investigation and monitoring period, and that The Estate of Robert C.
