PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: N/A OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 ADDITIONAL COMMENTS 1. Semiannual groundwater monitoring was performed for the facility as required. Records for 1st and 2nd semiannual sampling events for 2019, 2020, 2021, 2022, and 2023 were verified. 2. Methane monitoring is performed monthly at the facility. Records for sampling events performed on 8/23/21, 10/18/21, 12/2/21, 2/18/22, 9/20/22, 10/21/22, 11/21/22, 12/19/22, 1/18/23, 2/21/23, 3/24/23, 4/19/23, 5/18/23, 6/29/23, 7/20/23, 8/16/23, 9/19/23, 10/13/23, 11/14/23, 12/13/23, 1/5/24, and 2/15/24 were verified. 3. A gate was provided at the entrance to the facility to prevent unauthorized access. 4. The landfill has an active landfill gas extraction system. All gas is routed to a flare located on the south side of the landfill. 5. Since the previous inspection, Catawba County had completed a landfill cap improvement project which included placing additional soil on the western portion of the landfill cap and installation of a landfill gas cut off trench with passive vents along the northwestern perimeter of the landfill. The CQA for the cap improvements was approved by the Solid Waste Section on July 19, 2023. All areas of work were permanently stabilized at the time of inspection. 6. No areas of significant settling were observed on the landfill. 7. The landfill was stabilized with native vegetation at the time of inspection. 8. A leachate outbreak with bare soil was observed near the crest of the landfill slope on the east side of the landfill approximately 100-feet northeast of extraction well #77. Flow had absorbed back into the soil just a short distance from the point where the leachate originated. No leachate was observed leaving the landfill footprint. Please ensure this outbreak is evaluated and the area repaired and stabilized with a permanent groundcover sufficient to restrain erosion. 9. Edge-of-waste markers were in place around the footprint of the landfill. 10. A portion of the groundwater monitoring wells were observed during the inspection. The following concerns were found: Well Number Comments MW-3 Lock needed. Need to remove soil from surface of concrete pad. MW-7A Need to install metal identification plate. MW-13 Concrete pad is cracked and in need of repair. MW-15 Need to remove soil from surface of concrete pad. MW-16 Need to remove soil from surface of concrete pad. MW-16A Need to remove soil from surface of concrete pad and replace damaged lock. MW-18 Need to replace broken lock. MW-24 Need to install metal identification plate. MW-24D Need to install metal identification plate. MW-27 Need to remove soil from surface of concrete pad. OW-1 Could not confirm existence of concrete pad. May be covered with soil. Install metal identification plate. OW-3 Could not confirm existence of concrete pad. May be covered with soil. Please remove soil from concrete pad if present or provide concrete pad if not installed. Additional wells observed with no concerns found included MW-1, MW-20, MW-25, MW-26, and MW-26-D. 11. Monitoring wells MW-5 and MW-19 are monitored for groundwater elevations and were observed during the inspection. Accumulated sediment needs to be removed from the concrete pad of MW-5. No concerns were observed for MW-19. 12. Additional wells were observed which are currently not monitored. These included MW-2A, MW-4, MW-7, MW- 8, MW-22, OW-2, and MW-24D. All wells currently not monitored should remain locked and be labeled with a metal identification plate. MW-8 Need to install lock and metal identification plate. MW-22 Repair damaged cover and provide a lock.
