Please find the attached Conditional Notice of No Further Action (NFA) letter,
issued by the North Carolina Department of Environmental Quality (NCDEQ) on
June 30, 2023. The NFA indicates that petroleum compounds were found in soil
and/or groundwater at the property located at 409 Whisnant Street, Shelby,
North Carolina. The NCDEQ has issued the incident a low risk classification.

In order for this NFA letter to become valid, public notice must be performed. This
letter and the attached letter entitled “Conditional Notice of No Further Action”
fulfill the public notice requirement for this NFA to become final.
