(AECOM) on behalf of Speedway, LLC (Speedway) has prepared this Site Check Report for Speedway Store No. 7961 (Site), located at 3950 Hickory Boulevard, Granite Falls, Caldwell County, North Carolina (NC). This Site Check is for a suspected release that occurred at the Site:  On December 6, 2022, during a third-party inspection, the PUL spill bucket failed the triennial hydrostatic test. The premium Emco spill bucket failed due to a damaged liner. On December 13, 2022, Tideland Construction and Petroleum (Tideland) (Speedway’s maintenance contractor) removed the existing PUL and RUL spill buckets and replaced them. The PUL and RUL both passed spill bucket integrity testing done by Tideland on December 13, 2022. On March 30, 2023, a Site Check was conducted. AECOM, on behalf of Speedway, contracted IET (Innovative Environmental Technologies) to advance one soil boring in proximity to the RUL UST. Four soil samples (SB-1 5-10’, SB-1 15-20’, SB-1 25-30’, and SB-1 30-35’) were collected from the soil boring and analyzed for volatile organic compounds (VOCs) using EPA Method 8260D, and for volatile petroleum hydrocarbons (VPH) using Massachusetts Department of Environmental Protection (MADEP) method. Chloromethane was detected in soil sample SB-1 25-30’ at a concentration that exceeded the Residential Maximum Soil Contaminant Concentration (MSCC) Level. Note that the concentration did not exceed the Industrial MSCC and there were no other exceedances of the Residential and Industrial MSCCs. Chloromethane at shallower and deeper depths do not exceed residential MSCC. The exceedance is either contained to a specific area or a lab error. Historically, one environmental case has been associated with the property. Incident 28495 was opened due to the discovery of leaking piping and submersible pumps in the vicinity of the UST basin as a result of onsite maintenance activities and closed in 2016 with a groundwater restriction. The incident number was briefly re-opened in 2018 due to a submersible turbine pump (STP) sump leak that was later closed following system repairs and replacement of the piping and dispensers. Based on the lack of detections above Residential MSCC and the vertical delineation of chloromethane, AECOM, on behalf of Speedway, recommends no further action in regard to the failed PUL spill bucket concerns. Introduction As required by the NCDEQ, AECOM prepared this Site Check Report for the Speedway 7961 (Site), located at 3950 Hickory Boulevard, Granite Falls, NC. AECOM conducted a site check on March 30, 2023. The following report summarizes the investigative actions. A copy of the UST-17B Form associated with failed hydrostatic testing on the PUL spill bucket on December 6, 2022, is included in Appendix A. On December 6, 2022, during a third-party inspection, Crompco LLC determined the PUL spill bucket failed triennial integrity testing due to a damaged liner. Speedway submitted the UST-17B Form to NCDEQ on December 6, 2022. 2.4 Release information On December 6, 2022, during a third-party inspection, the PUL spill bucket failed the triannual hydrostatic test. The premium Emco spill bucket liner seemed to be damaged as water dropped to zero in three seconds. On December 13, 2022, Tideland Construction and Petroleum (Tideland) (Speedway’s maintenance contractor) removed the existing PUL and RUL spill bucket, installed new OPW DWSB on RUL and PUL fill, and installed new OPW overfill tube on the PUL. The PUL and RUL both passed spill bucket integrity testing done by Tideland on December 13, 2022. The site has one associated historical release – Incident #28495 – that was initially reported in February 2007 due to the discovery of leaking piping and submersible pumps resulting from onsite maintenance and was closed in December 2016 with restriction of groundwater use. The incident number was briefly re-opened in 2018 due to a AECOM 2-2 Speedway 7961, Granite Falls, NC – Site Check Report April 2023 submersible turbine pump (STP) sump leak that was later closed following system repairs and replacement of the piping and dispensers. 2.5 Site Observations On March 30, 2023, AECOM oversaw the installation one soil boring: soil boring SB-1 was installed to approximately 35 feet bgs. Soils were screened at five-foot intervals using a photoionization detector (PID). PID readings ranged from 0.4 parts-per-million (ppm) to 24.5 ppm. Four soil samples were collected by choosing the portion of the boring with the greatest PID screening from every 10 feet. AECOM 3-3 Speedway 7961, Granite Falls, NC – Site Check Report April 2023 3. Site Investigation 3.1 Soil Sample Collection Prior to borehole advancement, the locations were marked by a private utility contractor and One Call was notified. The boring was hand-cleared to five feet bgs. PID readings ranged from 0.4 ppm to 24.5 ppm located at 30-35 feet bgs. Four soil samples were collected from the soil boring installed at approximately 5-10, 15-20, 25-30, and 30-35 feet bgs. The sample location is illustrated in Figure 1.The soil samples were analyzed for VOC 8260 and MADEP VPH. Groundwater was not encountered. Soil boring logs, which include site geology, are included as Appendix C. Soil consisted of reddish-brown silty sand with dark lenses and sandstone fragments from the ground surface to 35 feet bgs. 3.2 Sample Results 3.2.1 Soil Sample Results No petroleum hydrocarbons were detected at concentrations exceeding the Residential or Industrial Maximum Soil Contaminant Concentration (MSCC) Levels with the exception of chloromethane which exceeded the residential MSCC at 25 to 30 feet bgs. Summary The following activities have been conducted at the Site:  Chloromethane exceeded NCDEQ’s Residential MSCC. No other compounds exceeded residential MSCCs.  A groundwater NORP is present on the property. Based on the lack of detections above Residential MSCC and the vertical delineation of chloromethane, AECOM, on behalf of Speedway, recommends no further action in regard to the failed PUL spill bucket concerns. If the tightness test results are fail, then you must repair or replace your UST system and conduct a site check in accordance with 15A NCAC 2N .0603. 2 Provide sales receipts or other comparable documentation that shows fuel was being dispensed from the UST during the test. 3 Provide invoices (with a description of the work completed) or other documentation that shows the equipment has been repaired. 4 Correct your leak detection results using the correct tank chart and submit copies with this form. 5 Repair the UST in accordance with the manufacturer’s instructions or a national standard (e.g., PEI API 1631) and conduct a site check in accordance with 15A NCAC 2N .0603. If the UST is not repaired, then it must be permanently closed in accordance with the latest version of the UST Sections Guidelines for Tank Closure. 6 Correct your leak detection results using the amount your meter was adjusted following calibration and submit copies of the meter calibration and leak detection results with this form. 7 Conduct a tightness test (e.g., hydrostatic test) of the sump and submit the test result along with this form. If the test results are fail, then you must repair or replace the containment sump and conduct a site check in accordance with 15A NCAC 2N .0603. 8 Submit documentation from your UST equipment contractor explaining how they determined the UST was tilted. Correct your leak detection results using a tank chart adjusted for the tilt and submit with this form.
