Groundwater Concentrations Appendices Appendix A: Field Notes Appendix B: Laboratory Analytical Reports and Chain-of-Custody Documentation Introduction This report presents the results of the May 2023 Groundwater Monitoring (GMR) event conducted for the FCE-1426 located at 5445 Asheville Highway in Hendersonville, North Carolina. This GMR was required by the North Carolina Department of Environment Quality (NCDEQ). The location of the site is indicated on a USGS topographic map in Figure 1. Figure 2 presents a site map that shows the sample locations. Skinner Parkway, Ste 290 Jacksonville, FL 23356 Telephone: (904) 955-0399 Initial Abatement Activities A Site Check was completed on September 27, 2022, by Singleton Environmental, Inc. (SEI). The Site Check discovered elevated benzene and naphthalene in the groundwater at SB-1 near the regular #2 spill bucket in Figure 2. Mr. Kevin Kusmerik with Southeast Energy, LLC. contracted SEI to complete the Phase II Limited Site Assessment required by NCDEQ. On November 7, 2022, SEI mobilized to the site to install a monitoring well at the SB-1 location. A soil and groundwater sample from the SB-1 location were collected and submitted for risk-based analysis. On January 10, 2023, SEI mobilized to the site to install three additional monitoring wells (MW-2, MW-3, and MW-4). Soil and groundwater samples were collected from each location. On May 12, 2023, SEI mobilized to the site to collect groundwater samples from the four monitoring wells and a stream sample from the adjacent tributary to Mud Creek. Risk Characterization Based on these risk classification guidelines, the property meets the criteria for high risk due to the benzene and toluene exceeding 10 times (10 X) the NCAC 2B surface water standards. Receptor Information SEI personnel completed a water supply well survey near the site on November 8, 2022, by searching surrounding properties for wells and water meter connections within 1,500 feet of the site. The following bullets summarize other receptor information regarding this site: • Public water supply is available in the vicinity of the site from municipal water supplies. • The site is not located in a wellhead protection area. • Two water supply wells are located within 1,500 feet from the source area. They are located over 900 feet to the northwest and upgradient from the site (Figure 3). • Mud Creek is located approximately 1,800 feet to the southwest. A seasonal creek borders the eastern property boundary at the site. The property containing the release is zoned commercial. The surrounding properties contain commercial and residential development. Site Geology and Hydrogeology According to the Geologic Map of North Carolina (1985), the local geology consists of Henderson Gneiss which is located to the southeast of the Brevard Fault Zone inside the Chauga Belt. A soil boring log is included in Appendix B. On November 7, 2022, monitoring well MW-1 was advanced to a depth of 15 feet. On January 10, 2023, monitoring wells MW-2, MW-3, and MW-4 were advanced to depths of 15 feet. Each monitoring well was installed with 10 feet of PVC screen and 5 feet of solid PVC riser. The depths to groundwater on January 11, 2023, ranged from 4.78 ft/bgs in MW-1 to 7.63 ft/bgs in MW-2. On January 11, 2023, all monitoring wells were surveyed to determine the groundwater flow direction at the site. Groundwater flows to the south-southwest from the source area toward Mud Creek (Figure 3). Sampling Results Soil On November 7, 2022, SEI collected additional samples from the SB-1 location at a depth of 5.5 ft-bgs just above the groundwater surface. Soil sample MW-1-Soil was submitted for laboratory analysis of volatile organic compounds (VOCs) by EPA Method 8260 and volatile petroleum hydrocarbons (VPH) by MADEP method. Analytical results from MW-1-Soil detected concentrations of benzene and naphthalene above the soil-to-groundwater MSCCs. None of the compounds detected exceeded the residential or commercial MSCCs. On January 10, 2023, SEI collected soil samples during the installation of monitoring wells MW-2, MW-3, and MW-4 at depths ranging from 5.0 ft/bgs to 6.0 ft/bgs just above the groundwater surface. Soil samples MW-2-Soil, MW-3-Soil, and MW-4-Soil were submitted for laboratory analysis of VOCs by EPA Method 8260 and VPH by MADEP method. Analytical results from soil sample MW-2-Soil detected concentrations of benzene and naphthalene above the soil-to-groundwater MSCCs. None of the compounds detected exceeded the residential or commercial MSCCs. Analytical results from soil samples MW-3-Soil and MW-4-Soil did not detect any concentrations exceeding the soil-to-groundwater MSCCs. Refer to Table 1 for a summary of the concentration levels. Groundwater On November 7, 2022, monitoring well MW-1 was installed in the location of SB-1 in the Site Check Report. MW-1 was installed to a depth of 15 ft-bgs. On November 8, 2022, a sample was collected and submitted for laboratory analysis of volatile organic compounds (VOCs) by EPA Method 6200B. Analytical results from MW-1 detected concentrations of benzene, naphthalene, and total xylenes exceeding the NCAC 2L MSCCs. None of the compounds detected exceeded the gross contamination MSCCs. On January 10, 2023, monitoring wells MW-2, MW-3, and MW-4 were installed at the site. Monitoring wells MW-2 and MW-4 were installed in the assumed downgradient location and MW-3 was installed in the assumed upgradient location. All three monitoring wells were installed to a depth of 15 ft-bgs. On January 11, 2023, a sample was collected from monitoring wells MW-1 through MW-4 and submitted for laboratory analysis of VOCs by EPA Method 6200B and VPH by MADEP Method. Each monitoring well sample was collected using a new clear PVC bailer after three well volumes were purged, and the wells had almost recharged. On February 9, 2023, SEI collected a surface water sample (SW-1) from the seasonal stream bordering the southeastern side of the property. The sample was analyzed for VOCs by EPA Method 6200B and VPH by MADEP Method. Analytical results from SW-1 did not detect any concentrations above the minimum laboratory detection levels. On May 12, 2023, SEI collected groundwater samples from monitoring wells MW-1 through MW-4. Each monitoring well sample was collected using a new clear PVC bailer after three well volumes were purged, and the wells had almost recharged (Field Notes are in Appendix A). A surface water sample was also collected from the Mud Creek tributary. The samples were analyzed for VOCs by EPA Method 6200B. Laboratory analysis detected concentrations exceeding the NCAC 2L and NCAC 10 X 2B standards in MW-1, MW-2, and MW-4. None of the compounds detected exceeded the NCAC 2L gross concentrations. Laboratory analysis did not detect any compounds above the NCAC 2L or 10 X 2B standards in MW-3. Laboratory analysis did not detect any compounds exceeding the NCAC 2B surface water standards in SW-1. Refer to Table 2 for a summary of the groundwater and surface water concentration levels. Conclusions and Recommendations The results of this investigation indicate the soil and groundwater located at the FCE-1426 located at 5445 Asheville Highway in Hendersonville, North Carolina, contains compounds in the soil exceeding the soil-to-groundwater MSCCs and groundwater exceeding the NCAC 2L MSCCs and 10 x 2B surface water standards; however, none of the compounds exceed the residential or gross MSCCs. The concentration levels in monitoring wells MW-1, MW-2, and MW-4 all increased during the last quarter. Concentrations were detected in surface water sample SW-1; however, they were below the 2B surface water standards. Based on the information provided in this Groundwater Monitoring Report, NCDEQ will determine the next course of action at the site.
