This site is permitted only for operations that are conducted in accordance with the representations made in the approved application, with all conditions attached to this permit, and with all of the provisions of 15A NCAC 1313.0800 -- Septage Management. Failure to operate as permitted may result in the Department suspending or revoking this permit, initiating action to enjoin the unpermitted operation, imposing administrative penalties, or invoking any other remedy as provided in Chapter 130A, Article 1, Part 2 of the North Carolina General Statutes. This facility shall be maintained and operated in a manner that will protect the assigned water quality standards of both surface and ground waters. 2. Leaks and spills are the responsibility of the Permittee and shall be immediately contained, cleaned up, and treated to prevent any contamination of the surrounding area. Any solids from leaks or spills shall be disposed of in a manner consistent with the NC Solid Waste Management Rules. 3. The method for controlling odors described in the approved application for this permit must effectively minimize odors created by the operation of this facility as required by 15A NCAC 13B .0838(g). 4. Erosion and runoff control measures shall be implemented to prevent migration of soil or wastes off this facility. The installation of groundwater monitoring wells or a leak detection system may be required at the discretion of the Division of Waste Management. 5. This permit shall not affect the applicability of any statutes, rules, regulations, or ordinances that may be imposed by other local, state, or federal government agencies that may have jurisdiction over this facility. 6. This permit may be modified or reissued at any time to incorporate any conditions, limitations, and/or monitoring requirements the Division deems necessary to adequately protect the environment and public health. 7. This facility consists of two below ground concrete tanks, one 1,500-gallon and one 1,000-gallon, for the storage of domestic septage discharged from recreational vehicles that are not being used as permanent residences. Storage or treatment of any liquid or solid wastes other than those specified in the approved application for this permit is prohibited. 8. This facility shall only be operated under the supervision of Dixon Landing RV Resort staff. The Division shall be notified of any changes to this facility or its' operation prior to implementation. This facility shall be maintained to prevent the overflow of septage from the septage detention tanks. The Permittee is responsible for contacting a permitted Septage Management Firm for the removal of septage from the detention tank. 10. This permit shall expire on September 14, 2024. Renewal or modification of this permit shall be in accordance with 15A NCAC 13B .0837 (n) or (q). An application for permit renewal shall be submitted at least ninety (90) days prior to the permit renewal date. 11. Records shall be maintained in accordance with the Septage Management Rules. These records shall be made available to a representative of the Division upon request. 12. Any duly authorized officer, employee, or representative of the Division may, upon presentation of credentials, enter and inspect any property, premises, or place on or related to the facility, at any reasonable time for the purpose of determining compliance with this permit; may inspect or copy any records that must be kept under the conditions of this permit; or may obtain samples of groundwater, surface water, or leachate. 13. No building above ground will be constructed. 5. An explanation of how septage will be discharged into and removed from the facility (use additional paper to explain, if necessary): RV dump station. Gravity discharge from RVs into a concrete septage storage tank of at least 1500 gallon capacity. Septage will be pumped out by a licensed and permitted septage haulage company to be disposed in a licensed and permitted waste site. Storage tank will have no drainage. Storage tank will be monitored daily for volume. 6. An explanation of how any leaks or spills at the facility will be cleaned and how odors will be controlled (use additional paper to explain, if necessary): Spills on the concrete drain pan will be rinsed with water into the drain. Outside of drain pan spills will be vacuumed up and emptied into the drain. Solids will be picked up and disposed of within the county solid waste system in plastic waste bags. Larger spills will be treated with hydrated lime if need. Extreme leaks or spills, Local HAZMAT will be contacted and spill contained until response. III. Certification I hereby certify that: 1. Granstboro, NC 28529 RE: Engineering inspection and review of installation of septic tank and holding tank at Dixon Landing RV Resort Dear Mr. Muller: I have completed my inspection and review of the installation and vacuum testing of the subject dump station tank assembly. The 1500 gallon septic tank and the 1000 gallon overflow tank were properly installed by a qualified installer and the completed tanks were tested for vacuum (pressure) using properly adjusted pump equipment and witness gauges. The tanks were tested to 5 in Hg and held that vacuum without leaking. I witnessed the above installation and vacuum test on Wednesday August 9, 2023 and hereby certify the results as of that day.
