S;Sol id Waste\cla\septage\forms\SDTF-Application & Authorization\SDTF Permit Application -Jan 2016.docx Rev 01-07-16 Application for a Permit to Operate a Septage Detention or Treatment Facility IL(4) The request for a modification of permit is based on the addition of (1) a new 21,000-gallon frac tank, and (2) a grease dump tank to allow for the screening of trash while unloading from the pump truck. Otherwise, the remaining tanks currently permitted remain in use, and include the following: • One 4,500-gallon tank used for storage of water that is removed from the septage dewatering process. • One 13,700-gallon tank used to store grease trap pumpings. • One 24,000-gallon tank used as a decanted water holding tank. • One 24,500-gallon tank used for grease trap pumpings. • One 12,000-gallon tank used to store finished treated water. • One 12,000-gallon tank used for untreated septage. With these changes, this allows for a combined total of 111,700 gallons of on - site storage for untreated and treated domestic septage, including portable toilet waste and grease trap pumpings. (5) Septage, including portable toilet waste and grease trap pumpings, comes into the facility via a variety of pump trunks, which are offloaded into the appropriate holding tank. Waste is gravity fed from the trucks to the dump tank, and from there is gravity fed into the new 21,000-gallon frac tank. The dewatering process begins when the waste stream is drawn from one of the storage tanks via a self -priming trash pump. Polymer is injected into the stream as it is moved to the dewatering box from a polymer injection system to aid in flocculation. At the dewatering box, the mixture is introduced through a manifold. The polymer causes the solids to flocculate and separate from the liquid. The liquid passes through the screen -lined dewatering box and discharges to the appropriate holding tank. It can then be pumped back into a tanker truck to be transported to the Town of Franklin Wastewater Treatment Plant or land applied under the company's Septage Land Application Site permit (SLAS-57- 04). The solids that accumulate in the dewatering box are eventually hauled to the Macon County landfill or can be composted. Any leaks/ spills are immediately cleaned up, solids are pumped up and the spill site is treated with hydrated lime. There are some on -site odors at the tank sites, but they do not affect any nearby any residential areas. Macon County Department of Solid Waste Management 109 Sierra Drive, Franklin, North Carolina 28734 Phone: (828) 349-2100; Fax: (828) 349-2185 Email: cstahl maconnc.or April 21, 2020 To whom it may concern: B&B Concrete of Franklin provides grease -trap cleaning services to businesses in Macon County. These wastes are then taken to their on -site, permitted, facility for composting. From time -to -time, forces necessitate the disposal of the composted materials; and/or the dewatered solids. After discussion with NCDEQ, it has been determined that these wastes can be accepted at the MSW Landfill (Permit #57-03), in Franklin. Wastes delivered must be able to pass a paint filter test for disposal, but no additional testing is required. Should future regulatory requirements warrant; additional testing or processing may be required. In such an event, B&B Concrete will be notified and the Solid Waste Department will work with the same to keep both facilities in compliance. Should you have any further questions or require additional information regarding the acceptance of these wastes at the MSW Landfill, please do not hesitate to contact me at your convenience. Septic and Grease Operations and Maintenance Procedures March 2025 (revised for proposed addition of frac tank) Process Step 1: Septic or grease is delivered to the site by company pumper trucks. Step 2: Depending upon the load, trucks park alongside the appropriate existing dump tank (there is one for septic and three for grease - the -substance s ere never mid) and the individual load is dumped using flexible hose via gravity flow from the truck into the appropriate dump tank. The three grease dump boxes are used as needed to dump to individual grease tanks as needed for screening purposes. Step 3: For septic, the load is dumped into a screening tank, where it first crosses a metal grate and trash is captured. Once there, it then flows through a six-inch Schedule 40 pipe to an existing 12,000-gallon storage tank. It is stored there until removed by a pump truck, where it is either (1) land applied as permitted under Permit SLAS-57-04 or (2) taken and disposed of at the Town of Franklin Wastewater Treatment Plant, where the company is authorized to discharge septage to a wastewater treatment facility under Permit SMF-NCS- 02200. NOTE: The company is permitted to run this waste through its onsite dewatering process used for grease and can do s❑ but has opted not to at this time. Trash that is captured by the screening grate is removed by raking, either with a rake or a thatcher, The trash is then placed in a plastic storage bin, where it is removed as needed and placed into a backhoe bucket. That load is then deposited into a commercial dumpster, which is serviced by a local company (AB Disposal) and hauled to and deposited into the Macon County Landfill in Franklin. Step 4: For grease, a new 21 000-g__Wl0n frac tank Witt become the primary reast-atorage fa iC lity, with the existing 13,700-gallon and 24,000-gallon tanks tobe used as needed. However, anew dump tank (in addition to the other two) with a screen will be located immediately adjacent to the frac tank and wilt accept the grease from the truck. Once screened, it will flow from there via a six-inch Schedule 40 pipe to the frac tank. In the new tank, a pump will be used to pump grease to the polymer injection unit using either a two-inch or three- inch flexible hose, where it then flows through the unit and is then distributed into an adjacent dewatering box that sits ❑n a covered concrete pad. The grease is contained in a 30-yard decant hopper, and the water is allowed to drain from the box onto a spill proof concrete pad. The water then gravity flows from the pad through a four -inch gravity -flow line into a 24,000-gallon storage tank. It can also be pumped from the 24,000-gallon tank to a 12,000-gallon storage tank earmaked for treated water as needed. From there, the water can be loaded onto a pump truck and then either land applied under the SLAS-57-04 permit ❑r it can be hauled to the Town of Franklin WWTP and discharged. Step 5: Once the grease in the decant hopper is full and has been allowed to sufficiently dry, the box is unhooked from its associated piping (which is cleaned and the runoff drained back into the permitted tank) and is loaded onto a "roll -off" container truck owned by the company. It is transported on -site to a concrete pad used for composting, where it is dumped and mixed with wood chips. At this point, the company can either load the new mixture into a dump truck which hauls it to the Macon County Landfill or it can be turned into compost under Permit 5705 (Type 3 Solid Waste Compost Facility). Step 6: Once the box is cleaned with a pressure washer (which takes place on the spill proof concrete pad on which it normally sits so that the wastewater can drain directlyto the storage tank), all associated lines are reconnected, and the process can start over. Cold Weather Procedures: In the event ❑f freezing temperatures, any and all hoses used for any of the steps noted above are disconnected, drained, cleaned and then stored to prevent issues with frozen materials. Spill Containment/Clean Up: In the unforeseen event of a spill of either septic ❑r grease, the contaminated area will be cleaned immediately using hydrated lime and/or mulch using hand tools ❑r a backhoe (which is always on site). Any spilled material will be disposed of properly. s r March 20, 2024 APPLICATION FOR A PERMIT TO OPERATE A SEPTAGE DETENTION OR TREATMENT FACILITY ; Q North Carolina Department of Environmental Quality q Division of Waste Management — Solid Waste Section 1646 Mail Service Center, Raleigh, NC 27699-1646 Operator and Facility Information 1.
