(BLE) has completed a Corrective Action Performance Report (CAPR) in association with the former Terrell Bait Shop facility in Terrell, North Carolina (herein referred to as “Site”). The purpose of the CAPR is to document the effectiveness of the soil and groundwater remediation system in operation at the Site. The CAPR was prepared in general accordance with the North Carolina Department of Environmental Quality (NCDEQ) NCDEQ Underground Storage Tank (UST) Section Corrective Action Guidelines dated January 19, 2021, and BLE Proposal No. P23-1962 dated October 18, 2023. In 2014, soil and groundwater petroleum impacts were discovered as a result of releases from a 3,000-gallon diesel UST, 4,000-gallon gasoline UST, and a 12,000-gallon gasoline UST. The release led to significant groundwater impacts north of the Site with free product thicknesses ranging from 3.98 feet to 4.89 feet. An air sparge (AS) and soil vapor extraction system (SVE) utilizing three AS wells and two SVE wells is currently being employed to remove free product and reduce the dissolved petroleum concentrations to below Gross Contamination Levels (GCLs). The remediation system was activated on February 7, 2018 and deactivated, according to Mr. Kelly, sometime around August 2019. The system was reactivated on March 11, 2022. The CAPR documents the operation and performance of the remediation system from June 28, 2023 to December 31, 2023. Both the SVE system and AS system operated approximately 100% of the available run time. During the groundwater sampling event summarized in the Monitoring Report, groundwater samples were collected and analyzed from 10 monitoring wells. Free product was not detected in the monitoring wells and is considered to have been eliminated from the Site. No Gross Contamination Level (GCL) violations were identified during the current sampling event. Several petroleum compounds, including benzene, naphthalene, and 1,2,4-trimethylbenzene, were identified in groundwater samples collected from one or more monitoring wells at concentrations in exceedance of the North Carolina Groundwater Quality Standards (2L Standards). During the operational period discussed as part of this CAPR (June 28, 2023 to December 31, 2023), approximately 1,083 pounds of petroleum hydrocarbons (9.64 pounds as benzene) were removed from the soil and groundwater via the SVE system. A review of the benzene mass in groundwater data indicates that approximately 0.57 pounds of benzene have been removed from just groundwater between June 2023 to December 2023. A review of the historical groundwater data indicates that the groundwater remediation system is effectively reducing the groundwater petroleum impacts. BLE recommends that the operation of the remediation system be continued. Corrective Action Performance Report January 30, 2024 Terrell Bait Shop, Terrell, Catawba County, North Carolina BLE Project No. J22-17256-07 3 of 7 3.0 SITE HISTORY AND CHARACTERISTICS 3.1 Property Information The Site is located at the intersection of Sherrills Ford Road at NC Highway 150 in Terrell, Catawba County, North Carolina. The location of the Site is noted on Figures 1 and 2, in Appendix B. Figure 3, Appendix B depicts the approximate location of the former UST system and the monitoring and remediation wells. The Site is a 0.28-acre parcel that is part of a 36-acre tract owned by Mr. Charles Connor. 3.2 Site History A retail fueling station formerly operated on the subject property from 1978 until May 2014, when the UST system components were permanently removed. A release of petroleum products leading to soil and groundwater impacts was documented from the UST system. 3.3 UST Information UST I.D. Petroleum- impacted soil was documented in association with two (2) gasoline USTs (4,000 gallons and 12,000 gallons) and one (1) 3,000-gallon diesel UST. 3.6 Site Characteristics • Land Use of the Site: The Site is currently vacant and does not have a usage. The convenience store structure has been demolished and only the soil and groundwater remediation system resides on-Site. • Land Use of Surrounding Area: The surrounding area is a mix of light commercial and residential. Corrective Action Performance Report January 30, 2024 Terrell Bait Shop, Terrell, Catawba County, North Carolina BLE Project No. J22-17256-07 4 of 7 • Topography: The surface topography generally slopes to the northeast. • Vegetation/Surface Cover: The Site’s surface includes concrete and asphalt pavement west and south of the former convenience store structure and grass/weeds north and east of the former convenience store structure. • Surface Water: No surface water features were identified within 1,000 feet of the release area. • Wells: There are six active water supply wells within 1,000 feet of the release area. • Buildings: No buildings are currently on-Site. • Depth to Nature of Bedrock: A soil boring has been completed to 70 feet below grade (BG) and bedrock was not encountered. 3.7 Geology/Hydrogeology The Site is divided between the Charlotte Belts and Kings Mountain with the upper three to seven feet of silty clay overburden before transitioning to saprolite. Bedrock has not been encountered at the Site, but according, to Mr. Richard Kelly, Geologist with Southern Geological Services, in the March 28, 2019 Corrective Action Performance Report (CAPR), the depth to bedrock is likely around 75 to 80 feet BG. Mr. Kelly further noted in the CAPR that the depth to bedrock at the Terrell Shell incident, located south of NC Highway 150, was around 85 feet BG. The Site slopes to the northeast toward Beaverdam Creek; however, no surface water bodies are present within 1,000 feet of the release area. The depth to groundwater at the site is approximately 40 feet BG and is documented to generally flow to the north. The Site is generally surrounded by properties utilized for light commercial and residential purposes. Specifically, the adjacent property to the south-southeast is operated as a United States Postal Service office and Terrell Camping Center, a recreational vehicles dealership. Based on a 2018 updated receptor survey performed by Southern Geological Services, there are six active water supply wells within 1,000 feet of the release area. Five of the active water supply well wells are located upgradient of the Site and the remaining well is located downgradient of the Site and approximately 950 feet from the release area. Corrective Action Performance Report January 30, 2024 Terrell Bait Shop, Terrell, Catawba County, North Carolina BLE Project No. J22-17256-07 5 of 7 4.0 REMEDIATION SYSTEM OPERATION The petroleum-impacted soil and groundwater are currently being remediated using AS and SVE. The remediation system is comprised of three AS wells that receive compressed air from a 3 horsepower (HP) air compressor and two SVE wells that supply influent air to a Roots-style blower driven by a 5 HP motor. The remediation system primarily focuses on reduction in contaminant concentrations in the vicinity of monitoring wells MW-2, MW-10 and MW-16, as this area has historically exhibited the greatest degree of petroleum impacts. On January 3, 2018, and prior to beginning remedial actions, the free product thickness in MW-2, MW-10, and MW-16 measured 3.98 feet, 4.89 feet, and 4.85 feet, respectively. 4.1 Equipment Operation Data Table 1, Appendix C summarizes the operational data collected during a portion of July to December 2023. During the period, the SVE and AS systems each operated 100% consistently with generally no down time. 4.2 Mass Removal by Soil Vapor Extraction On September 28, 2023 and December 13, 2023, samples were collected from the emission stream from the soil vapor extraction system and analyzed for benzene, toluene, ethylbenzene, total xylenes (BTEX), methyl tert-butyl ether (MTBE), and total petroleum hydrocarbons (TPH) by Method 18. The results of the emission sampling is summarized in Table 1 and the laboratory report is included in Appendix D. Using the emission sampling data, BLE estimated the total mass of BTEX (150 pounds), MTBE (0.04 pounds), and TPH GRO (1,083 pounds) removed by the system during the operational period herein. The results are summarized in Table 2. 4.3 Total Gallons of Water Treated The remediation system treats an unspecified volume of petroleum-impacted groundwater within the unconfined aquifer using AS and SVE techniques. The benzene isoconcentration data generated by Southeastern Geological Services from May 2023 and December 2023 was utilized to estimate the reduction in benzene from the Site’s groundwater. The analysis is summarized in Table 3, Appendix C and indicates that the benzene mass was reduced by approximately 0.57 pounds from May 2023 to December 2023. The change in benzene mass was estimated using the following method and assumptions: • The surface area between the isoconcentration contour lines prepared by Southeastern Geologic were estimated by GIS Methods. • The surface area for each isoconcentration interval was multiplied by the estimated depth of contamination (assumed to be 25 feet). Assuming an estimated porosity of 0.30, the total volume of groundwater between each isoconcentration line is calculated. • The average compound concentration within an isoconcentration interval is calculated. For example, if the isoconcentration interval is between the 1 microgram per liter (g/L) isoconcentration line and the 5,000 g/L isoconcentration line the average compound concentration for the isoconcentration interval would be 2,500 g/L. Corrective Action Performance Report January 30, 2024 Terrell Bait Shop, Terrell, Catawba County, North Carolina BLE Project No. J22-17256-07 6 of 7 • The average compound concentration within an interval is multiplied by the total volume of groundwater within the same interval, resulting in the contaminant mass within the isoconcentration interval. • The contamination masses within each isoconcentration interval are added together to obtain the total contaminant mass in the unconfined aquifer. • For this report, the total benzene mass based on the laboratory analytical results from the current sampling event was compared to the total benzene mass based on the laboratory analytical results from the prior sampling event to determine the change in total benzene mass. Corrective Action Performance Report January 30, 2024 Terrell Bait Shop, Terrell, Catawba County, North Carolina BLE Project No. J22-17256-07 7 of 7 5.0 CONCLUSIONS From July 28, 2023, to December 31, 2023, the SVE and AS systems operated approximately 100% of the available run time. The emissions data from the SVE system indicated that approximately 1,082.56 pounds of petroleum hydrocarbons (9.64 pounds as benzene) was removed from the soil and groundwater via the SVE system from June 2023 to December 2023. A review of the benzene mass in groundwater data indicates that approximately 0.57 pounds of benzene has been removed from groundwater from May 2023 to December 2023. The most recent groundwater sampling event did not identify free product in the Site’s monitoring wells. Additionally, no monitoring wells exhibited a GCL exceedance of petroleum compounds. A review of the historical groundwater data indicates that the groundwater remediation system has significantly reduced the groundwater petroleum impacts. BLE recommends that the operation of the remediation system be continued. Appendix A Supplementary Groundwater Report A summary follows: MW-1: benzene at standard / TEX/MTBE < standard, MW-2: benzene & naphthalene > standard but < GCL / TEX/MTBE < standard, MW-4: BTEX/MTBE non detect, MW-6: benzene & naphthalene > standard but < GCL / TEX/MTBE < standard, MW-7: BTEX/MTBE non detect, MW-8: BTEX/MTBE non detect, MW-10: naphthalene > standard but < GCL / TEX < standard (B < 2.5 ppb), MW-11: BTEX/MTBE non-detect, MW-12: benzene and naphthalene at standard / TEX/MTBE < standard, and MW-16: benzene and naphthalene > standard but < GCL / TEX/MTBE < standard. A comparison with the last sampling event follows. MW-1: minor changes: benzene increase / xylenes and MTBE decrease, MW-2: BTEX/MTBE decrease, MW-4: remain non-detect, MW-6: BTEX/MTBE minor increases, MW-7: BTEX/MTBE remain non-detect, MW-8: BTEX/MTBE remain non-detect, MW-10: minor changes: toluene and ethylbenzene decrease and xylenes increase, MW-11: BTEX/MTBE remain non-detect, MW-12: insignificant changes: BTEX increase and MTBE decrease, MW-16: BTEX/MTBE significant decreases.. 1.3 Sampling Protocol The monitor wells were sampled with new, disposable bailers after purging three well casing volumes. The samples were placed in laboratory provided vials, fixed with a chain of custody, and placed on ice for immediate delivery to PACE Analytical. B. FREE PRODUCT Free product was initially present in MWs 2, 10, and 16. The product has been removed, none has been present since December 2018. C. SOIL REMEDIATION – not applicable D. GROUNDWATER REMEDIATION The AS/SVE system was activated on March 11, 2022. It is maintained by Bunnell Lammons Engineering (BLE). Mr. David Loftis of BLE prepared the Corrective Action Performance Report for this period E. CONCUSIONS The plume has been restricted to a narrow band that follows the MWs 2-10-16-12 line; the contaminant levels have been greatly reduced in the plume. Since activating the system, contaminant concentrations in this band have had significant decreases noted in single sampling events. MW-10 had a large decrease from the 12-21 event to the 6-22 event. MWs 2 and 12 had large decreases from the 6-22 event to the 11-22 event. These large decreases have held. This sampling event showed a similar such drop in the MW-16 concentrations. The following show an overall positive trend: (1) consistent low contaminant levels in MW-1 after initial high levels, (2) free product has been eliminated, (3) sharp contaminant decreases in MWs 2, 10, 12, and 16, (4) steady decrease in contaminant levels to non detect in MW-7, a step out well to the north-northwest, and (5) decrease in contaminant levels in MW-6, thus narrowing the plume.
