(AECOM) on behalf of Speedway LLC (Speedway) has prepared this Groundwater Monitoring Report for former Speedway Store No. 7971 (Site), located at 1343 Rock Barn Road, Conover, Catawba County, North Carolina.Figure 1 shows the Site location and Figure 2 details the Site plan. The site is currently in use as a non-Speedway truck stop, convenience store and retail petroleum dispensing facility, and operates two 20,000-gallon diesel fuel underground storage tanks (USTs), one 12,000-gallon regular unleaded gasoline UST, and one 10,000-gallon premium unleaded gasoline UST. There are two separate releases (gasoline and diesel fuel) associated with this facility. The gasoline release was reported in September 2007 and the diesel fuel release was reported in January 2010. A Corrective Action Plan (CAP) proposing air sparge/ vapor extraction (AS/VE) for the gasoline release was prepared in October 2009 and implemented thereafter but did not address the diesel fuel release since the release had not been discovered at that time. An initial New Technology Cleanup Plan (NTCP) proposing mobile multi-phase extraction (MMPE) in conjunction with monitored natural attenuation (MNA) of groundwater was prepared and approved for the diesel fuel release in August 2010. A total of twenty-four MMPE events were conducted at the site following approval of the NTCP, with several of the event times split between the diesel fuel and gasoline release areas. The North Carolina State Trust Fund then indicated that the total costs of MMPE events had approached the purchase price of a dual phase extraction (DPE) system and, therefore, the Trust Fund would no longer authorize additional rental costs. As a result, a subsequent NTCP was prepared and approved for the installation of a mobile DPE system to address both the gasoline and diesel fuel releases. A mobile DPE system was installed at the site and started for the first time on November 2, 2018, to address both the gasoline and diesel fuel releases. In July 2022, AECOM took over remediation responsibilities for the Site and began procedures for restarting the system. The DPE system was in the off-cycle stage when the site transition from MAA to AECOM occurred in June/July 2022. In November 2022 the DPE system was restarted, and regular operation and maintenance (O&M) activities were performed by AECOM staff. Since August 2023, the DPE system has been shut down due to poor DPE performance. In lieu of the poor DPE system performance and lack of LNAPL recovery, a MMPE event was scheduled for September 18 through 22, 2023 to target monitoring wells with significant apparent LNAPL thicknesses. The MMPE activities resulted in the recovery of an estimated 80 gallons of LNAPL as liquid and 19.59 gallons of LNAPL as vapors. This recovery effort warranted a review of the remedial technologies used to target the subsurface LNAPL plume on site. This NTCP has been prepared to evaluate the surfactant injection with subsequent MMPE events as an alternative remedial technology for the LNAPL plume onsite. The damaged line was repaired and WilcoHess (owner/operator at the time) replaced all UST containment sumps, underground product lines and dispenser sumps. A 24-hour Release and UST Leak Reporting Form was submitted to the NCDEQ, Division of Waste Management (DWM), UST Section, Winston- Salem Regional Office on September 20, 2007, and the site was assigned incident number 36396. In January 2010, diesel fuel LNAPL was detected for the first time in monitoring well MW-3, which is located near the truck diesel fuel dispensers. Since then, the extent of the diesel fuel LNAPL plume has expanded to include several additional monitoring wells. AECOM 3 Speedway 7971 Conover, NCNew Technology Cleanup Plan January 2024 On July 6, 2020, Pilot (the current operator of the store) reported a release of diesel fuel from Dispenser #18 to NCDEQ. LNAPL was present in the under-dispenser containment (UDC) and it was determined that the source of the fuel was a leaking meter. The UDC did not pass subsequent hydrostatic testing. It is un-known how long the meter was leaking, but NCDEQ has determined that this release is considered commingled with the existing diesel release, Incident number 36396. On March 13, 2023, Pilot contracted with Southern Pump and Tank Company to repair a leaking flex line within the tank #3 auto diesel submersible turbine pump (STP) containment sump. On March 17, 2023, Pilot reported a failed hydrostatic test on tank #3 auto diesel line STP sump. In April 2023 a site check was performed with advancement of soil boring in the vicinity of tank #3. Soil samples were collected for TPH-DRO/GRO and indicated concentrations were not reported above state standards. A Site Check report was submitted by ATC Associates of North Carolina, P.C. for Pilot on May 4, 2023. On June 22, 2023, a Notice of No Further Action was issued to Pilot to the response of the Site Check conducted for the failed hydrostatic test of the diesel STP sump in March of 2023. AECOM 4 Speedway 7971 Conover, NCNew Technology Cleanup Plan January 2024 3 Site History and Characterization The following sections provide information on the USTs operated at the Site and follows the general outline established in UST Section Assessment Guidelines (NCDEQ, 2021a), UST Section Corrective Action Guidelines (NCDEQ, 2021b) and Guidelines for Site Checks, Tank Closure, and Initial Response and Abatement for UST Releases (NCDEQ, 2021c) using the Comprehensive Tables for Corrective Action Guidelines Tables (NCDEQ, 2022). 3.1 Underground Storage Tank Systems UST owner operator and other responsible party information are provided in Table 1. A summary of current and former USTs maintained at the Site is provided below and summarized in Table 2. According to the Catawba County, North Carolina Geographic Information System (GIS) mapping service, the current property owner of the subject site is listed as PFJ Southeast LLC. On October 1, 2014, Speedway purchased the site from WilcoHess. 3.2 Aboveground Storage Tank Systems No aboveground storage tank systems (ASTs) are currently present on site. Based on available information, no ASTs have historically been present at the Site. 3.3 Historical Releases No information on releases other than Incident 36396 is available for this Site. 3.4 Site Characteristics The location of the Site is shown on a portion of the United States Geological Survey (USGS), Topo USGS 7.5 Minute Topographic: Newton, NC (2019) digital raster graphic file (Figure 1). The layout of the Site is found on Figure 2. The Site is currently operational. The Site is occupied by a PFJ convenience store with gasoline and diesel operations. The site is located at 1343 Rock Barn Road, Conover, North Carolina and is accessed from Rock Barn Road, located Southeast of the site. Various commercial and residential properties surround the Site. 3.4.1 Zoning/Receptor Information The Site and adjoining properties are currently zoned Residential and business (Catawba GIS Viewer). Receptor information for the site was documented in Mid-Atlantic Associates Inc (Mid-Atlantic)’s (Speedway’s former consultant) May 15, 2008, Phase II Limited Site Assessment (LSA) Report and amended in Mid-Atlantic’s CAP dated October 8, 2009. A receptor survey update was not completed for this phase of work. For additional details, please refer to the LSA report and CAP report. 3.4.2 Site Geology and Hydrogeology Site geology was evaluated based on historic (Mid-Atlantic) and current investigations. The site is located within the interlayered rocks of the Carolina Inner Piedmont Belt. The site appears to be in a predominantly metamorphic rock formation described as “Metamorphosed’. In general, the soils encountered at the Site consist of reddish-brown, light brown, reddish-orange and black silty clays, and clayey silts, generally getting coarser-grained with depth in the first sixty feet and then become partially weathered rock and bedrock at approximately eighty feet. Based on the results of the June 2023 gauging event, groundwater flow is to the north, which is generally consistent with historical groundwater flow. AECOM 5 Speedway 7971 Conover, NCNew Technology Cleanup Plan January 2024 4 Receptor Information 4.1 Water Supply Wells The previous consultant (Mid Atlantic) conducted a water supply well survey in 2008 to identify the presence of water supply wells within a 1,500-foot radius from the Site and is documented in Mid-Atlantic’s May 15, 2008, Phase II LSA Report and amended in Mid-Atlantic’s October 8, 2009, CAP. 4.1.1 Private Water Supply Wells It was confirmed that two water supply wells are present within 205 feet of the source areas of the releases, one used for drinking (user has municipal connection used for everything but drinking water), and one reportedly not in use. Seven wells were identified between 250 and 1,000, one for drinking, three used for irrigation or cleaning, and three not in use. And five wells were identified between 1,000 and 1,500 feet of the source areas three of unknown use, one for drinking, and one for irrigation. For additional details, please refer to the LSA report and CAP report. 4.1.2 Public Water Systems The Site obtains water from the Conover’s municipal water-supply system, which purchases water from the City of Hickory drawing water from Lake Hickory on the Catawba River (Conover, 2021). Based on currently available information, the properties surrounding the Site receive their municipal water supplies through buried piping that runs beneath the streets and highway easements. A portion of Banner Road according to Conover’s public works department do not receive service after where the line ended at 102 Banner Road. 4.2 Surface Water No surface water was observed on the Site. The nearest off-site surface water is an unnamed tributary of Mull Creek located approximately 1,300 feet to the southwest of the Site. However, drainage from the site appears to be to generally to the northwest towards an unnamed tributary of Lyle Creek. This unnamed tributary is located approximately 2,200 feet north of the source area of the release. 4.3 Wellhead Protection Areas According to the NCDEQ Well Head Protection website, last updated in July 2022, there are no approved wellhead protection plans located in Catawba County. AECOM 6 5 Summary of Remedial Activities Performed to Date Prior to AECOM, Mid Atlantic Associates Inc. (MAA) was Speedway’s environmental consultant and they performed Initial Abatement Actions in 2007 removing approximately 408.63 tons of contaminated soil (MAA, 2015). During 2009 and 2010, MAA performed LNAPL recovery activities by hand bailing and MMPE events. A Corrective Action Plan (CAP) proposing air sparge/vapor extraction (AS/VE) for the gasoline release was prepared in October 2009 and implemented thereafter but did not address the diesel fuel release since the release had not been discovered at that time. A total of twenty-four MMPE events were conducted at the site following approval of the NTCP, with several of the event times split between the diesel fuel and gasoline release areas. As a result, a subsequent NTCP was prepared and approved for the installation of a mobile DPE system to address both the gasoline and diesel fuel releases. A mobile DPE system was installed at the site and started for the first time on November 2, 2018, to address both the gasoline and diesel fuel releases. The DPE system operated with a six month on/off cycle up to July 2022. The DPE system was in the off-cycle stage when the site transition from MAA to AECOM occurred in June/July 2022. In July 2022, AECOM, as Speedway’s consultant, began procedures for restarting the system. In November 2022 the DPE system was restarted, and regular operation and maintenance (O&M) activities were performed by AECOM staff. The system maintained a continuous operation from November 2022 to August 2023, but was plagued with frequent shutdowns and poor LNAPL recovery. To date, a total of 506,157.39 gallons of groundwater was treated with a total operating time for the DPE pump of 13,383.80 hours. During AECOM’s tenure with DPE system O&M activities (November 2022 to August 2023) a total of 116,861.39 gallons of water passed through the DPE system with little (unmeasurable) observed LNAPL and a calculated 0.16 pounds of BTEX vapors recovered at the air stack. The system has remained off since August 2023. The LNAPL plumes within the diesel and gasoline areas continue to exist despite the installation and operation the DPE system. The results of the September 2023 MMPE event and the poor recovery results of the DPE system indicated that the DPE was not sufficiently designed to target the plume in its current state. The DPE system was installed on the edges of the delineated LNAPL plume in the diesel area and does not address the LNAPL plume in the gasoline area. The operation of the DPE system as designed could not achieve its goals and modifications to the system may only provide a slight increase in diesel area LNAPL recovery. A separate system would need to be installed to address the gasoline area LNAPL. From 2009 to 2015 hand bailing and MMPE events have shown success in recovering a combined total of 1,777 gallons of LNAPL from both areas. Based on reviews of the previous consultant’s reports, no observable LNAPL was identified within the DPE system’s external storage tank and approximately 13.54 gallons of LNAPL was removed as vapor from August 2021 to February 2022. From November 2022 to August 2023 no observable LNAPL was identified in the external storage tank and 0.02 gallons of LNAPL as vapor was recovered during O&M period. AECOM 7 6 Proposed Alternative Remedial Method The LNAPL plume in the diesel and the gasoline dispenser areas continue to impact the site with maximum apparent thicknesses of 1.19 feet (MW-25; diesel dispenser area) and 4.33 feet (MW-1R; gasoline dispenser area) recorded during the September 2023 sampling event. These measurements were collected 30 days following the MMPE on MW-3R, MW-22, MW-25, and MW-27. Pre-MMPE LNAPL gauging from those wells indicated a maximum apparent LNAPL of 13.35 feet in MW-3R. The success of the MMPE event indicated that targeting LNAPL wells directly with MMPE events rather than indirectly through less effective DPE wells along the edge of the plumes can be a more viable option to recover LNAPL. Adding surfactant to the MMPE can aid with the recovery of LNAPL by making the sorbed and free LNAPL more miscible with the groundwater for ease of extraction. Figure 3 and Figure 4 detail the LNAPL plumes prior to the September 2023 MMPE event and 30 days after the MMPE event, respectively. Further evaluation of the proposed remedy is discussed in the following sections. 6.1 Selection of Remedial Technology AECOM proposes using surfactant enhanced MMPE events to target each well containing measurable (and historical) LNAPL. The proposed surfactant will be IveySol#103 which will be used in conjunction with MMPE events to increase LNAPL recovery by making the LNAPL more readily available from sorbed material within the subsurface. By injecting the IveySol#103 in each well and allowing a minimum of 12 hours of contact time, sorbed and free LNAPL will be readily available for MMPE recovery activities. The contact time between the free and sorbed LNAPL and IveySol#103 makes the LNAPL more hydrophilic thus allowing for easier recovery of harder to remove sorbed LNAPL and will lead to less rebound of LNAPL during future gauging events. Additional information related to IveySol#13 technology along with case studies is included as Appendix A. 6.2 Applicability of Surfactant Enhanced MMPE Events As discussed in Section 5, MMPE events along with hand bailing activities have recovered more LNAPL than the operation of the DPE system for approximately 1.5 years based on the observed system runtime hours. During the same 1.5 years over 500,000 gallons of water passed through the DPE system with only 13.56 gallons of vapor recovered (based on effluent air samples collected for volatile organic compounds) and no observable LNAPL was recorded in the external storage tank. The September 2023 MMPE recovered 19.59 gallons of LNAPL as vapor and 80 gallons of LNAPL as liquid in 96 hours of operation. The addition of surfactant will increase the sorbed and desorbed LNAPL miscibility allowing it to flow with the groundwater for easier recovery by vacuum extraction. The increased miscibility of the sorbed LNAPL within the smear zone and groundwater table will increase the amount of trapped LNAPL thus reducing the possibility for rebound after the MMPE event is complete. Subsequent groundwater sampling and LNAPL gauging events will monitor the LNAPL rebound. Analysis of the data following the injection/MMPE activities and LNAPL gauging events will determine the need for additional injection/MMPE or single MMPE events. The advantages of performing Surfactant Enhanced MMPE Events:  IveySol#103 can increase the miscibility of trapped and free LNAPL for ease of recovery by vacuum extraction. The IveySol#103 injectate increases biodegradation of contaminants of concern within the groundwater; thus, increasing in-situ biological remediation following injection activities.  MMPEs directly target the LNAPL wells and have a radius of influence enabling additional plume recovery within the middle of the plume instead of along the edge of the plume seen with the DPE system design.  MMPEs simultaneously remediate soil and groundwater within the monitoring well’s immediate vicinity reducing chances for LNAPL rebound.  Recovery of contaminants of concern is greatly increased with the surfactant/MMPE combination. AECOM 8 7 Implementation of the Proposed Remediation Method 7.1 Underground Injection Control Permit Acquisition Upon approval of this NTCP AECOM, on behalf of Speedway, will request an Underground Injection Control (UIC) Permit and complete all required steps to receive the necessary approvals for injection of the IveySol#103 in the targeted monitoring wells. This will be required prior to the start of the proposed remediation activities. 7.2 Performing Surfactant Enhanced MMPE Events AECOM, on behalf of Speedway, and its subcontractor propose the following approach to addressing the LNAPL plumes onsite and will occur over a two week period. Diesel Area Plume: AECOM’s subcontractor (Advanced Environmental Services, Inc. [Advanced]) will perform the IveySol#3 injection and the MMPE event on monitoring wells MW-3R, MW-22, MW-25, and MW-27 over a four day period. On day one a MMPE event will run for approximately 20 hours. On day two, the MMPE will stop and approximately 920 gallons of the IveySol#103 (4% solution) will be injected in the four previously mentioned monitoring wells. The injection will run for 8 to 12 hours followed by at least 12 hours of contact time of the surfactant within each monitoring well followed by day four with approximately 24 hour MMPE operation on all four monitoring wells. Prior to the day one MMPE, AECOM will perform a site wide LNAPL/groundwater gauging event. On the final day of the surfactant enhanced MMPE event, AECOM will perform an additional site wide gauging event. Gasoline Area Plume: Advanced will perform the IveySol#3 injection and the MMPE event on MW-1R, and MW-14R over a four day period. On day one a MMPE event will run for approximately 20 hours. On day two, the MMPE will stop and approximately 460 gallons of the IveySol#103 (4% solution) will be injected in the two previously mentioned monitoring wells. The injection will run for 8 to 12 hours followed by at least 12 hours of contact time of the surfactant within each monitoring well followed by day four with approximately 24 hour MMPE operation on all four monitoring wells. Prior to the day one MMPE, AECOM will perform a site wide LNAPL/groundwater gauging event. On the final day of the surfactant enhanced MMPE event, AECOM will perform an additional site wide gauging event. Post Activities Comprehensive Groundwater Sampling Event: AECOM will perform a comprehensive approximately 30 days after the conclusion of the diesel area plume and gasoline area plume surfactant enhanced MMPE events. Data from all events will be evaluated, and analysis of the site activities will be provided in a groundwater monitoring report. 7.3 Costs for Implementation/Schedule AECOM has received a quote from Advanced Environmental Services, Inc. for the injection of IveySol#103 and MMPE events (one event will be performed in the Diesel Plume Area and one event will be performed in the Gasoline Plume Area). Upon approval of this NTCP AECOM , on behalf of Speedway,will complete a Pre-Approval Authorization Form for all costs associated with the proposed remediation event including costs for the UIC permit, subcontractor costs, and subsequent groundwater monitoring activities. AECOM will schedule the proposed remediation activities as soon as possible following NC Trust Fund approval of this NTCP and acquisition of the UIC permit.
