(GES), on behalf of Murphy Oil USA, Inc. (Murphy) is pleased to provide this Site Check Report summarizing the site check activities completed at Murphy USA Store #7498, located at 1209 1st Avenue North, in Conover, North Carolina, 28613. A Site Location Map is included as Figure 1. A map of the site is included as Figure 2. Site assessment activities were performed in response to the Notice of Regulatory Requirements (NORR) issued by the North Carolina Department of Environmental Quality (NCDEQ) on November 29, 2023, for the suspected petroleum release that was originally reported on September 28, 2023. The NORR directing is included in Appendix A. Background Information The site is identified as NCDEQ underground storage tank (UST) Facility ID 00-0-0000038050. No prior releases have been reported for this site. The site is an active Murphy USA retail petroleum station distributing gasoline and diesel fuel. One (1) 20,000-gallon regular unleaded gasoline UST and one (1) compartmentalized 20,000-gallon (8,000-gallon premium, 12,000- gallon diesel) UST are present at the site. Owner information and UST system information is summarized in Table 1 and Table 2. A suspected release was reported for the site on September 28, 2023, after the premium gasoline spill bucket was found damaged. Guardian Fueling Technologies of Charlotte, North Carolina subsequently replaced the premium spill bucket, and on December 29, 2023, the newly installed premium spill bucket passed UST Spill Bucket Hydrostatic/Vacuum Integrity Testing. The completed NCDEQ UST6D/23A Form is included as Appendix B. Soil Boring/Site Check Activities On January 12, 2024, GES provided subcontractor oversight while Taylor Wiseman & Taylor, Inc. (TWT) performed a private utility locate in the vicinity of the UST system and proposed boring locations. A North Carolina licensed well drilling contractor, Versatile Environmental Resource Company, Inc. (VERCO) was also onsite to advance the proposed soil borings with a Geoprobe Direct Push Technology (DPT) drill rig, but due to a damaged hydraulic line they were unable to use the Geoprobe. Using stainless-steel hand augers, VERCO personnel hand-cleared three (3) soil borings to 8-feet below ground surface (bgs) as close as reasonably possible to the UST/sumps. A site map depicting the boring locations is provided as Figure 3. On January 15, 2024, GES personnel and VERCO mobilized back to the site with the repaired Geoprobe to complete site check activities. Three (3) soil borings (SB-1 through SB-3) were advanced in the previously hand-cleared soil boring locations. In general, the soil borings were located within the grass along the outer perimeter of the UST pit and advanced into native material to a terminal depth of approximately 15-ft bgs in SB-2 and SB-3, and to a terminal depth of 30-ft bgs in SB-1. Soil samples were collected at select intervals for classification, field screening, and potential laboratory analysis. Site Check Report Murphy USA Store #7498 1209 1st Avenue North Conover, NC 28613 Page 2 Recovered soils were split for field screening and laboratory analysis. The portion utilized for field screening was placed in a sealable air-tight bag with head space and allowed to volatilize for approximately 15-minutes at an ambient temperature of approximately 68 degrees Fahrenheit (°F). Field screening was accomplished by using a Honeywell MiniRAE 3000+ photo-ionization detector (PID) calibrated to a 100-parts per million (ppm) isobutylene standard. The tip of the PID was used to pierce the bag and the maximum response was recorded as the headspace was withdrawn. The portion of recovered soils utilized for laboratory analysis was placed into laboratory provided sample containers, labeled with indelible ink, entered into chain-of-custody, and immediately placed into a cooler maintained at approximately 4 degrees Celsius (°C). The samples were transported under standard chain-of-custody protocol to SGS Labs North America Inc. (SGS) of Scott, Louisiana. The native soil type encountered was sandy clay and groundwater was not encountered within any of the soil borings. One (1) soil sample for laboratory analysis was collected from both soil borings SB-2 and SB-3. Since groundwater was not encountered in any of the soil borings, SB-1 was advanced to a terminal depth of 30-ft bgs. Two (2) soil samples for laboratory analysis were collected from soil boring SB-1. Soil boring logs are provided in Appendix C. The soil samples were analyzed for volatile organic compounds (VOCs) via US Environmental Protection Agency (EPA) Method 8260D and Polycyclic Aromatic Hydrocarbons (PAHs) via EPA Method 8015. The analytical results were below NCDEQ action levels. The analytical results are summarized in Table 3. A copy of the laboratory analytical report and chain-of-custody documentation is included in Appendix D and the analytical data with respect to the soil sample locations is included on Figure 4. Records indicate that you are the owner or operator of this UST system. Therefore, you must immediately investigate to confirm the suspected release pursuant to Title 15A NCAC 02N .0603. To achieve compliance with this rule, you must collect a soil sample beneath the spill bucket, if possible. Otherwise, a groundwater sample must be collected as close to the spill bucket as possible. The results of the site check must be received by this office within 30 days of the date of this notice. If a release or discharge is confirmed, a Licensed Geologist or a Professional Engineer, certified by the State of North Carolina, is required to prepare, and certify all reports submitted to the Department of Environmental Quality in accordance with Title 15A NCAC 02L .0103(e) and 02L .0111(e). Failure to comply in the manner and time specified may result in the assessment of civil penalties and/or the use of other enforcement mechanisms. Please note that the aforementioned site investigation efforts described above are routine leak detection procedures required by rule and are not eligible for reimbursement from the Commercial Leaking Petroleum Underground Storage Tank Cleanup Fund (Trust Fund) reimbursement under North Carolina General Statute (G.S.) 143-205.94B(b)(8), (except for portions that are applicable for incorporation into a separate, eligible phase of work, such as an Initial Abatement Action or Limited Site Assessment, etc.).
