The services outlined in this report were performed by our consultant, ATC Associates of North Carolina, P.C. (ATC), in accordance with Task Authorization No. 44219-14, which was approved on February 9, 2021. During the March 4, 2021, selective groundwater monitoring events, groundwater samples were collected from monitoring wells MW-01, MW-02, MW-03, MW-05, and MW-06. Benzene concentrations were detected greater than its North Carolina Gross Contaminant Level (GCL) in the groundwater sample collected from monitoring well MW-01. As recommended in the site’s Corrective Action Plan dated July 8, 2015, semi-annual groundwater monitoring activities will continue with the next event scheduled for mid-August 2021 after an approved PATA for the monitoring is received. During the selective groundwater monitoring event, groundwater samples were collected from monitoring wells MW-01, MW-02, MW-03, MW-05, and MW-06. A concentration of benzene was detected greater than its North Carolina Gross Contaminant Level (GCL) in the groundwater sample collected from monitoring well MW-01. The chemicals of concern appear to be decreasing over time. Semi-annual monitoring should continue. Once the selective groundwater monitoring event yields results below gross contamination levels, ATC will conduct a final comprehensive monitoring event. Should the results of the comprehensive monitoring event be less than GCLs, ATC will request site closure with a Notice of Residual Petroleum. (ATC) to perform selective groundwater monitoring activities at the Former Wilco No. 154 (Speedway No. 6953), located at 3030 North Main Street, High Point, Guilford County, North Carolina. Figure 1 shows the location of the site on part of a United States Geological Survey (USGS) topographic map. The site is currently a used car facility. Figure 2 depicts the site layout including the location of relevant site features. 1.1 Site Background In August 2013, five steel underground storage tanks (USTs) were removed from the site. UST system information is summarized in Table 1. Four 8,000-gallon gasoline USTs were located in a single UST basin, and the 8,000- gallon diesel UST was located in a separate UST basin. All USTs were eight feet in diameter and 24 feet in length. No historical releases or compliance issues are known prior to this incident. Petroleum-impacted soil identified during removal of the UST system prompted submittal of a release report to county and state regulatory agencies. Subsequently, Soil Investigation, Limited Site Assessment (LSA), and Comprehensive Site Assessments (CSAs) activities were conducted at the site. After reviewing the April 2015, CSA report, the Guilford County Department of Public Health and Environmental Risk Assessment (HERA) team requested a Corrective Action Plan (CAP) be prepared for the site to evaluate strategies that would reduce the petroleum constituent concentrations below the Gross Contaminant Levels (GCLs) for groundwater. The North Carolina Department of Environmental Quality (NCDEQ) (formerly North Carolina Department of Environmental and Natural Resources) issued a Notice of Regulatory Requirement (NORR) on May 14, 2015, for the CAP. Speedway’s previous consultant, Simon & Associates, Inc., prepared the CAP and submitted it to the HERA and NCDEQ on July 8, 2015. On August 10, 2015, NCDEQ issued a NORR approving the CAP that recommended quarterly monitored natural attenuation (MNA) activities be performed at the site. These activities included monitoring and sampling of the eight monitoring wells to determine if the dissolved phase petroleum constituent concentrations will naturally attenuate over time. The initial Monitored Natural Attenuation Quarterly Report was submitted on November 30, 2015, and subsequent quarterly reports were submitted. 1.2 Current Activities On February 9, 2021, the NCDEQ issued Task Authorization No. 44219-14 for selective groundwater monitoring activities to be conducted at the site. The task authorization associated with these activities is attached as Appendix A. Monitored Natural Attenuation Report No. 10 Former Wilco No. 154 (Speedway No. 6953) May 11, 2021 ATC Group Services LLC 2 2 Groundwater Sample Collection and Analysis On March 4, 2021, groundwater samples were collected from monitoring wells MW-01, MW-02, MW-03, MW-05, and MW-06. Gauging of these monitoring wells and the site’s remaining monitoring wells was performed using an oil/water interface probe prior to collecting groundwater samples. Recent groundwater elevation measurements are summarized in Table 2, and historical groundwater elevation measurements are summarized in Table 3. During the event, free product was not detected. Water quality information is summarized in Table 4. The groundwater samples were collected in laboratory-supplied containers, entered into chain-of-custody control, placed on ice, and shipped to Pace Laboratories [12065 Lebanon Road, Mt. Juliet, Tennessee 37122, North Carolina Laboratory Certification Number ENV375/DW21704/BI0041, (615) 758-5858] for benzene, toluene, ethylbenzene, total xylenes (BTEX), methyl tert-butyl ether (MTBE), naphthalene, 1,2-dichloroethane (1,2-DCA), and isopropyl ether (IPE) analysis by Environmental Protection Agency (EPA) Method 6200B. Monitored Natural Attenuation Report No. 10 Former Wilco No. 154 (Speedway No. 6953) May 11, 2021 ATC Group Services LLC 3 3 Results 3.1 Site Geology / Hydrogeology The site is located in the Piedmont Physiographic Province of North Carolina. The Piedmont consists of crystalline metamorphic bedrock of Paleozoic age. The shallow subsurface in the Piedmont contains residual soil derived from in-place weathering of the bedrock, and the soil varies in thickness from non-existent at bedrock outcrops to depths of approximately 100 feet below land surface (bls) in areas of readily weathered bedrock. Residual soils vary from structureless soils known as residuum, to soils with light relict rock features known as saprolite, to partially weathered rock, which is often found as a zone immediately above the bedrock. Based on observations made during soil boring activities, the residual soil at the site consists mainly of brown, red, and orange, fine sandy and clayey silt. The current depth to groundwater in the existing monitoring wells ranges from 23.70 feet below land surface (bls) in monitoring well MW-03 to 27.80 feet bls in monitoring well MW-07. Groundwater in the Piedmont is usually first encountered in unconfined or water table conditions in the pores of the residual soils, and such a condition exists at the site. Groundwater becomes increasingly confined to fractures and other planar features of the bedrock as bedrock integrity increases with depth. Natural groundwater quality in the Piedmont is high, and flow rates are variable with zones of higher flow capacity often being found in partially weathered rock or in certain bedrock fractures. Data from Table 2 was used to create a groundwater elevation contour map, which is included as Figure 3. Based on the groundwater elevation contour map, groundwater generally flows northwest, which is consistent with historical groundwater flow. 3.2 Groundwater Analytical Results Results of the most recent laboratory analysis of the groundwater samples collected from the select site monitoring wells are summarized in Table 5 along with the North Carolina regulatory limits for drinking water (North Carolina 2L Standards) and GCLs. A historical summary of groundwater analytical data is included in Table 6. The concentrations of petroleum constituents detected during the two most recent monitoring events are presented in Figure 4. Groundwater analytical results for the samples collected during the current monitoring event indicate the following:  Concentrations of petroleum constituents were detected greater than their respective North Carolina 2L Standards in the groundwater samples collected from monitoring wells MW-01, MW-02, MW-03, MW-05, and MW-06; and  A concentration of benzene was detected greater than its North Carolina GCL in the groundwater sample collected from monitoring well MW-01. A copy of the laboratory analytical report and chain-of-custody documentation is included in Appendix B. Monitored Natural Attenuation Report No. 10 Former Wilco No. 154 (Speedway No. 6953) May 11, 2021 ATC Group Services LLC 4 4 Findings and Conclusions Based on data collected during the recent groundwater monitoring activities, the following conclusions are made: > Free product was not detected in any gauged well during the groundwater monitoring event; > Concentrations of petroleum constituents were detected greater than their respective North Carolina 2L Standards in the groundwater samples collected from monitoring wells MW-01, MW-02, MW-03, MW-05, and MW-06; > A concentration of benzene was detected greater than its North Carolina GCL in the groundwater sample collected from monitoring well MW-01; and > Concentrations of constituents in groundwater appear to be decreasing or holding steady over time. Monitored Natural Attenuation Report No. 10 Former Wilco No. 154 (Speedway No. 6953) May 11, 2021 ATC Group Services LLC 5 5 Recommendations Concentrations of chemicals of concern in groundwater appear to be decreasing or holding steady. Graphs of the chemical concentrations vs time are presented in Appendix C. Benzene is the only chemical of concern that remains above the GCL. Based on the findings and conclusions of this report, the following recommendations are made:  Continued semi-annual monitoring of decreasing chemicals of concern in site groundwater; and  Once selective monitoring yields results below GCLs, a comprehensive monitoring event should occur the following semi-annual period. Once groundwater concentrations are less than GCLs and those levels are maintained for one year without detection of free product, the site should be eligible for a low risk assignment and closure via Notice of Residual Petroleum with deed restriction. Monitored Natural Attenuation Report No. 10 Former Wilco No. 154 (Speedway No. 6953) May 11, 2021 ATC Group Services LLC 6 6 Report Limitations This investigation is intended to be a non-biased assessment of on-site environmental conditions proximate to the location of the former and/or current UST system. Subsurface investigative and remedial methodologies were performed in general accordance with applicable state and federal regulatory requirements. The information presented in this report is based upon site-specific observations, generally accepted geological and environmental consulting practices, and analytical results for environmental samples collected at the time the field investigation was performed. The data presented in this report are believed to represent subsurface conditions at the facility; however, data may not be completely representative of subsurface conditions at every location. ATC assumes no liability arising from environmental impact to, or from, the site, regardless of the date of impact occurrence or findings. This is not intended as a comprehensive explanation, and if you have additional questions please contact your project representative. Results Disclaimer - Information that may be provided by the customer, and contained within this report, include Permit Limits, Project Name, Sample ID, Sample Matrix, Sample Preservation, Field Blanks, Field Spikes, Field Duplicates, On-Site Data, Sampling Collection Dates/Times, and Sampling Location. Results relate to the accuracy of this information provided, and as the samples are received. Abbreviations and Definitions MDL Method Detection Limit. RDL Reported Detection Limit. Rec.Recovery. RPD Relative Percent Difference. SDG Sample Delivery Group. (S) Surrogate (Surrogate Standard) - Analytes added to every blank, sample, Laboratory Control Sample/Duplicate and Matrix Spike/Duplicate; used to evaluate analytical efficiency by measuring recovery. Surrogates are not expected to be detected in all environmental media. U Not detected at the Reporting Limit (or MDL where applicable). Analyte The name of the particular compound or analysis performed. Some Analyses and Methods will have multiple analytes reported. Dilution If the sample matrix contains an interfering material, the sample preparation volume or weight values differ from the standard, or if concentrations of analytes in the sample are higher than the highest limit of concentration that the laboratory can accurately report, the sample may be diluted for analysis. If a value different than 1 is used in this field, the result reported has already been corrected for this factor. Limits These are the target % recovery ranges or % difference value that the laboratory has historically determined as normal for the method and analyte being reported. Successful QC Sample analysis will target all analytes recovered or duplicated within these ranges. Qualifier This column provides a letter and/or number designation that corresponds to additional information concerning the result reported. If a Qualifier is present, a definition per Qualifier is provided within the Glossary and Definitions page and potentially a discussion of possible implications of the Qualifier in the Case Narrative if applicable. Result The actual analytical final result (corrected for any sample specific characteristics) reported for your sample. If there was no measurable result returned for a specific analyte, the result in this column may state “ND” (Not Detected) or “BDL” (Below Detectable Levels). The information in the results column should always be accompanied by either an MDL (Method Detection Limit) or RDL (Reporting Detection Limit) that defines the lowest value that the laboratory could detect or report for this analyte. Uncertainty (Radiochemistry)Confidence level of 2 sigma. Case Narrative (Cn) A brief discussion about the included sample results, including a discussion of any non-conformances to protocol observed either at sample receipt by the laboratory from the field or during the analytical process. If present, there will be a section in the Case Narrative to discuss the meaning of any data qualifiers used in the report. Quality Control Summary (Qc) This section of the report includes the results of the laboratory quality control analyses required by procedure or analytical methods to assist in evaluating the validity of the results reported for your samples. These analyses are not being performed on your samples typically, but on laboratory generated material. Sample Chain of Custody (Sc) This is the document created in the field when your samples were initially collected. This is used to verify the time and date of collection, the person collecting the samples, and the analyses that the laboratory is requested to perform. This chain of custody also documents all persons (excluding commercial shippers) that have had control or possession of the samples from the time of collection until delivery to the laboratory for analysis. Sample Results (Sr) This section of your report will provide the results of all testing performed on your samples. These results are provided by sample ID and are separated by the analyses performed on each sample. The header line of each analysis section for each sample will provide the name and method number for the analysis reported. Sample Summary (Ss)This section of the Analytical Report defines the specific analyses performed for each sample ID, including the dates and times of preparation and/or analysis.
