(AECOM) on behalf of Speedway, LLC (Speedway) has prepared this Groundwater Monitoring Report for Speedway Store No. 6953 (Site), located at 3030 North Main Street, High Point, Guilford County, North Carolina (NC). The Speedway No. 6953 / WILCOHESS #154 facility (formerly Spanky’s One Stop) was moved to 3010 North Main Street, approximately 150 feet to the southeast. As part of the Site closure activities, the underground storage tanks (USTs), product lines, dispensers, and canopy were removed in May through September 2013. Speedway is the responsibility party for the environmental release from Incident No. 44219. On November 9, 2019, the Site was sold by Williams Properties II LLC to MacDonald Ventures, LLC. Currently, MacDonald Auto Sales operates an automotive dealership onsite. The Site is operational with an office building, former car wash, shed, and used car lot. This report includes the groundwater sampling conducted in November 2022. In July 2013, petroleum-impacted soil was identified during the removal of the UST system, prompting a release report to county and state regulatory agencies. An incident number was assigned to the Site (Incident No. 44219). No historical releases or compliance issues are known prior to this release. Five steel USTs were removed from the Site in August 2013 – four 8,000-gallon gasoline USTs from one basin and one 8,000-gallon diesel UST from another basin. Each of the five USTs were 8 feet in diameter and 24 feet in length. A subsequent soil investigation dated August 2013, Limited site Assessment (LSA) dated April 2015 and two Comprehensive Site Assessments (CSAs) dated August 2014 and April 2015, respectively were conducted at the Site to confirm the extent of contamination. On May 14, 2015, the NCDEQ issued a Notice of Regulatory Requirement (NORR) for a Corrective Action Plan (CAP). In addition, the Guilford County Department of Public Health and Environmental Risk Assessment (HERA) requested a CAP be prepared to evaluate strategies to reduce the petroleum constituent concentrations to below the Gross Contaminant Levels (GCLs) for groundwater. Speedway’s previous consultant, Simon & Associates of North Carolina, Inc. (Simon), prepared the CAP and submitted it to the HERA and NCDEQ on July 8, 2015. On August 10, 2015, NCDEQ issued a NORR approving the CAP that recommended quarterly monitored natural attenuation (MNA) activities be performed at the Site. These activities included monitoring and sampling monitoring wells at the Site to determine if the dissolved phase petroleum constituent concentrations will naturally attenuate over time. A mobile multi-phase extraction (MMPE) event was completed in July 2017 to assist in the reduction of groundwater contaminant concentrations in monitoring wells MW-1 and MW-3. The initial MNA quarterly report was submitted on November 30, 2015. On November 14, 2022, four monitoring wells (MW-1, MW-2, MW-3, and MW-4) were gauged, purged, and sampled by AECOM field staff. The groundwater samples were analyzed for Volatile Organic Compounds (VOCs) via Environmental Protection Agency (EPA) Method 6200B. All reported contaminant concentrations were below the GCL except for benzene in monitoring well MW-01. LNAPL was not detected in any of the wells gauged onsite. The Site was issued incident No. 44219. 3-1 Speedway 6953 High Point, NC Groundwater Monitoring Report February 2023 3 Site History and Characterization The following sections provide information on the USTs operated at the Site and follows the general outline established in Guidelines for Assessment and Corrective Action for UST Releases (NCDEQ, 2021a) and Guidelines for Site Checks, Tank Closure, and Initial Response and Abatement for UST Releases (NCDEQ, 2021b) using the Comprehensive Tables for Corrective Action Guidelines Tables (NCDEQ, 2022). 3.1 Underground Storage Tank Systems Five steel USTs were removed from the Site in August 2013 – four 8,000-gallon gasoline USTs from one basin and one 8,000-gallon diesel UST from another basin. The Site is currently in use as a used automotive dealership. UST owner/operator and other responsible party information and UST system and other release information are included in Tables 1 and 2, respectively. According to the Guilford County, North Carolina Geographic Information System (GIS) mapping service, the current property owner of the subject site is listed as MacDonald Ventures, LLC while Speedway remains the responsible party of the USTs. 3.2 Aboveground Storage Tank Systems No aboveground storage tank systems (ASTs) are currently present on site. Based on available information, no ASTs have historically been present at the Site. 3.3 Historical Releases No historical releases or compliance issues are known prior to the incident. The Site was issued incident No. 44219. One incident (Incident No. 45350) was reported in December 2019 to an active Speedway gas station southeast of the Site. The incident was closed in March 2020. 3.4 Site Characteristics The location of the Site is shown on a portion of the United States Geological Survey High Point West / Kernersville, NC (2022) digital raster graphic file (Figure 1). The layout of the Site Plan is found on Figure 2. The site is located at 3030 North Main Street, High Point, NC and is accessed from North Main Street, located west-southwest of the Site, and Northside Court, located east-northeast of the Site. The Site currently operates as a used automotive dealership, MacDonald Auto Sales. The Site is operational with an office building, former car wash, shed, and used car lot. Various commercial and residential properties surround the Site. 3.4.1 Zoning/Receptor Information The Site and adjoining properties are currently zoned Residential and business (Guilford County GIS Viewer). In January 2015, a receptor survey was completed as part of a LSA to identify the presence of water supply wells within a 1,500-foot radius from the Site. Within the LSA, the receptor survey is cited in the CSA report dated April 2015. All residents of the City of High Point are required by law to be serviced by municipal water and are prohibited from using any pre-existing domestic water supply well. 3.4.2 Site Geology and Hydrogeology Site geology was evaluated based on historic and current investigations completed by previous consultants and AECOM. The Site is located in the Piedmont Physiographic Province of North Carolina. The Site is underlain by crystalline, Paleozoic-age metamorphic rock. The shallow subsurface contains residual soil derived from in-situ weathering of bedrock, and the soil varies in thickness from non-existent at bedrock outcrops to depths of 3-2 Speedway 6953 High Point, NC Groundwater Monitoring Report February 2023 approximately 100 feet below ground surface (bgs) in areas of weathered bedrock. Soils underlying the site range from structureless soils (residuum) to soils with light relict rock features (saprolite), to partially weathered rock (found as a zone immediately above the parent bedrock). Based on past investigations by the previous consultant, soils at the site consist mainly of brown, red and orange fine sandy and clayey silt. Groundwater is encountered at approximately 28.38 feet bgs. Based on the results of the November 2022 gauging event, groundwater flow is to the west/northwest, which is generally consistent with historical groundwater flow. Historical groundwater elevations are summarized on Table 3, and a groundwater elevation map (Figure 3) was constructed based on the November 2022 gauging results. The hydraulic gradient, as measured from monitoring well MW-03 to MW-04, is 0.038 ft/ft [(968.54 - 964.71)/102.00]. (Simon), conducted a receptor survey as part of an LSA to identify the presence of water supply wells within a 1,500-foot radius from the Site. Within the LSA, the receptor survey is cited in the CSA report dated April 2015. 4.1.1 Private Water Supply Wells All residents of the City of High Point are required by law to be serviced by municipal water and are prohibited from using any pre-existing domestic water supply well according to a CSA report dated April 2015. All streets within 1,500 feet of the site were field verified during the receptor survey as being serviced with public water utilities. 4.1.2 Public Water Systems The Site obtains water from the City of High Point, which gets its water supply from High Point Lake (also known as Oak Hollow Lake), approximately 1.5 miles east and topographically downgradient from the Site (High Point, 2021). Based on currently available information, the majority of properties surrounding the site receive their municipal water supplies through buried piping that runs beneath the streets and highway easements. 4.2 Surface Water No surface water was observed on the Site. No surface water bodies have been identified within 500 feet of the Site. The closest surface water bodies to the Site are Oak Hollow Lake – approximately 1.5 miles east of the Site – and several small tributaries to Rich Fork Creek, approximately 0.25 to 0.5 miles to the west of the Site. 4.3 Wellhead Protection Areas According to the NCDEQ Well Head Protection website, last updated in December 2022, there are no approved wellhead protection plans located in Guilford County. 5-1 Speedway 6953 High Point, NC Groundwater Monitoring Report February 2023 5 Groundwater Investigation During the current monitoring period, activities included groundwater gauging and sampling. Monitor well construction detail information is presented in Table 3. 5.1 Groundwater Gauging On November 14, 2022, monitoring wells MW-1, MW-2, MW-3 and MW-4 were gauged for depth to water and depth to light non-aqueous phase liquid (LNAPL), if present. LNAPL was not observed at the Site. Depths to groundwater ranged from 26.80 to 31.05 feet bgs at monitoring wells MW-3 and MW-4, respectively. Depth to water and calculated groundwater elevations for the current and historic gauging events are included on Table 3. 5.2 Groundwater Sampling Prior to the collection of a groundwater sample for laboratory analysis, the depth to liquid or LNAPL was measured using an electronic oil-water interface probe. If no LNAPL was present, the well was purged of at least three well volumes using a dedicated disposable polyethylene bailer attached to nylon rope. Once the wells had been properly purged, groundwater samples were collected from each location using dedicated disposable polyethylene bailers attached to nylon rope. To collect a sample, the bailer was slowly lowered to a depth just beneath the water surface in the well. The bailer was then recovered, and the contents carefully decanted into laboratory-supplied sample containers, properly preserved, and delivered to Pace Analytical Services, LLC (Pace), a North Carolina-certified laboratory. 5.3 Groundwater Analytical Results On November 14, 2022, four monitoring wells MW-1, MW-2, MW-3, and MW-4 were gauged, purged, and sampled by AECOM field staff. The groundwater samples were analyzed for Volatile Organic Compounds (VOCs) via Environmental Protection Agency (EPA) Method 6200B. All reported contaminant concentrations were below the GCL except for benzene in one monitoring well. Benzene was reported at a concentration of 17,800 micrograms per liter (µg/L) in monitoring well MW-1. Benzene was initially detected at a concentration above the respective GCL of 5,000 µg/L in January 2014 (24,400 µg/L) and has shown a trend of decrease with the lowest concentration recorded in March 2021 (11,400 µg/L). Benzene concentrations have increased slightly since March 2021. LNAPL was not detected in any of the wells gauged onsite. Analytical results are summarized in Table 4. A contaminant of concern concentration map is shown on Figure 4. Laboratory analytical reports are included in Appendix A. 6-1 Speedway 6953 High Point, NC Groundwater Monitoring Report February 2023 6 LNAPL Investigation and Recovery Historically, no LNAPL has been found in any monitoring wells at the Site. 7-1 Speedway 6953 High Point, NC Groundwater Monitoring Report February 2023 7 Discussion Based on analysis of the groundwater samples collected on November 14, 2022, benzene was reported at a concentration of 17,800 µg/L in monitoring well MW-1. Benzene was initially detected at a concentration above the respective GCL of 5,000 µg/L in January 2014 (24,400 µg/L) and has shown a decreasing trend with the lowest concentration recorded in March 2021 (11,400 µg/L). Benzene concentrations have increased slightly since March 2021. LNAPL was not detected in any of the wells gauged onsite. Water level measurements collected from the site indicated that groundwater flow direction corresponded with historical flow direction which has been generally towards the west/northwest. In the 2015 CAP, MNA was selected as the most cost-effective remedial option for the Site. It was estimated that within four to six years the concentration of benzene should be reduced below the GCL with this remedy. Since the first MNA report was submitted in November 2015, the concentration of benzene has been reduced by approximately 30 percent. In accordance with the CAP, AECOM, on behalf of Speedway, recommends evaluating the feasibility and cost of more aggressive treatment options to enhance the MNA remedy. 8-1 Speedway 6953 High Point, NC Groundwater Monitoring Report February 2023 8 References Simon, 2014.
