The field activities for this project consisted of the sampling of seven existing monitor wells and one supply well with the laboratory analyses of the collected groundwater samples. All activities were conducted in accordance with the NCDEQ guidelines and the requirements of 15A NCAC 2L .0115. Free Product: Free product has not ever been detected in any monitor well, boring, or excavation at the site. 2. Contaminant Mass: The contaminant mass in the soil has been calculated from the data collected during the Limited Site Assessment (LSA) and Comprehensive Site Assessment (CSA), which is the most recent soil data collected at the site. The contaminant mass in the soil was calculated to be approximately 4.37 kilograms (kg). The contaminant mass in the groundwater has been calculated from the data of the groundwater samples collected on October 4, 2022. The current contaminant mass in the groundwater was calculated to be approximately 0.0302 kg. The total contaminant mass in the soil and groundwater has been calculated to be approximately 4.4002 kg. This value is less than the historical maximum contaminant mass of 4.8565 kg, calculated during from data obtained during the CSA activities. 3. Maximum Concentrations of Dissolved Groundwater Contaminants: Contaminant Result Well ID 2L Standard C9-C18 Aliphatics 878 ug/L (MW-1) 700 ug/L C9-C22 Aromatics 424 ug/L (MW-1) 200 ug/L 4. Extent of Dissolved Groundwater Contamination: The plume of dissolved groundwater contamination is currently at the smallest extent to date. Historically, the plume has extended from the source area around the USTs down-gradient towards the intersection of NC Highway 87 and Greensboro / Chapel Hill Road. The two main contaminants of concern during the CSA (MTBE and C5-C8 Aliphatics) have decreased to concentrations that are below the 2L Standards in the two impacted monitor wells. MW-1, which is down- gradient of the USTs, currently contains the highest contaminant concentrations. Currently, 2L Violations are only present in MW-1. 5. Remedial Action Plan: There has never been any remedial action plan implemented at this site. However, natural attenuation has been effective at reducing contaminant concentrations at this site. MW-1 contained MTBE at a concentration of 953 micrograms per Liter (ug/L) in 2013. During the most recent sampling event conducted on October 4, 2022, MTBE had decreased to a concentration of 1.3 ug/L. Similar reductions due to natural attenuation have occurred in vertical extent well VEW-1. 7. Impacted Receptors: During the most recent sampling event conducted on October 4, 2022, the supply well serving the store building and the Eli Whitney Fire Department was below the laboratory detection limits for all target compounds by EPA Methods 6200B and VPH. The other supply wells within 1,000’ of the petroleum release source area have never been sampled, but are not considered to be at imminent risk of impact. Snow Camp, North Carolina 1.0 Site History and Characterization 1.1 Introduction Ray’s Quick Stop, LLC formerly owned and operated a facility located at 7610 NC Highway 87 S. in Snow Camp, NC. This property contains one permanent structure that is used as a convenience store which is referred to as Ray’s Quick Stop. Figure 1 illustrates the location of this facility on the Saxapahaw Quadrangle U.S.G.S. Topographic Map. The site currently contains two (2) 8,000 gallon gasoline USTs and one (1) 4,000 gallon gasoline UST which are used for the retail sale of petroleum. Figure 2 illustrates the site layout of this facility and the location of the USTs. Information regarding the ownership of the regulated USTs which are located at this facility is contained in Table 1. Soil contamination at a maximum level of 1,000 milligrams per kilogram (mg/kg) by EPA Method 5030 was detected adjacent to the gasoline USTs during a Phase II Environmental Site Assessment performed in May of 2013. A Phase I and II Limited Site Assessment was submitted to the DWM on December 12, 2013 for this facility. A Comprehensive Site Assessment (CSA) was prepared by Paragon and submitted to the DWM on February 20, 2020. A Supplement to the CSA was prepared by Paragon and submitted to the DWM on July 16, 2015. The site has been ranked as High Risk based on supply wells in use for consumption. Information about the supply wells is contained in Table 2. During the most recent sampling event conducted on October 4, 2022, the supply well serving the store building and the Eli Whitney Fire Department was below the laboratory detection limits for all target compounds by EPA Methods 6200B and VPH. The other supply wells within 1,000’ of the petroleum release source area have never been sampled, but are not considered to be at imminent risk of impact. 1.2 Scope of Services Contained herein are the results of a groundwater sampling event as approved by the NCDEQ in an approved TAF dated September 26, 2022. This Groundwater Monitoring Report contains documentation concerning the following activities which have been conducted at this facility: o Sampling of seven monitor wells and one supply well conducted by Paragon on October 4, 2022. o Laboratory analyses of groundwater samples conducted by Waypoint Analytical, LLC of Charlotte, NC. o The approximate groundwater flow direction and hydraulic gradient at the site calculated by Paragon. Page - 2 2.0 Presentation of Current Site Assessment Information / Comparison to Historical Assessment Information 2.1 Historical Soil Assessment Information On July 15, 2013 one Geoprobe® sample point was advanced near the center gasoline UST to obtain soil samples to complete the LSA requirements. One soil sample was collected for analysis from a depth of 15 feet below the land surface. This soil sample was submitted to Meritech, Inc. for analyses by EPA Method 8260 plus MTBE and IPE. The laboratory analytical results showed no petroleum compounds in excess of the lowest Maximum Soil Contaminant Concentrations (MSCCs). Four additional Geoprobe® sample points were advanced at this facility to delineate the soil contamination in the gasoline tank area. One sample was collected from each Geoprobe® point at depth of 7 ½ feet below surface grade to be submitted to Meritech, Inc. for laboratory analyses by EPA Method 8260 plus MTBE and IPE in addition to Volatile Petroleum Hydrocarbons (VPH). Three of the samples showed Method 8260 compounds and VPH fraction classes in excess of the lowest Maximum Soil Contaminant Concentrations (MSCCs). MTBE was detected at levels which ranged in concentration from a minimum of 0.046 mg/kg to the maximum of 5.01 mg/kg which exceeds the lowest MSCC. No further soil delineation was conducted in the directions which were above the lowest MSCCs due to underground utilities and the store building in those directions at Ray’s Quick Stop. Based on the soil assessment at 7610 NC Highway 87 S., it would appear that most of the gasoline impacted soils are situated beneath the northwest ends of the three existing gasoline USTs. The majority of the contaminated soil underneath the three tanks is also located beneath the shallow groundwater table at the project site. Figure 3 illustrates the soil sample locations and the estimated zone of soil contamination at the Ray’s Quick Stop facility. Figure 3A depicts the soil samples and the contaminant levels in cross-sections A to A’ and B to B’. The results for the “Risk-Based” soil samples obtained at the subject property are summarized in Table 3. 2.2 Ground Water Flow Direction and Gradient In order to estimate the groundwater flow direction in the vicinity of the petroleum release, elevations of the monitor well casings were measured using surveying equipment. Static water levels were obtained from monitor wells MW-1, MW-2, MW-3, MW-4, MW-5, MW-6, and VEW-1 and the data was used to compute a potentiometric surface map. Figure 4 illustrates the current potentiometric surface map as calculated based on the measurements obtained on October 4, 2022 and Table 5 contains the historical groundwater elevation data and monitoring well information. Groundwater data and monitoring well information were also used to estimate the hydraulic gradient at the project site. Using the horizontal distance between the monitor wells and the static water levels, the groundwater was calculated to flow toward the west with a hydraulic gradient of approximately 0.0148 feet per feet. Page - 3 2.3 Monitor Well Sampling and Analyses On October 4, 2022, monitor wells MW-1, MW-2, MW-3, MW-4, MW-5, MW-6, and VEW-1 on the Ray’s Quick Stop property, as well as the supply well that serves the store building and the Eli Whitney Fire Deparment were sampled for analyses utilizing EPA Method 6200B plus MTBE, IPE, EDB, 5 Oxygenates, and Ethanol and MADEP Methods for Volatile Petroleum Hydrocarbons (VPH). Before collecting the samples, the monitor wells were purged by removing a minimum of three well volumes to ensure that the samples were representative of the actual groundwater conditions. The wells were developed using disposable plastic bailers suspended with unused nylon string. The supply wells were purged for a minimum of ten minutes each prior to collection of the samples. Following development of the monitoring wells, groundwater samples were obtained from the disposable bailers. All samples were placed in laboratory supplied glassware, labeled with sample location, analysis to be performed, time, date, and sampler's name. The sample jars were then immediately placed in a cooler and chilled with ice to approximately 4oC in preparation for transportation to the analytical laboratory utilizing EPA approved chain-of-custody procedures. The laboratory analytical results for monitor well MW-1 reported C9-C18 Aliphatics and C9-C22 Aromatics concentrations above the 2L Standards by VPH. C9-C18 Aliphatics were reported at a concentration of 878 micrograms per Liter (ug/L), which exceeds the 2L Standard of 700 ug/L. C9-C22 Aromatics were reported at a concentration of 424 ug/L, which is above the 2L Standard of 200 ug/L. Fifteen other compounds were reported in MW-1 at concentrations above the laboratory detection limits, but below their 2L Standards. The laboratory analytical results for monitor wells MW-2, MW-3, MW-4, MW-5, MW-6, and VEW-1, as well as supply well SW-1 were below the 2L Standards for all compounds according to EPA Method 6200B and VPH. Table 4 summarizes the groundwater analytical results from the sampling event conducted on October 4, 2022. Figure 5 illustrates the groundwater analytical results from the sampling event conducted on October 4, 2022. Figure 6 illustrates the estimated horizontal extent of C9-C18 Aliphatics in the groundwater on an isoconcentration map, and Figures 6A and 6B contain isoconcentration cross-sections for C9-C18 Alpihatics. Figure 7 illustrates the estimated horizontal extent of C9-C22 Aromatics in the groundwater on an isoconcentration map, and Figures 7A and 7B contain isoconcentration cross-sections for C9-C22 Aromatics. The locations of the supply wells are depicted on Figure 8. 2.4 Regional / Site Geology and Hydrogeology The site is situated in the Piedmont Region of the North Carolina Slate Belt. According to the Geological Map of North Carolina local bedrock geology of the region consists of late Proterozoic to Cambrian-aged metamorphosed granitic bedrock. The soils encountered at the project site consisted predominantly of clay with varying amounts of silt. Competent bedrock was encountered at depths ranging between 14 feet and 25 feet below land surface at Ray’s Quick Stop. During the installation of the Type III monitor well, competent bedrock was encountered at a depth of 22 feet below land surface. Page - 4 Field observations showed the soils at the site consist of a variety of textural assemblages as noted: o orange clay with varying silt content o orange to tan clay with varying silt content o orange to white clay with varying silt content Groundwater is noted to be flowing predominantly toward the west according to the data collected on October 4, 2022. The average potentiometric surface gradient has been calculated at approximately 0.0148 feet per feet. During the CSA hydrogeological investigation, three single well rising head tests or "slug tests" were performed on MW-3, MW-4, and MW-5 to determine the saturated hydraulic conductivity of the water table aquifer. The method of Bouwer and Rice (Bouwer and Rice, 1989, 1976) was chosen to reduce the slug test data. A computer program developed by the Geraghty & Miller Modeling Group named Aqtesolv was used to estimate the aquifer parameters. Results of the slug tests indicated hydraulic conductivities of 1.386x10-4 feet/minute in MW-3, 2.222x10-4 feet/minute in MW-4, and 3.133x10-4 feet/minute in MW-5. These results are consistent with published values for silt, loess, and silty-sand (Freeze & Cherry, 1979). Slug test data and analyses for the subject site are included as Appendix F. Groundwater flow velocity was determined by averaging the hydraulic conductivity values and assuming an estimated effective porosity of 20 percent for soils at the site. The following equation yields an estimate of average groundwater flow velocity: v = k/n x dh/dl Where v = average groundwater flow velocity k = average hydraulic conductivity = 2.247 x 10-4 ft/min. n = effective porosity = 0.20 dh/dl = groundwater head gradient = 0.0148 ft/ft The average groundwater flow velocity at the Ray’s Quick Stop site has been calculated to be approximately 1.66x10-5 feet per minute which is equal to 8.72 feet per year. 2.5 Plume Development The two monitor wells (MW-1 and VEW-1) which were contaminated by MTBE and C5-C8 Aliphatics during the CSA activities in 2015 have decreased to MTBE and C5-C8 Aliphatics concentrations that are below the 2L Standards. The laboratory results for VEW-1 is below the 2L Standards for all compounds by EPA Method 6200B and VPH. The laboratory results for MW-1 have indicated an increase in C9-C18 Aliphatics and C9-C22 Aromatics. This value is less than the historical maximum contaminant mass of 4.8565 kg, calculated during from data obtained during the CSA activities. 3.0 Monitored Natural Attenuation 3.1 Natural Source Zone Depletion Status The groundwater contaminant plume has migrated approximately 20 feet down-gradient from the source area at the USTs, appears to be stable, and is possibly contracting due to the decreasing contaminant concentrations. The groundwater concentrations were not significantly elevated in any of the monitor wells during CSA phase of work and have decreased since then. Only two petroleum compounds exceed the 2L Standards according to the most recent groundwater results. The calculated groundwater flow velocity is on par with the general average for sites in this hydrogeologic regime. The significant decrease in contaminant concentrations since the previous sampling event indicates the absence of significant contaminant mass in the source area, as significant contaminant mass in the soil/smear zones would be expected to leach into the groundwater contaminant plume. Natural attenuation has been effective at reducing contaminant concentrations at this site. Tentative plans for the site include monitored natural attenuation due to the small size of the groundwater contaminant plume, the relatively low contaminant concentrations, and the lack of potential receptors immediately downgradient of the contaminant plume. Appendix A contains the historical sampling results for the monitor and supply wells at the subject site. Appendix B contains graphs depicting the MTBE concentrations vs. time. Appendix C contains a compilation of costs and a chronology of remediation activities. Appendix D contains a copy of the laboratory report and the chain-of-custody record for the groundwater samples obtained on October 4, 2022. 4.0 Conclusions 4.1 General Summary A Groundwater Monitoring event at Ray’s Quick Stop located at 7610 NC Highway 87 S. in Snow Camp, North Carolina has been completed. From a review of all information gathered during this groundwater monitoring project, Paragon Environmental Consultants, Inc. makes the following conclusions: o Petroleum compounds are present in monitor well MW-1 at concentrations which exceed the 2L Standards based on the analytical results for the October 4, 2022 sampling event. o The analytical results for the other monitor wells were below the 2L Standards for all petroleum compounds by EPA Method 6200B and VPH. o The analytical results for supply well SW-1 were below the 2L Standards for all petroleum compounds by EPA Method 6200B and VPH. Page - 6 4.2 Recommendations Since natural attenuation has been effective at reducing the contaminant concentrations at this site, Paragon recommends continuing periodic monitoring of the groundwater. No other warranty is expressed or implied. The data presented in this report are indicative of conditions that existed at the precise locations sampled and at the time the samples were collected. Additionally, the data obtained from the samples would be interpreted as meaningful with respect to the parameters indicated in the laboratory reports.
