The attached you may recall went out to CLT in 2022 regarding compliance responsibilities at the
Airport fuel farm. Since that time, we have engaged ourselves in negotiations with our fuel farm
operator through a fueling consortium and lease agreement, for use and operation of this facility. It
is complicated, and I will spare you the detail. To date, no actions (towards the NORR) have been
taken.

I intend to retain the services of Hart and Hickman to fulfill the requirements stated in the NORR. I
had asked them for a proposal and scope of services, in fact, last December to return to the site for a
follow up voluntary assessment so we could obtain a current snapshot of site conditions. I apologize
that it appears this was forgotten, and certainly, there is some truth to that as well, while the
financials and consortium terms were being sorted out.

We will move as quickly as possible on this. Funding is already available without further approvals.
