Dear Ms. Moutos:
The facility was permitted for 2.34 acres of future LCID landfill to be constructed. In June of 2019
a portion (1.12 acres) of the future LCID Landfill was certified and subsequently approved for fill.
In January of 2021 the remaining portion (1.11 acres) of the waste disposal unit was certified and
subsequently approved for fill. Closure construction is complete for all LCID landfill areas at the
property. Based on EnviroTrac's observation of the LCID landfill, construction and operation of
this solid waste management facility was in accordance with the Solid Waste Management Rules,
the conditions contained in the permit, and the approved plan. The purpose of this letter is to
certify the closure of the disposal unit. Final contours representing existing conditions at LCID
landfill are shown on the attached Figure 4.
Seven hand augers were advanced to identify the thickness of the landfill cover. The average
thickness is 3.11 feet. Attached is a table of the x and y coordinates and the thickness of the
landfill cover at each hand auger location as well as a surveyed drawing with the hand auger
locations. A surveyed drawing of the closed landfill was recorded in the Forsyth County Register
of Deeds. A copy of the recorded drawing is included. Rules 15A NCAC 13B .0564(6), .0566(11)
and /or (13) and .O567(c) shall be implemented during the post closure care period.
The owner/operator of the property is planning to apply for a new permit for a LCID landfill on an
adjacent parcel and would like the treatment and processing and compost operations to remain
active. The plans for the new LCID landfill area were approved by Forsyth County on April 20,
2023. A NPDES General Stormwater permit for construction activities was granted February 12,
2024 (certificate of coverage number NCC 240252). A new LCID landfill permit application will
be submitted for Solid Waste Section approval.
