Reynolds Tobacco Company Robert Pike, Environmental Senior Specialist — Solid Waste Section STATUS OF PERMIT: Closed PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: None. OBSERVED VIOLATIONS: None. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. The facility is a closed unlined Industrial Landfill that ceased receiving waste in December 2002 and had been used for the disposal of fly ash from R. J. Reynolds Tobacco Company's manufacturing operations. 2. In September 2012 the facility completed the installation of a new cap system for the landfill to help with the stormwater runoff. 3. In February 2020 the facility discovered a sediment boil that had developed on the side slope of the closed landfill. Mr. Snow stated that the sediment boil was repaired and has not returned since the repairs were completed. During the inspection no evidence of the sediment boil was observed. 4. The facility ceased submitting monthly reports to the Section in regard to the sediment boil on March 22, 2022. 5. The facility transitioned to conducting an annual groundwater monitoring as of May 31, 2022. The most recent annual groundwater monitoring report was provided by Mr. Scott Snow and was reviewed. 6. The facility access is secured by a locking gate located at the roadway entrance with a secondary locking cable strung between two bollards located further down the access roadway. 7. The facility roadways are of all-weather construction and were in good condition. 8. Edge of waste markers were observed to be in place. 9. The landfill side slopes were observed to be in good condition with no trees or woody vegetation. The landfill side slopes were observed to have well -established vegetative cover. No evidence of leachate seeps were observed. 10. The landfill cap was observed to have an established vegetative cover and was observed to be in good condition. No ponding water was observed. 11. Drainage ditches were observed to be clear and in good condition. 12. The site stormwater control devices were observed and found to be in good condition and functioning properly. 13. All of the facilities monitoring wells were inspected and found to be properly tagged and locked. During the inspection monitoring wells MW-1, MW-2, and MW-6 were observed to be missing the protective concrete pad. After the inspection Mr. Snow provided pictures with the monitoring wells with a new concrete pad installed around the steel casings.
