Dear Ms. Samaha-Smith:
ECS Southeast, LLP (ECS) previously prepared Wright's Executive Sales 11 — Double R Farm Import Soil
Sampling Work Plan (ECS Project No. 49-10039-13) on October 27, 2022 to support the import of soil from
the borrow source property known as Double R Farm located at 2364 Hamlin Road in Durham, North
Carolina. It was previously anticipated that approximately 5,000 cubic yards (CY) of soil would need to be
imported to the Wright's Executive Sales II Brownfields site in order to support further grading activities. A
revision to the workplan was submitted to the North Carolina Department of Environmental Quality
(NCDEQ) Brownfields Redevelopment Section (BRS) on December 8, 2022, which received approval on
December 12, 2022.
ECS executed the scope of work outlined in Wright's Executive Sales II — Double R Farm Import Soil Sampling
Work Plan - Revision 1.0 (ECS Project No. 49-10039-13) on December 16, 2022, which included the collection
of five (5) representative soil samples and one (1) duplicate from virgin soils stockpiled on the site for
analysis of volatile organic compounds (VOCs) by EPA Method 8260, semi -volatile organic compounds
(SVOCs) by EPA Method 8270, organochlorine pesticides by EPA Method 8081, organophosphorus
pesticides by EPA Method 8141, herbicides by EPA Method 8151, Resource Conservation and Recovery Act
(RCRA) 8-Metals by EPA Method 6010, and for hexavalent chromium (Cr VI) by EPA Method 7199.
ECS submitted the Report of Import Soil Sampling Assessment (ECS Project No. 49-10039-B) to NCDEQ BRS
on January 19, 2023 for the sampling activities conducted in December, 2022. Upon review of the report,
the BRS requested that ECS re -sample the stockpiled soil for VOCs by EPA Method 8260 indicated in
correspondence with Ms. Holly Samaha-Smith on January 30 and February 6, 2023. On February 16, 2023,
ECS re -mobilized to Double R Farm in an effort to re -collect VOC samples, however the stockpile that was
previously sampled was apparently no longer present at the site. Upon communication with the site
contractor for the construction site at the Wright's Executive II site, it was decided that the import of 5,000
CY of soil would no longer be needed at the time, and soil was not imported to the site for grading.

On May 19, 2023, correspondence with the site contractor for the Wright's Executive Sales II Brownfields
site re -indicated the need for approximately 500 CY of soil from Double R Farm for site grading activities
beginning in August, 2023. Correspondence with the BRS on May 24, 2023 indicated the need to re -sample
the virgin source area for VOCs by EPA Method 8260 under the previously approved Wright's Executive
Sales 11 — Double R Farm Import Soil Sampling Work Plan - Revision 1.0 dated December 16, 2022. ECS
understands that the SVOC, organochlorine pesticide, organophosphorus pesticide, herbicide, RCRA-8
metal, and Cr VI data from the soil samples collected on December 16, 2022 will be valid for the approval of
the proposed import of soil from Double R Farm.
ECS will conduct the additional sampling of VOCs for the virgin borrow source at Double R Farm in general
accordance with the previously prepared, revised, and approved work plan dated December 16, 2022. The
following anticipated deviations from the workplan for the additional sampling should be noted:
• It is anticipated that only 500 CY of soil will be needed for future grading activities at the subject
property, reduced from the 5,000 CY referenced in the workplan. As such, ECS will reduce the
number of samples to one (1) sample in accordance with the June 7, 2022 Environmental
Management Plan (EMP) of one representative sample per every approximate 500 CY of proposed
imported soil. ECS will also collect one (1) duplicate VOC sample for quality assurance/quality
control purposes.
• It is anticipated that soil from the virgin borrow source area will not be able to be stockpiled prior to
sampling. As such, ECS will collect in -situ soil samples from the virgin borrow source area at Double
R Farm using a decontaminated hand auger. ECS will advance five (5) borings to depths of
approximately 5 feet below ground surface (ft bgs). ECS personnel will collect one grab sample, as
well as a duplicate aliquot of soil at 1 ft intervals in each boring. ECS personnel will take special care
during collection so that the grab sample aliquots will be placed in either 2oz or 4 oz glass
resealable soil jars with zero headspace, and immediately placed on ice upon collection. The
duplicate grab sample aliquot will be placed in a resealable plastic bag for field screening. ECS will
screen each duplicate aliquot for VOCs using a photoionization detector (PID). The grab sample with
the highest corresponding duplicate aliquot PID reading will be submitted for analysis of VOCs by
EPA Method 8260. One duplicate sample will also be collected from the grab sample with the
highest PID reading and submitted for analysis of VOCs by EPA Method 8260. The estimated
proposed boring locations are indicated in Figure 1. The proposed sample IDs with sampling
objectives, collection depths, and analytical methods are summarized in Table 1. At this time, the
precise location that the 500 CY of import will be obtained from the borrow source indicated in
Figure 1 is unknown, due to the fact that the borrow source is currently active and being used for
other sites. The 500 CY of soil will be sourced from areas within the borrow source area illustrated
in Figure 1.
