The subject property is approximately 3.86-acres in size. The 526 South Church Street property was constructed in 1975 and consists of a two-story parking structure on the ground levels, mechanical rooms, an atrium, executive offices, and a 14-story tower containing general office space. The 501 South Mint Street property was constructed in 1985 and consists of a 14-story tower, two story parking structure, three levels of administrative and executive office areas, and an asphalt -surfaced parking lot. ECS was provided a Phase I Environmental Site Assessment (Phase I ESA) conducted by S&ME, Inc. (S&ME) on the subject property (S&ME Project No. 216715 dated September 13, 2021) for MRP Realty. The following recognized environmental conditions (RECs) were identified in the Phase I ESA: • Historical light commercial operations including a dye and chemical warehouse, cold storage facility and automotive repair operations was considered a REC. • Petroleum -impacted groundwater associated with the former Knight Publishing on the southeast adjoining property, with a reported groundwater flow direction to the east, towards the subject property was considered a REC. Although not considered RECs of the site, S&ME also identified the following environmental concerns on the subject property: • Twelve oil -cooled pad -mounted transformers. • Potential in -ground oil/water separator located on the interior of the building. • Five diesel generators with associated day tanks. • One 2,000-gallon capacity diesel -containing above ground storage tank (AST). • Diesel fill port located on the southwest exterior on the South Mint Street property. • One groundwater monitoring well associated with two closed -in -place 1,500-gallon capacity underground storage tanks (USTs). • Chemical storage areas. • Ethylene glycol and glycol -containing chiller system. • Electric drive elevator equipment. In an effort to determine if the subject property has been adversely affected by the identified REC, ECS was requested to conduct an environmental assessment of the site. 2.0 SCOPE OF SERVICES The environmental assessment included the collection of soil and groundwater samples and laboratory analysis of groundwater samples at various accessible locations on the subject property. Soil samples were screened in the field using a photoionization detector (PID). Due to the negligible values for 1 C Report of Environmental Assessment Services Mint Street and Church Street Site 401 South Mint Street and 526 South Church Street Charlotte, Mecklenburg County, North Carolina ECS Project No. 49:17189 June 22, 2022 concentrations of organic vapors and lack of apparent evidence of impacts such as staining, odors, etc.; soil samples were not submitted for laboratory analysis. Drilling activities were conducted using a Geoprobe® Direct Push Technology (DPT) drill rig. The drilling subcontractor used for this assessment was Environmental Drilling and Probing Services of the Southeast (EDPS). Drilling activities were conducted on June 11, 2022, by a North Carolina Certified Well Contractor (driller). 2.1 Monitoring Well Permit Prior to conducting drilling activities, ECS obtained a monitoring well permit from the North Carolina Department of Environmental Quality (NCDEQ). In addition, ECS obtained a Subsurface Investigation Permit (SIP) from the Mecklenburg County Health Department. The NCDEQ well permit and Mecklenburg County SIP information is included as Appendix A. 2.2 Utility Locate Prior to commencing with field activities, ECS contacted North Carolina One -Call to locate/mark public utilities at the site. Required separation distances between subsurface activities and marked utilities (typically 30-inches) were maintained during the field activities. In addition, ECS contracted with KCI Subsurface Utility Engineering and Locating on May 26, 2022, to further evaluate the boring areas for private utilities. 2.3 Geophysical Survey Activities In order to locate the diesel UST associated with the fill port located on the southwest exterior of the property, ECS contracted with KCI Subsurface Utility Engineering and Locating on May 26, 2022, to conduct a geophysical survey using Ground Penetrating Radar (GPR). Results of the survey found that soil borings in this area would not be possible due to the UST being partially beneath the site structure and the presence of several subsurface utilities. The approximate location of the diesel UST is shown on Figure 2. 2.4 Field Activities In order to assess the subject property for potential impacts from the identified RECs, on June 11, 2022, four borings (TW-1 through TW-4) were advanced on the subject property within accessible areas of the paved parking area along South Mint Street. The boring locations as well as the site property boundaries are shown on Figure 2. The borings were advanced by hydraulically driving a drill probe with air hammer technology into the soil to depths of 27 feet below ground surface or ft-bgs (TW-1), 29.5 ft-bgs (TW-2), 28.5 ft-bgs (TW-3), and 20 ft-bgs (TW-4). Soil samples were collected continuously from ground surface to bedrock and screened in the field for volatile organic vapors using a photoionization detector (PID). No apparent evidence of impact, such as staining, odors, etc., or elevated PID readings were identified, therefore, soil samples were not submitted for laboratory analysis. Temporary monitoring wells were installed in each boring. The temporary monitoring wells were constructed of 10 feet of one -inch slotted PVC screen and sufficient one -inch PVC casing to bring the temporary monitoring well to the approximate ground surface. Boring logs for each boring including temporary monitoring well construction details are provided in Appendix B. Well construction details are also provided on Table 1. 2 C Report of Environmental Assessment Services Mint Street and Church Street Site 401 South Mint Street and 526 South Church Street Charlotte, Mecklenburg County, North Carolina ECS Project No. 49:17189 June 22, 2022 In order to calculate the approximate groundwater flow direction beneath the site, ECS contracted with a North Carolina licensed surveyor to vertically and horizontally survey the monitoring wells. Monitoring well construction details and groundwater elevation data is provided in Table 1. Based upon the depth to groundwater measurements collected on June 11, 2022, and the survey data, groundwater beneath the site flows predominantly toward the south-southwest (Figure 3). Note that the temporary monitoring wells were installed and depth to water measurements were collected on the same day, and groundwater levels may not have reached full stabilization. In addition, it should be noted that groundwater flow direction may be influenced by dewatering activities for nearby structures. Groundwater samples were collected from each temporary monitoring well using a peristaltic pump and new dedicated disposable tubing for each well. Following sample collection, the sample containers were placed on ice in a cooler and maintained under chain -of -custody until delivered to Pace Analytical Services, Inc., a North Carolina certified analytical laboratory located in Huntersville, North Carolina. Chain -of -custody protocol was utilized throughout the collection and transport of the samples. The groundwater samples were submitted for laboratory analysis of volatile organic compounds (VOCs) by EPA Method 8260 and semi -volatile organic compounds (SVOCs) by EPA Method 8270. A copy of the chain -of -custody is included in Appendix C. Following the completion of the field activities, the borings were abandoned by the North Carolina certified driller. Well construction and abandonment records were not received at the time of submittal of this report. However, when available, they may be provided under separate cover if requested. 3.0 SAMPLE RESULTS Review of the laboratory analytical report identified 2-hexanone in the TW-1 groundwater sample and trichlorofluoromethane in the TW-1 and TW-3 groundwater samples at concentrations greater than the laboratory method reporting limits, but less than their respective North Carolina 2L Groundwater Quality Standards (NC2LGWQS). The concentration of 2-hexanone was also less than its Groundwater Vapor Intrusion Screening Levels (VISLs). Groundwater VISLs have not been established for trichlorofluoromethane. Additional VOCs were not detected at concentrations greater than the laboratory method reporting limits in any of the groundwater samples collected during this assessment. SVOCs were also not detected in any of the groundwater samples collected during this assessment at concentrations greater than the laboratory method reporting limits. The laboratory analytical results are summarized in Table 2. A copy of the laboratory analytical report is provided in Appendix C 4.0 CONCLUSIONS Based on the results of the environmental assessment, ECS concludes the following: • Results of the GPR Survey indicated several subsurface utilities in the vicinity of the diesel UST associated with the fill port located on the southwest exterior of the property indicated that a portion of the UST was located beneath the site structure and several subsurface utilities were located in this area. Therefore, soil samples were not collected in the vicinity of the UST. 3 Report of Environmental Assessment Services Mint Street and Church Street Site 401 South Mint Street and 526 South Church Street Charlotte, Mecklenburg County, North Carolina ECS Project No. 49:17189 June 22, 2022 • 2-Hexanone (TW-1) and trichlorofluoromethane (TW-1 and TW-3) were detected in the groundwater samples collected during this assessment at concentrations greater than the laboratory method reporting limit, but less than their respective NC2LGWQS. • Based on the groundwater elevations collected, the groundwater below the site flows to the south-southwest. 5.0 RECOMMENDATIONS Based on the results of the environmental assessment, ECS recommends the following: • ECS does not recommend additional sampling at the site at this time. • If the site structures are to be removed during potential redevelopment activities, ECS recommends removing and addressing the diesel UST at that time. • ECS recommends that a copy of this report be maintained for your records. 6.0 QUALIFICATIONS OF REPORT The activities and evaluative approaches used in this environmental assessment are consistent with those normally employed in environmental soil and groundwater assessment projects of this type. Our evaluation of site conditions has been based on our understanding of the site project information determined during previous environmental assessments and the data obtained during our field activities. This report was prepared for the express use of MRP Realty.
