None
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The facility consists of a Materials Recovery Facility (MRF) which receives, processes, and stores source-
separated recyclable materials. It also consists of a permitted transfer facility which receives waste generated
within Catawba County. Waste received is overflow from the GDS hauling division.
2. All waste from the facility is disposed of at the Blackburn Resource Recovery Facility (Permit #: 18-03).
3. The Permit and Operations Plan were verified. Both documents were current and available upon request.
4. Transfer Station Operation Specialist Certifications:

5. Tonnage records for May 2023 to present were verified. The facility received 245.54-tons of waste during that
time.
6. Waste Screening Reports were verified. At least one waste screening was performed for each day waste was
received.
7. A gate was located at the entrance to the facility to prevent unauthorized access when the facility is not in
operation.
8. The facility had proper signage.
9. No municipal waste was observed on the tipping floor at the time of inspection. The only material on the tipping
floor was carboard removed from recycling designated vehicles during cleanout.
10. The push walls and side walls of the transfer station were free of residues.
11. Leachate drains within the transfer trailer loading bay could not be observed as a truck and trailer were located
within the bay at the time of inspection. However, there was no standing liquids or other evidence to indicate the
drains were not functioning properly.
12. A small amount of waste was observed on the floor of the transfer trailer loading bay. Please ensure all waste is
removed from this area at the time of inspection.
13. No windblown waste was observed from the operation of the transfer station.
