The Permit to Operate was issued for the life-of-site. PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: N/A OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A- each violation of the Solid Waste Laws, Regulations . The facility consists of a Materials Recovery Facility (MRF) which receives, processes, and stores source- separated recyclable solid waste materials. It also consists of a permitted transfer facility which receives waste generated within Catawba County. Waste received is overflow from the GDS hauling division. 2. All waste from the facility is disposed at the Blackburn Resource Recovery Facility (Permit #: 18-03). 3. The Permit and Operations Plan were verified. Both documents were current and available upon request. 4. Transfer Station Operation Specialist Certifications: x LaDonna Bolton (expires 6/18/25) x Levi Franklin (expires 3/12/26) x David Hicks (expires 6/24/24) x Paul Mendenhall (expires 8/6/23) x Allan Reed (expires 4/17/25) x Joey Winger (expires 2/11/24) 5. Tonnage Records for August 2022 to present were verified. The facility received 92.48-tons of waste during that time. 6. Waste Screening Reports were verified. Waste screenings continue to be performed at a rate of one each week when waste is received. However, the facility can go weeks without receiving waste. Please continue efforts to screen incoming loads weekly at a rate of no less than five percent of the average daily waste tonnage reported in the site's annual report for the previous year. 7. A gate was located at the entrance to the facility to prevent unauthorized access when the facility is not in operation. 8. The facility had proper signage. 9. No unacceptable waste streams were observed. 10. The push walls and side walls of the transfer station were free of residues. 11. Since the previous inspection, facility staff had started installing steel sheeting to the I-beams of the side walls of the facility to prevent waste from falling behind the push walls or depositing onto the I-beams. 12. Leachate drains within the floor of the transfer trailer loading bay were not observed as a truck and trailer were stationed in the bay at the time of inspection. However, there was no evidence to indicate the drains were not functioning properly. 13. Please ensure all waste on the floor of the trailer loading bay is collected and properly disposed at the end of the operating day. 14. Since the previous inspection, screening material had been installed on the fencing located along the western edge of the site.
